WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Giovannitti, Hamilton, Kidd, Morina (arrived at 7:07 p.m.), Tedeski.  Absent:  Haynes (excused).

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

    Minutes of a Regular Meeting held on September 4, 2007 at 7:00 p.m.  Kidd moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

    R. #137.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF      BILLS OUT OF THE 2007 BUDGET. Kidd moved and Hamilton seconded to pay all bills properly signed and adopt R. #137.07.  Roll call:  Ayes:        Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #138.07:  RESOLUTION PROVIDING FOR THE      CANCELLATION OF CERTAIN BALANCES ON WATER AND   SEWER ACCOUNTS.  Kidd moved and Hamilton seconded to adopt

R. #138.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from James P. Pierson, Esq., Angelini, Viniar & Freedman, LLP,     regarding State vs. Linda Moore.  Kidd moved and Hamilton seconded to receive, file the letter and await the Administrator’s guidance.  All were in favor of the motion.

 

     Letter from Municipal Land Use Board Solicitor John A. Alice regarding      Paulsboro Outpatient Clinic, 1315 North Delaware Street, Block 94 Lots      15 and 2.01.  Kidd moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor Burzichelli explained that they have been before the Land Use Board and they will be coming back to the Land Use Board as they do not own the property yet.  It is in foreclosure.  They believe they are 60 days of taking possession of the property.  The Borough will continue to work with them and they are on schedule with the court.

 

     At this time, 7:07 p.m., Councilman Morina arrived for the meeting.

 

     Letter from Erik K. Biermann, Sickels & Associates, Inc., regarding Water Distribution System and Sanitary Sewer System Review #1, Proposed Preliminary Major Site Plan, Block 56.02 Lots 1 & 26 (The Bank).  Kidd moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #07.07:  AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT SALARY ORDINACE OF THE BOROUGH OF PAULSBORO.  Kidd moved and Giovannitti seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Giovannitti moved and Tedeski seconded to close the meeting to the public.  All were in favor of the motion.

 

     Kidd moved and Hamilton seconded to adopt O. #07.07 on second and final reading.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried. 

 

     Memo from Mike Reed, President Local 3303, AFSCME, requesting       closing of the Borough offices on December 24, 2007.

 

     This memo was received and filed at a previous meeting.  Mayor and Council discussed whether to grant approval.  The request asks to trade Election Day, November 6th for the day before Christmas, December 24th.

 

     Giovannitti moved and Hamilton seconded to grant permission to the Borough employees to trade the Election Day Holiday, November 6th, for the day before Christmas, December 24th.  All were in favor of the motion.

 

     Item #13, Environmental Commission Ordinance, and item #14, Sign Ordinance, was held until the next Work Session Meeting.

 

     Mayor and Council discussed conveying ownership of the Boys and Girls Club to them. 

 

     Mayor felt restrictions needed to be placed on the deed in case it went defunct.  One restriction was if the building was not used as a Boys and Girls Club it would either revert back to the Borough or the Borough would have first right of refusal to buy it back.  He would like it kept as a recreational building for the Boys and Girls.  Another restriction was if they were to borrow money the money borrowed could only be used for Capital Improvements for the Paulsboro property.

 

     Solicitor Pierson stated he would prepare the Ordinance and the Mayor and Council could introduce the Ordinance by title.

 

     O. #08.07:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO   AUTHORIZING CONVEYANCE OF 916 PENN LINE ROAD TO THE   BOYS AND GIRLS CLUB OF GLOUCESTER COUNTY.  Kidd moved and Hamilton seconded to adopt O. #08.07 on introduction and first reading and schedule the second reading and public hearing on October 2, 2007.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli discussed the Paulsboro Community Ambulance’s request for a Rehab Unit.  He felt it was a very good idea and he asked Dan Berth to meet with the County to get the County’s outlook on the Rehab Unit.  He has not heard back from Mr. Berth, therefore, the Mayor and Council will not be acting on this tonight.

 

     Councilman Giovannitti discussed hiring a Janitorial Service for the Borough Hall.  He has received quotes from two services which he has asked Administrator Salvatore to review.

 

     Administrator Salvatore stated the Borough may want to put together concretely what the Borough wants done, that way each service can give a price for a similar package.  As it is right now, one service is quoting every day cleaning and one service is giving quotes for every other week.

 

     Councilman Kidd stated he is aware of a local resident that would like to clean the building.

 

     Mayor Burzichelli stated there are issues of bonding and security.

 

     Councilman Giovannitti submitted the name of Wayne Pilger to be hired as the Part Time Shuttle Bus Driver.  He is a resident of the Borough.

 

     Giovannitti moved and Tedeski seconded to hire Wayne Pilger to the position of Part Time Shuttle Bus Driver contingent on receiving from Mr. Pilger his driving record abstract and the proper endorsements.  All were in favor of the motion.

 

     Councilwoman Tedeski presented all of Council with a report for the Public Celebration events.  There is a total left of $10,000.

 

     Administrator Salvatore discussed the Police Administrations’ salaries.  He felt this should be discussed in Executive Session.

 

     R. #139.07:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Kidd moved and Giovannitti seconded to adopt R. #139.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     At this time, 7:37 p.m., Mayor and Council went into Executive Session to discuss personnel.

 

     Hamilton moved and Giovannitti seconded to open the meeting at 7:54 p.m.  All were in favor of the motion.

 

     Administrator Salvatore presented Mayor and Council with an amended bill list.

 

     Councilman Giovannitti stated that the Borough held the movie night last Friday and it was very successful.  There were about 100 residents who attended movie night at Billingsport School.

 

     Giovannitti moved and Tedeski seconded to send a letter of thanks to Gloucester County who brought the equipment to hold movie night.  All were in favor of the motion.

 

     Mayor Burzichelli informed Councilman Giovannitti to get the information to Borough Clerk VanScoy on who the letter would be written to.

 

     Mayor Burzichelli stated that Options #1 and #2 regarding the Police Administration Salaries are on the table.  The Mayor asked for a motion.

 

     Kidd moved and Hamilton seconded to authorize Option 1 of the Police Administration salaries as presented.  All were in favor of the motion.

 

     R. #140.07:  RESOLUTION PROMOTING NICOLE THIGPEN TO THE APPOINTMENT OF PATROLMAN SECOND CLASS IN THE BOROUGH OF PAULSBORO POLICE DEPARTMENT.  Giovannitti moved and Kidd seconded to adopt R. #140.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     There wasn’t any further Borough business. 

 

     Giovannitti moved and Hamilton seconded to adjourn the meeting at 7:57 p.m.  All were in favor of the motion.
