WORK SESSION MEETING

 

Council Chamber:

 

     Council President Haynes presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  Mayor Burzichelli and Administrator Salvatore (due to family matters).

 

     Council President Haynes called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Council President Haynes opened the floor to the public.

 

     Barry Corradetti, 1820 Overbrook Avenue, stated, on behalf of the Neighborhood Watch Executive Board, that the Executive Board voted to support Mayor and Council to accept the grant for a police officer.  He understands that the Borough is responsible for any pay increases and pay for the fourth year but the Borough needs more officers.  They strongly recommended accepting the Grant.

 

     There wasn’t any further public participation.

 

     Giovannitti moved and Hamilton seconded to close the floor to the public.  All were in favor of the motion.

 

     R. #137.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET.  Giovannitti moved and Hamilton seconded to pay all bills properly signed and adopt R. #137.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from James P. Pierson, Esq., Angelini, Viniar & Freedman, regarding Valero Refining Company – Block 50 Lots 5, 6, 7 and part of 9.  Giovannitti moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Solicitor Pierson explained the above letter.  He suggested having the Engineer review the properties for any environmental concerns prior to accepting the deed.

 

     Council President Haynes suggested holding this matter over to the next meeting or until the Mayor and Administrator was present.

 

     Tedeski moved and Giovannitti seconded to hold this matter over as stated above.  All were in favor of the motion.

 

     Received Person-To-Person Transfer Application for a PRCL with Broad Package Privilege from Kuz-Zin Kafe, Inc. t/a Fiorile’s Bar & Liquor Store to Billingsport Spirits, Inc. t/a Unknown at this time.  Giovannitti moved and Hamilton seconded to receive, file the application and turn it over to the Police Department for review and recommendation.  All were in favor of the motion.

 

     Memo from Administrator Salvatore regarding Deputy Tax Assessor appointment.  Giovannitti moved and Tedeski seconded to receive and file the memo.  All were in favor of the motion.

 

     Council President Haynes gave an overview of the above matter.  He suggested this matter be held over until the next work session meeting or until the next meeting when Mayor Burzichelli is present.

 

     Tedeski moved and Hamilton seconded to table the above matter until the next meeting.  All were in favor of the motion.

 

     Public Notification regarding PSEG Service Corporation.  Hamilton moved and Giovannitti seconded to receive and file the notification.  All were in favor of the motion.

 

     Letter from Dan Statile, NuStar Asphalt Refining, LLC, regarding Block 1.03 Lots 1 & 2 and Block 1.02 Lots 1 & 2.  Giovannitti moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Letter from Stephen M. Bereznai, USDA, regarding Improvement to Water System.  Giovannitti moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Letter from S. Williams, Dayton & Walter Avenues, regarding signs.  Hamilton moved and Giovannitti seconded to receive, file the letter and turn this letter over to the Police Department for review and recommendation.  All were in favor of the motion.

 

     Received Firemen’s Application for Charles Shaw.  Giovannitti moved and Hamilton seconded to receive, file and approve the application.  All were in favor of the motion.

 

     Council President Haynes discussed implementing a cell phone policy.   He explained that there was an incident at the well and it took him over 45 minutes to reach the Water and Sewer Superintendent to find out what was going on.  He called dispatch and they could not reach him twice.  He received his home telephone number and reached him there.  He felt there should be some kind of policy as Mayor and Council should be able to contact the Department Heads.

 

     Councilwoman Tedeski also discussed the lack of communication that when something happens, they are not notified and it happens quite often.  Council should be notified just as well as the Mayor and the Administrator.  There should be a phone chain but the main individuals to be contacted are the Mayor and Administrator and then Council should be contacted.

 

     Giovannitti moved and Hamilton seconded to have Administrator Salvatore meet with all Department Heads to come up with a policy and notification system to be approved at the next meeting.  All were in favor of the motion.

 

     Council President Haynes further stated he had asked for a full report regarding the incident at the well, which he has received, and he asked the Engineers to review the report.

 

     Councilman Giovannitti discussed the annual New Jersey League of Municipalities Conference in November.  He felt there should be a reduction of people who are to attend.  He did not want to eliminate the conference but limit the amount of people going.

 

     Councilman Kidd stated that all Department Heads must have a signed approval from their respective Committee Chairpersons in order to attend the Conference.

 

     Council further discussed the NJLM Conference.

 

     Giovannitti moved and Tedeski seconded to have Administrator Salvatore investigate and give his recommendations as to who should attend the Conference.  All were in favor of the motion.

 

     Councilman Giovannitti discussed the status of the usage of the Police Department Housing Officer. 

 

     Council President Haynes stated Council directed the Chief to have a Housing Officer and he agrees that he hasn’t seen anything in writing since it was instituted.

 

     Councilwoman Tedeski suggested waiting until Chief Grogan was able to report on the status of the Housing Officer during his portion.

 

     Councilwoman Tedeski discussed the Peddler’s Ordinance and amending it to allow one day sales permit for such events as the parades, concerts in the park, etc.  She suggested a $25.00 application fee and a $25-35 license fee.  The application would have to be submitted ten days prior to the event in order to conduct a background investigation.  Although, she felt Paulsboro Day should be exempt from the Ordinance as anyone who participates in Paulsboro Day is already registered.

 

     Solicitor Pierson suggested a list of events should be included in the Ordinance.

 

     Tedeski moved and Morina seconded to have Solicitor Pierson prepare an amendment to the Peddler’s Ordinance to include a one day permit, costing $15.00 for the application fee and $20.00 for the License fee to be introduced at the next meeting.

 

     Police Chief’s Report:

  

     Memo from Chief Grogan regarding parking of trailers. 

 

     Memo from Chief Grogan regarding request for stimulus grant approval. 

      

     Giovannitti moved and Hamilton seconded to receive and file both memos.  All were in favor of the motion.

 

     Chief Grogan stated he hoped everyone had a good summer.  He further stated the Department came together at the services for the passing of former Chief DiStefano.  Sgt. Gray did a terrific job in organizing the department.

 

     Chief Grogan gave a report on the Housing Officer.  He spoke with the Officer and he believes it has had very good success.  It is a great source of intelligence with the detective unit due to the Officer’s knowledge of the Landlords and tenants.  He likes the direction that the Officer is headed but he would like to see more interaction on the street.  The Officer feels it will work.

 

     Councilwoman Tedeski questioned how many hours the Officer interacts with the Code Office weekly.

 

     Chief Grogan stated it is hard to say but they exchange information daily. 

 

     Councilwoman Tedeski questioned if the Officer is receiving any information to pass on to the Mayor and Council to help him to improve the program and what he is focusing on.

 

     There was further discussion regarding this matter.

 

     Chief Grogan stated he believes in the program and felt it is worth the effort.

 

     Councilman Morina stated Council is looking for a tracking issue in order to go after the Landlord’s license.

 

     Council President Haynes suggested this matter be brought back in a few more months.  

 

     Glenn Roemmich, Emergency Management Coordinator, interrupted the meeting to inform Council that a Firefighter was injured during training and is en-route to Cooper Hospital.  He may have a possible concussion.

 

     Chief Grogan discussed parking of unattached trailers.  He suggested Council not allow any overnight parking on the streets.  There is another issue of school buses parking on the street.

 

     Councilwoman Tedeski suggested Chief Grogan review the Borough’s codes and bring back changes.

 

     Chief Grogan also stated Council had to set the date to hold the for Sergeant interviews.  He further stated he has the 90 day report for Frank’s Pub and would like it placed on the next meeting’s Agenda

 

     Chief Grogan stated Lt. Wachter has submitted for the COPS More Grant as well as MDTs, portable radios, an electronic street sign and the License Plate Recognition System.

 

     Councilwoman Tedeski stated several residents wanted to know why the Police Department doesn’t put anything in the “Crime Log” section of the newspaper.  She asked what Chief Grogan’s feeling was on this.

 

     Chief Grogan stated it is a pain in the neck but it has been done and it can be done more often.

 

     Councilwoman Tedeski thanked Sgt. Gray for his assistance at Paulsboro Day as he did an outstanding job.

 

     Councilman Kidd stated he went to former Chief DiStefano’s funeral and noticed that the Paulsboro Police Department as well as other Departments stood out and showed respect.

 

     Kidd moved and Giovannitti seconded to thank all Police Departments who participated in the funeral.  All were in favor of the motion.

 

     Chief Grogan stated he is working on a list and it will be done.

 

     Lieutenant Wachter discussed the COPS Hiring Recovery Program Grant.  The Borough was approved to hire one officer.  If the grant is accepted by the Borough, the Borough would have to pay a cost of $219,930 in the four (4) year period. The Grant does not cover health care costs, raises or the fourth year salary.

 

     Council discussed hiring another Officer, hiring Class II Special Officers instead of an Officer and the possible manpower burden once the Port is complete.

 

     Council President Haynes suggested placing this matter on the next Regular or Work Session Agenda and have the Administrator come up with a financial plan regarding hiring the Officer or hiring SLEO II Special Officers.

 

     Morina moved and Hamilton seconded to schedule a Special Meeting on October 6, 2009 at 5:30 p.m. and the Agenda is to include interviews for Sergeant and the grant discussion.    Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     This Special Meeting would be held before the Regular Meeting on October 6, 2009.

 

     There wasn’t any further Borough business.

 

    Giovannitti moved and Hamilton seconded to adjourn the meeting at 9:15 p.m.  All were in favor of the motion.
