REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag led by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Also present were:  Chief Ken Ridinger, Captain Frank Grogan, Lt. Chris Wachter, Det. Sgt. Vern Marino, Borough Foreman Charles Tinder, Water and Sewer Superintendent John Daly and Economic and Neighborhood Development Director Marc Kamp.

 

     Mayor Burzichelli recognized and remembered the men and women serving in the armed forces oversees.

 

     Mayor Burzichelli opened the floor to the public.

 

     Michael Pidlisky, 572 Billings Avenue, discussed the dog curbing problem with his next door neighbor.  They do not clean up after their dogs and it smells.  The Zoning Officer came out, as well as a Police Officer.  Complaints were signed.  The daughter who lives in the house told the Police Officer that it had been cleaned up.  He has since been served a summons for harassment.  He only wants the dog mess cleaned up.  He is reaching out to Council for some assistance.

 

     Harriet Pidlisky, 572 Billings Avenue, further discussed the dog problem.  She questioned if someone has to appear in court to postpone or can someone else appear for the person.

 

     Mayor Burzichelli stated if someone doesn’t appear for court then a bench warrant is issued.  A person can postpone their hearing date as that is their right.  The court is independent of the Mayor and Council.  He will talk with the Code Enforcement and Zoning Officers.  He is not very happy that they are going through this.  Some neighbors are very disrespectful of their other neighbors which are unfortunate.  The charges will go through the court process and hopefully they are almost through the process.  He stated as to the question if someone else could appear in court, Mrs. Pidlisky would have to talk with the Prosecutor.  He is sorry that he did not have a fix to their problem at this meeting.

 

     Charles Garvin, 404 DuPont Avenue, and David Mossop, 406 DuPont Avenue, stated the railroad has been venting their rail cars behind their homes on DuPont Avenue for the last week and a half and it is very noisy.  It is a loud hissing noise and it goes on 24 hours a day.

 

     Mayor Burzichelli stated he will as Chief Ridinger to contact the railroad tomorrow morning regarding this matter.  The Borough will support the residents about this and will try to help.

 

     Lou Rivell, 325 Nassau Avenue, stated his concern is the Halloween curfew.  He felt the curfew should be 7:00 p.m. instead of 8:00 p.m.  Most of the time, it is the little kids until about 7:00 p.m. but then after that there are groups of 5-15 older kids that come around.  He is afraid to open his door.

 

     Mayor Burzichelli stated as far as he knows, Mr. Rivell is the first to complain about the curfew.  He suggested Mr. Rivell turn off his lights after a certain time.  The kids will not knock on his door if the lights are out.  He will talk with the Police Department about cutting back the curfew.

 

     Glenn Roemmich, 112 Cedar Avenue, representing the Billingsport Volunteer Fire Association, thanked Mayor and Council for allowing the Fire Company attend the annual convention in Wildwood.  The 1994 Saulsbury Fire Truck received a 1st Place trophy which he had displayed at the meeting.

 

     Mayor Burzichelli informed everyone that while the Billingsport Fire Company was in Wildwood, another Fire Company from the North attacked the Fire Truck with ice balloons.  The cost was about $5,000 worth of damage to the truck.

 

     There wasn’t any further public participation.

 

     Minutes of a Work Session Meeting held on September 17, 2007 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     R. #141.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #141.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #142.07:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #142.07.  Roll call:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #143.07:  RESOLUTION PROVIDING FOR DISALLOWANCE OF A SENIOR CITIZEN DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #143.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #144.07:  RESOLUTION PROVIDING FOR ALLOWANCE OF A WIDOW OF VET DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #144.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd,        Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #145.07:  RESOLUTION PROVIDING FOR ALLOWANCE OF A DISABILITY DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #145.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd,        Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #08.07:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AUTHORIZING CONVEYANCE OF 916 PENN LINE ROAD TO THE BOYS AND GIRLS CLUB OF GLOUCESTER COUNTY.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion. 

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #07.07 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina,

Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Anna Marie Donofrio, Gloucester County Utilities Authority,   regarding GCUA proposed rate schedule.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski publicly thanked all departments that helped make Paulsboro Day a success.  She also thanked the Police Department especially Lt. Wachter and Sgt. Gray.

 

     Councilwoman Tedeski stated the Literacy Volunteers of Gloucester County are asking for volunteers to tutor the Senior Citizens in reading.

 

     Councilwoman Tedeski stated a couple of Senior Citizens discussed their building.  The roof is leaking in the kitchen area and the downspouts need fixing.

 

     Councilman Morina thanked everyone for Paulsboro Day.

 

     Councilman Morina informed everyone to be cautious when they are driving as daylight savings is coming and the kids will be out after dark. 

 

     Councilman Giovannitti welcomed everyone and stated the Borough will be looking into passing an ordinance to label kegs to curb under age drinking.

 

     Councilman Giovannitti stated the Borough hired a part time shuttle bus driver at their last meeting and he will commence working for the Borough once he receives his driving record information.

 

     Councilman Giovannitti stated the Borough is looking into a Custodial Service and hopefully will be hiring someone soon.

 

     Councilman Giovannitti also discussed cutting back the time of the Halloween curfew to 7:00 p.m. as he has received several complaints.

 

     Mayor Burzichelli informed Borough Clerk VanScoy to place this matter on the Work Session Meeting Agenda.

 

     Councilman Giovannitti told everyone to look for the Borough newsletter that will be coming out very soon.

 

     Councilman Giovannitti thanked Theresa Colanero for keeping up the Borough’s web site.

 

     Councilman Giovannitti thanked Mayor Burzichelli for assisting with the bleacher project at the High School.

 

     Councilman Giovannitti thanked Councilman Morina for placing “The Record” newspaper back into circulation.

 

     Councilman Kidd stated that Marie Wallon is back from being sick and he is glad she is back.

 

     Councilman Kidd stated the Cedar Knoll residents are going to court for feces backing up in the apartments.  There has been a condition there and he wanted to put it on the record.

 

     Councilman Kidd stated on Saturday the Ambulance Association celebrated their 25th Anniversary.  The County has centralized the Ambulance services in the Borough.  The members were dedicated volunteers.  He felt they needed to be recognized.  He further stated it hurts when losing a non-profit volunteer group.

 

     Councilman Kidd discussed the venting of the rail cars and he hoped the railroad gets back to Council to let them know what is going on there as it is a real concern.

 

     Councilman Kidd stated a resident called him regarding a West Washington Street property as it is an open air drug market.

 

     Councilman Hamilton further discussed the 25th Anniversary of the Ambulance Association.  The Borough went County wide at 12:00 a.m. on Sunday.

 

     Hamilton moved and Giovannitti seconded to authorize Borough Clerk VanScoy to contact the Ambulance Association to receive a list of the members in order to prepare proclamations to recognize the individual members, Charter and existing members, for the 25 years of service to the Borough of Paulsboro and present them to Mayor and Council at their next meeting for clearance.  All were in favor of the motion.

 

     Council President Haynes thanked the residents for coming to the meeting as it is very helpful to receive their feedback.

 

     Council President Haynes stated Remington and Vernick will be making a presentation to Mayor and Council for the Lincoln Avenue water tower.

 

     Administrator Salvatore stated the American Tower Lease would have to be discussed in Executive Session as per Solicitor Pierson.

 

     Mayor Burzichelli stated it could cost $900,000 to replace the water tower.  The water tower has been in existence since sometime in the 1920s.

 

     Mayor Burzichelli stated the ambulance service is now a part of the County system.

 

     R. #146.07:  RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #145.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor and Council recessed at 7:55 p.m.

 

     At 8:01 p.m., Mayor and Council reconvened in Executive Session to discuss pending litigation.

 

     Haynes moved and Hamilton seconded to open the meeting to the public at 8:12 p.m.  All were in favor of the motion.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 8:13 p.m.  All were in favor of the motion.
