REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli opened the floor to the public.

 

     Shirley Chandler, 1014 Spruce Street, stated the grass at 107 West Adams Street is very high.  She questioned why she hasn’t seen the street sweeper and why the curfew siren has not been working.  She further stated the people on Adams and Spruce Street do not stop for people traveling in their cars.

 

     Borough Foreman Tinder stated the street sweeper is down.

 

     Ron Ficara, 815 South Delaware Street questioned how long it was going to take to fix the water leak on Delaware Street.

 

     Water and Sewer Superintendent Daly stated it would take a couple of weeks.

 

     Barry Corradetti, 1820 Overbrook Avenue, thanked Chief Grogan for sponsoring the National Night Out event.  It is a growing event and it is well run and well organized.  He also thanked Councilwoman Tedeski for securing the funding for the Deejay and Balloon Artist at the National Night Out event.

He stated that the Borough received a grant to hire a new officer for three years and he hoped the Borough was in favor of it as it is something that is needed.  The Borough would only have to pick up one year for the officer as it is part of the grant.  He questioned the criteria for the new program on housing and the status of Billings Avenue. 

 

     Mayor Burzichelli stated there is an issue on drainage with Billings Avenue.

 

     Administrator Salvatore stated it is in the negotiation process.

 

     He further stated that the development (Elite) behind his house is not going well.  They haven’t finished the overlay and there is uneven pavement in front of his driveway that he has to place a piece of wood to get his vehicles into his driveway or it would damage his vehicles.  The grass is out of control and unsightly.  The weeds are four feet high around the fence.  He questioned when the performance bond can be used.

    

     Mayor Burzichelli stated the overlay is the last item to be completed.

 

     Mr. Corradetti questioned when the groundbreaking would be on the Port.

 

     Mayor Burzichelli stated it will be held on September 22, 2009 at 10:30 a.m.

 

     Joyceline Gaines, 231 West Washington Street, stated she has lost her voice again but wanted to congratulate Mayor Burzichelli.  She also stated, not to the detriment of the Borough employees, but the grass is three feet high at 235 West Washington Street, although things were looking up with the grass situation on Washington Street.  She felt the Borough does a marvelous job.  She discussed 205 West Washington Street as the siding has come down and there are animals living in there. She contacted Mr. Hogle and was told to see Fire Inspector Berth.  She was then told to go back to Mr. Hogle.  She asked to go on record to get the place boarded up.  She thanked the Police for calling the Electric Company regarding a light being out as she has called the Electric Company and has been dealing with this for four weeks.  She further discussed 242 West Washington Street as there are a lot of people hanging out there.  She questioned the status of this property.  There was a guy there and he was watching her pick up the trash.  He went and got a barrel and now they put their trash in the barrel.  She doesn’t know who he was but she was appreciative.  She has concerns with the young females as they are the worst.  She doesn’t know where the people come from.  She again asked to have the grass taken care of at 235 West Washington Street and the empty lot.

 

     Mr. Corradetti thanked Sergeant Donald Gray as he came in on his personal days to help with the National Night Out event.

 

     Linda Pilger, 600 King Street, discussed the grass at 700 Clonmell Road.  She further discussed the guy across the street who is living in a camping trailer and still working on lawnmowers on the lot.  She has talked with the neighbors and they informed her that he has stated he wasn’t going to clean it up.  Mr. Hogle gave him 60 days until the end of September to clean it up.  She has to go to court on September 10 regarding his dogs.  She had to call the Police Department to get the rottweiler out of her driveway.

 

     Mayor Burzichelli stated if he doesn’t show up for court, he will have a warrant out on him.  He also stated that if he is not supposed to be there, he will not be there.

 

     Minutes of a Work Session Meeting held on July 21, 2009 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     R. #126.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET FOR AUGUST 4th & 18th, 2009.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #126.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #127.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #127.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #128.09:  RESOLUTION APPOINTING CLASS II SLEO FOR THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt       R. #128.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Morina, Tedeski.  Nays:  None.  Abstained:  Kidd.  Motion carried.

 

     R. #129.09:  RESOLUTION ALLOWING EXTENSION OF GRACE PERIOD FOR 3RD QUARTER 2009 TAXES.  Haynes moved and Hamilton seconded to adopt R. #129.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #130.09:  RESOLUTON TO CANCEL BALANCES ON CERTAIN TAX PROPERTIES.  Haynes moved and Hamilton seconded to adopt R. #130.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

 

     R. #131.09:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #131.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #132.09:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved   and Hamilton seconded to adopt R. #132.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #133.09:  RESOLUTION AUTHORIZING THE BOROUGH OF PAULSBORO TO CANCEL OUTSTANDING UNPAID TAX BALANCES ON BLOCK 54 LOT 1 FOR THE BOYS AND GIRLS CLUB OF GLOUCESTER COUNTY FOR THE YEAR 2009.  Haynes moved and Hamilton seconded to adopt R. #133.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #134.09:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE #0814-33-009-005 JOLLY RAJ, INC. T/A POCKET LICENSE.  Haynes moved and Hamilton seconded to adopt R. #134.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     Receipt of Petition regarding Sunday Sales of Alcoholic Beverages.  Haynes moved and Hamilton seconded to receive and file the petition.  All were in favor of the motion.

 

     R. #135.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO DIRECTING THE COUNTY CLERK OF THE COUNTY OF GLOUCESTER TO PRINT, PURSUANT TO TITLE 19 OF THE NEW JERSEY STATUTES, UPON THE OFFICIAL BALLOT TO BE USED AT THE NOVEMBER 2009 GENERAL ELECTION A REFERENDUM ON SUNDAY SALES OF ALCOHOLIC BEVERAGES BETWEEN THE HOURS OF 12:00 P.M. TO 11:59 P.M.  Haynes moved and Hamilton seconded to adopt R. #135.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Received Person-To-Person Transfer Application of a Plenary Retail  Consumption License  #0814-33-016-008 PPN Investment Corp. t/a The Rocking  Stone Grill and Bar to PPN Investment Corp. (Stockholder change) t/a The   Rocking Stone Grill and Bar.  Haynes moved and Hamilton seconded to receive, file the application and turn it over to the Police Department for review and   recommendation.  All were in favor of the motion.

 

     Letter from William G. Dressel, Jr., NJLM, regarding update on PT-10 Forms and Telecommunications Taxes.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #136.09:  RESOLUTION REQUESTING THE LEGISLATURE TO RESTRUCTURE AND BRING FAIRNESS TO TAX AND FRANCHISE FEES IMPOSED ON TELECOMMUNICATIONS AND CABLE TELECOMMUNICATIONS SERVICE PROVIDERS IN NEW JERSEY.  Haynes moved and Hamilton seconded to adopt R. #136.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Tax Collector Barbara Sockwell regarding mailing or delivery of all   original bills for the 3rd and 4th quarters of 2009 and the 1st and 2nd quarters of 2010.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Received Amusement Games License Application from the Rocking Stone for four (4) amusement games (all inspections have been completed).  Haynes moved and Hamilton seconded to receive, file the application and approve the license.  All were in favor of the motion.

 

     Flyer for Paulsboro Day to be held on Saturday, September 12, 2009 from 10:00        a.m. to 5:00 p.m. at the Little League Field, 2nd Street and Mantua Avenue.  Haynes moved and Hamilton seconded to receive, file the flyer and notify the proper departments.  All were in favor of the motion.

 

     Letters from Richard P. Freedman, Angelini, Viniar & Freedman, regarding Agreement between the Borough of Paulsboro and New Jersey State Policemen’s Benevolent Association Paulsboro Local 122.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Memo from Chief F. Grogan regarding Mayor and Council’s Interview of Sergeant Candidates.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Mayor and Council discussed rescheduling the next Work Session Meeting as the Mayor is not going to be able to attend it and Council President Haynes would have to recuse himself from the interviews.  Mayor Burzichelli asked Council to check their schedules.

 

     Chief Grogan stated the interviews did not have to take place at the next Work Session Meeting.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski stated she would like a thank you letter sent to Matrix Industrial and Plains Terminal for installing the Fort Billings Park sign and paving the entranceway.

 

     Giovannitti moved and Haynes seconded to send the above thank you letter.  All were in favor of the motion.

 

     Councilwoman Tedeski stated the next event to be held in the Borough will be movie night and it will be held on Friday, September 11, 2009 at the Billingsport School field.  Then it will be Paulsboro Day on Saturday, September 12, 2009.  The Borough will have a stand and will be giving information out as well as there will be a 50/50 raffle.

 

     Councilwoman Tedeski asked Borough Clerk VanScoy to do some research on programs that other municipalities might have on incentives to purchase or convert homes and then give them to the Solicitor to draw up a draft ordinance.

 

     Mayor Burzichelli suggested working with the New Jersey State League of Municipalities regarding the above as it is a good program.

 

     Councilman Morina stated the sound system for the Damminger Complex has been ordered.

 

     Councilman Morina stated the kids are going back to school so if anyone sees a kid during school hours in uniform to contact the School or the Police Department because more than likely they are cutting school.

 

     Councilman Giovannitti thanked Gary Stevenson for allowing him on his property to view the damage from the Conrail derailment incident.

 

     Councilman Giovannitti welcomed Mrs. Gaines to the mentoring program at the school.

 

     Councilman Giovannitti stated the Street and Highway Department spend a lot of time cleaning up properties.  “They have a lot on their plate” as they recycle a couple times a week as well.  He asked them to keep up the good work.

 

     Councilman Giovannitti wished everyone a good fall and a great Paulsboro Day.

 

     Councilman Kidd discussed the Conrail train derailment and if, when the Port is built, will the bridge be high enough.

 

     Mayor Burzichelli stated yes that all that is being addressed.

 

     Councilman Kidd discussed the grant that was received for housing through the County and questioned who would be running the program as he would like to sit down with them.

 

     Mayor Burzichelli stated it would be Mike Zumpino from Triad Associates.

 

     Councilman Kidd discussed the TRICO JIF Report minutes.

 

     Councilman Hamilton thanked the Departments for keeping Mayor and Council up to date during the month of August.

 

     Councilman Hamilton discussed the train derailment and that Emergency Management Coordinator Glenn Roemmich and Deputy Emergency Management Coordinator Joan Lutz reported to the Mayor and the Borough Clerk.

 

     Council President Haynes stated himself and other representatives of the Borough met with representatives from the Federal and State Economic Development Agency and requested grants and loans for the water treatment plant and tower in the amount of $7 million dollars.

 

     Council President Haynes thanked Mr. Corradetti and the Neighborhood Watch Group for the National Night Out event.

 

     Mayor Burzichelli stated National Night Out received rave reviews and thanked Councilpersons Giovannitti and Tedeski for their dedication with the concert series.

 

     Mayor Burzichelli also discussed the Conrail train derailment and asked Emergency Management Coordinator Glenn Rommich to look over the Borough’s Emergency Management Plan to see if any changes were needed.

 

     Mayor Burzichelli stated he met with the ownership of the Plaza today.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 8:04 p.m.  All were in favor of the motion.
