REGULAR
MEETING
Council Chamber:
Mayor Burzichelli presided at the regular meeting of Council
held on the above date and place.
Borough Clerk VanScoy read the opening statement regarding the
Open Public Meetings Act.
Mayor Burzichelli recited “Harry Truman’s
Prayer” as the opening prayer.
Mayor Burzichelli asked all those present to join in the
salute to the flag led by Borough Clerk VanScoy.
Mayor Burzichelli called the meeting to
order.
Members present were: Haynes, Giovannitti, Hamilton, Kidd,
Morina, Tedeski. Absent: None.
Mayor Burzichelli recognized Borough Foreman Charles Tinder,
Code Enforcement Officer Keith Hogle, Water & Sewer Superintendent John
Daly, and the Police Administration. He
further stated Chief Ridinger was not present as he was testifying in a case in
Georgia.
Mayor Burzichelli opened the floor to the
public.
Barry Corradetti, 1820 Overbrook Avenue,
thanked the Borough for funding of the annual clean up that is done. He further thanked Councilwoman Tedeski for
her help with the entertainment during the National Night Out event and again
thanked the Borough for the funding for that event.
Mr. Corradetti discussed his disappointment
in hearing that the Borough was going to decrease the size of the Police
Department. He felt more officers were
needed and felt the department was doing a fine job.
Mayor Burzichelli stated the Borough was
not decreasing the size of the department but the Borough is under budget
constraints due to two (2) factors. One
factor is the is only allowed to spend so much which is called the CAP and the
second factor is that there will be a tax levy which means the Borough can’t
raise no more than 4%. In order to
raise taxes more than 4% would require a public referendum,
Joe McFadden, 336 Mantua Avenue,
questioned the procedure in receiving items for the Paulsboro Little
League. He stated they needed more
batting cages, etc.
Mayor Burzichelli informed Mr. McFadden
to present a projection of what was needed and the cost to Mayor and
Council.
There wasn’t any further public

Councilman Kidd questioned the minutes of
June 6, 2007. He felt more needed to be
inserted during Mrs. Armistead’s portion of the meeting.
Mayor Burzichelli directed Borough Clerk
VanScoy to listen to the tape to see if anymore needed to be inserted in those
minutes.
Haynes moved and Hamilton seconded to
receive, file and approve the above minutes except to tentatively approve the
minutes of June 6th once they have been corrected. All were in favor of the motion.

#126.07: RESOLUTION PROVIDING FOR THE
PAYMENT OF THE BILLS OUT OF THE 2007 BUDGET FOR AUGUST 7th & 21st,
2007. Haynes moved and Hamilton
seconded to pay all bills properly signed and adopt R. #126.07.
Councilman Kidd questioned several bills
that pertained to the Neighborhood Preservation Program.
Mayor Burzichelli stated these are
residual charges and activity.

and Hamilton seconded to adopt R. #130.07.

Councilman Kidd questioned if the person who donated to the NPP Office
was aware that the program has ended.
Mayor Burzichelli stated he would speak with the person who donated
directly.

O. #07.07 on introduction and first reading and schedule the second reading and
public hearing on September 17, 2007.

Letter from Anna Docimo,
Gloucester County Division of Senior Services, requesting use of the shuttle bus for the annual Senior Citizen
Picnic on September 12, 2007 at
Redbank Battlefield in National Park from 11:00 a.m. to 3:00 p.m. Haynes moved and Hamilton seconded to
receive, file the letter and approve their request. All were in favor of the motion.
Letter from Tax Assessor
Robyn Glocker-Hammond regarding the Borough’s ratio. Haynes moved and Hamilton seconded to receive and file the
letter. All were in favor of the
motion.
Mayor Burzichelli explained
that the above letter shows that the Borough’s ratio has dropped and the
Borough may be forced to do another revaluation.
Memo from Chief K.L.
Ridinger regarding the resignation of two (2) SLEO II Officers. Haynes moved and Hamilton seconded to
receive and file the memo. All were in
favor of the motion.
Letter from Tax Collector Barbara
Sockwell regarding third and fourth quarter billing. Haynes moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Letter from Nicole L. DeFeo, Boys
& Girls Clubs of Gloucester County,
regarding sublease. Haynes moved
and Hamilton seconded to receive, file the letter and place this matter on the
next Work Session Meeting agenda. All
were in favor of the motion.
Mayor Burzichelli stated he has also
asked Solicitor Pierson to research transferring the property to the Boys and
Girls Club.
Received Raffle License Application,
RA-514, Paulsboro Day Committee for three (3) on-premise 50/50 on September 8,
2007. Haynes moved and Hamilton
seconded to receive, file the application and approve the raffle license. All were in favor of the motion except Kidd
abstained due to family members conducting the raffles.
Memo from Administrator John Salvatore regarding BAN Sale 7/25/07 $1,300,000. Haynes moved and Hamilton seconded to receive and file the memo. All were in favor of the motion.
Letter from the Paulsboro Community Ambulance regarding reorganizing as a Rehab Unit. Haynes moved and Hamilton seconded to receive, file the letter and place this matter on the next Work Session Meeting agenda. All were in favor of the motion.
Letter from Patty Farrow, The Raider
Nation, requesting use of the shuttle bus.
Mayor Burzichelli stated he did not see
any problems except the lack of manpower for a driver for the bus. If there was a driver available, then this
would be approved.
Mrs. Farrow questioned when she would
know as the first game was this Friday night.
Mayor Burzichelli stated she should get
word from Councilman Giovannitti, Councilwoman Tedeski or Councilman Morina.
Haynes moved and Hamilton seconded to
receive, file the letter and tentatively approve their request. All were in favor of the motion.
Letter from Michael A. Aimino, Aimino
& Dennen, LLC, regarding 7 West Broad Street, Block 93 Lot 16. (This was held from the last meeting.)
Administrator Salvatore suggested this
matter be held for Executive Session.
Memo from Captain F. Grogan, Paulsboro Police Dept., regarding Juvenile Justice Commission Grant. Haynes moved and Hamilton seconded to receive, file the memo and tentatively approve this grant. All were in favor of the motion.
Memo from Captain F. Grogan, Paulsboro Police Dept., regarding donated police vehicle. Haynes moved and Hamilton seconded to receive, file the memo, accept the donation and send a letter of thanks to Washington Township for their donation. All were in favor of the motion.

Police Dept., regarding request
authorization to begin the bid and advertising process for patrol
vehicles. Haynes moved and Hamilton seconded
to receive and file the memo. All were
in favor of the motion.
Councilman Kidd discussed the bidding of
three patrol cars. He suggested the
Borough buy one car this year, one car next year and one car the following
year.
That way
there wouldn’t be three 2008 cars.
Mayor Burzichelli stated this matter
would be held until after Executive Session.

Police Dept., regarding request for Executive Session regarding personnel
issue.
Mayor Burzichelli stated this matter
would be placed on the next Work Session Meeting Agenda.
OLD BUSINESS:
MAYOR
AND COUNCIL REPORTS:
Councilman Morina stated
the Borough has a new newspaper called “The Record Today” and it has been
circulated. There are 12 people working
on the newspaper. It included
information for both Paulsboro and Gibbstown and will be circulated every two
months. He is very proud of this
accomplishment. It is a free newspaper.
Councilman Morina requested
the Police Department review the parking situation at the Little League Complex
on Mantua Avenue. He suggested may be
time restrictions instead of no parking at all.
Mayor
Burzichelli congratulated Councilman Morina on the newspaper.
Councilwoman Tedeski stated
the Borough held a very successful concert series this summer. She thanked the departments and everyone who
helped.
Councilwoman Tedeski also
thanked all the departments for their assistance with the Fourth of July Parade
and upcoming Paulsboro day on September 8, 2007.
Mayor
Burzichelli stated the concerts are important as the people enjoy them.
Councilman Kidd stated
there was a summer basketball league again this year. It has come to his attention that the kids are not covered under
any insurance. He mentioned this last
year. The Borough has to make
arrangements for insurance for the summer basketball league next year.
Mayor Burzichelli stated it
is a great program and he was not aware of the insurance issue.
Councilman Kidd stated when Camcare held their Health Fair; the
volunteers had to sweep up the glass as the lot was never cleaned for the fair.
Mayor Burzichelli stated it
was a beautiful event but unfortunately it was cleaned on Friday but the glass
came from the bar on Friday night.
Councilman Hamilton thanked
the Police Department, the Ambulance and the residents for making the National
Night Out event a success.
Council President Haynes
did not have anything from his department but did want to take the opportunity
to thank the Police Department for apprehending the suspects in some “smash and
grab” robberies in town.
Councilman Giovannitti
stated the Borough will be holding a movie night at Billingsport School on
September 14th, 2007.
Councilman Giovannitti
stated a newsletter will be circulated a couple of times a year and asked all
department heads to contact or e-mail Diane Angelucci with any information they
may have for the newsletter.
Councilman Giovannitti congratulated
Councilman Morina for circulating the new newspaper.
Councilman Giovannitti
stated janitorial services will be submitting proposals and he will have them
for the Work Session Meeting.
Councilman Giovannitti
stated he has two bus driver applications that he will also submit at the Work
Session Meeting.
Mayor Burzichelli stated
the Work Session Meeting scheduled for September 18th and to be
changed due to “Back to School Night” at the school. This event would take three Council members away from this
meeting. He recommended rescheduling
the Work Session Meeting on Monday, September 17, 2007 at 7:00 p.m.

Hamilton seconded to reschedule the Work Session Meeting on Monday, September
17, 2007 at 7:00 p.m. Roll call: Ayes:

Mayor Burzichelli informed
Ms. Joyceline Gaines that the sneakers have been taken down twice from the
wires and her street light has been turned back on.
Mayor Burzichelli stated
the Paulsboro Plaza developers will be coming back to the Municipal Land Use
Board.
Mayor Burzichelli informed
everyone that Freeholder Sweeney and the Freeholder Board will be approving the
Port Project funding in the amount of $2.4 million dollars tomorrow night.
Mayor Burzichelli stated
the Gloucester County Ambulance Service will be starting at the end of this
month but that Paulsboro’s Ambulance Group deserves a thank you from the
Governing Body for the job they have done.
Mayor Burzichelli has asked
Borough Clerk VanScoy to post the minutes on the Borough’s website. He further stated that the minutes are not
transcribed verbatim.
R. #136.07: RESOLUTION AUTHORIZING AN EXECUTIVE SESSION
OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE
OF NEW JERSEY. Haynes moved and Hamilton seconded to adopt R. #136.07. Roll call:
Ayes: Haynes, Giovannitti,
Hamilton, Kidd, Morina, Tedeski.
Nays: None. Motion carried.
At this time, 8:00 p.m.,
Mayor and Council went into Executive Session to discuss pending litigation and
personnel.
Haynes moved and Hamilton
seconded to open the meeting to the public at 8:23 p.m. All were in favor of the motion.
Haynes moved and
Giovannitti seconded to authorize the Police Department to go out to bid for
three Dodge Police vehicles. All were
in favor except Kidd.
Mayor
Burzichelli stated there isn’t a Police Resource Officer at the High School.
There
was further discussion regarding the Police Resource Officer.
There
wasn’t any further Borough business.
Haynes moved and Hamilton
seconded to adjourn the meeting at 8:28 p.m.
