REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” for the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:   None.

 

     Mayor Burzichelli opened the floor to the public.

 

     Joyceline Gaines, 231 West Washington Street, thanked everyone involved especially Solicitor Pierson and Mayor Burzichelli in getting 227 West Washington Street demolished.  She did not want to forget Administrator Salvatore and Code Officer Hogle.  She also appreciates that the Borough took the property at 235 West Washington Street although someone in this town knows where the owner of the property is.

 

     Mayor Burzichelli apologized that it took so long but it had to go through the due process.

 

     Glenn Roemmich, 112 Cedar Avenue, thanked Mayor and Council for allowing the Billingsport Fire Company to take the fire truck to the State convention in Wildwood.  The fire truck won first place in the parade the third year in a row and it also won third place in the Woodbury parade.

 

     Barry Corradetti, 1820 Overbrook Avenue, thanked Mayor Burzichelli, Council members Tedeski and Giovannitti for attending the Neighborhood Watch meeting.  He stated there is another blighted property in Paulsboro and it is 276 West Buck Street.

 

     Mayor Burzichelli stated that property is in the works.

 

     Mr. Corradetti discussed the Anti-Graffiti Ordinance that Mayor and Council adopted.  He asked why the Borough was holding the owners responsible.

 

     Mayor Burzichelli stated they are only being held responsible in getting the graffiti off their property which is driven by State Statute.

 

     There was further discussion regarding the anti-graffiti ordinance.

 

     Marc Kamp, 250 West Broad Street, thanked Mayor and Council, the Borough workers, the Police Department especially Sgt. Gray for their support with Paulsboro Day.

 

     Mr. Kamp stated that the Lighthouse Tour is October 18th and 19th and there will be a lot of visitors to the Tinicum Lighthouse that weekend.  The Lighthouse is being featured in the new County magazine.

 

     Bob Villare, 559 Mantua Avenue, discussed the parking on lawn ordinance issue.

 

     Mayor Burzichelli stated his respect for Mr. Villare runs deep but this is a matter that belongs at the Land Use Board and not the Borough Council.  He is not going to have this discussion.  He informed Mr. Villare that there is clear direction from the Land Use Board in their minutes and to get an attorney like everyone else as this is a Land Use Board matter. 

 

     Patrick Schubert, 117 East Washington Street, questioned a pay to play ordinance and banning union politicking.

 

     Mayor Burzichelli asked Mr. Schubert if he was suggesting suspending the First Amendment of the Constitution.

 

     Mr. Schubert questioned getting a list of the bills.

 

     Mayor Burzichelli suggested seeing the Borough Clerk in the morning and he can view the bill lists but if he wanted copies there would be copy charges.

 

     There wasn’t any further public participation.

 

     R. #141.08:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2008 BUDGET.  Giovannitti moved and Hamilton seconded to pay all bills properly signed and adopt R. #141.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #142.08:  RESOLUTION PROVIDING FOR ALLOWANCE OF A VETERAN DEDUCTION.  Haynes moved and Hamilton seconded to adopt

R. #130.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina,  Tedeski.  Nays:  None.  Motion carried.

 

     R. #143.08:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #143.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #144.08:  RESOLUTION AUTHORIZING THE BOROUGH OF PAULSBORO TO SUBMIT AN APPLICATION FOR FUNDING OF THE MUNICIPAL ALLIANCE PROJECT FOR 2008.  Haynes moved and Hamilton        seconded to adopt R. #144.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #11.08:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AUTHORIZING GRANT OF UTILITY EASEMENT TO ATLANTIC CITY ELECTRIC COMPANY.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation. 

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #11.08 on second and final reading.   Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #12.08:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO   PROHIBITING PARKING, STOPPING OR STANDING ON THE NORTH SIDE OF THE 300 BLOCK OF 5TH STREET.  Haynes moved and Hamilton   seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation. 

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #12.08 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Corey Gilchrest, President, Class of 2009, Paulsboro High School, requesting permission to conduct the annual Homecoming Parade on Saturday, October 25, 2008.  Haynes moved and Hamilton seconded to receive, file the letter, grant them permission and notify the different departments.  All were in favor of the motion.

 

     Raffles License Application, RA-525, Paulsboro Day Committee, to hold an Off-Premise Merchandise Raffle on December 30, 2008 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and approve the Raffles License.  All were in favor of the motion. 

 

     Letter from Michael J. Dabney, Department of Homeland Security’s Federal Emergency Management Agency (FEMA), regarding initiative to modernize National Flood Insurance Program (NFIP) maps nationwide.  Haynes moved and Giovannitti seconded to receive, file the letter, have Administrator Salvatore review to see if meets criteria and direct correspondence to appropriate person.  All were in favor of the motion.

 

     Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding A-1158 Wrongful Death.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to also send a letter supporting the League’s position on the above matter.  All were in favor of the motion.

 

     Received Firemen’s Membership Application for Joseph L. Moran, III to join the Paulsboro Volunteer Fire Department.  Haynes moved and Hamilton seconded to receive, file the application and approve the Firemen’s Membership Application.  All were in favor of the motion.

 

     Received Firemen’s Membership Application for Mark Pawlowic to join the Paulsboro Volunteer Fire Department.  Hamilton moved and Tedeski seconded to   receive, file the application and approve the Firemen’s Membership Application.  All were in favor of the motion.

 

     Memo from Housing Inspector Hogle regarding 242-244 West Washington Street.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Mayor Burzichelli suggested scheduling the hearing on November 6, 2008 at 5:30 p.m.

 

     Councilman Kidd stated he would not be able to attend as he has a prior commitment.

 

     Mayor Burzichelli asked Council to establish a date through the Clerk in the first or second week of November.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski congratulated the Billingsport Volunteer Fire Association in bringing home the trophy and for volunteering for Paulsboro Day as she appreciated it.

 

     Councilwoman Tedeski stated her and Councilman Morina has been in contact with the Prosecutor’s Office regarding the Crime Free Partnership Program.  If there is anyone interested in working on this initiative there will be a date in November for 10:00 a.m. or 2:00 p.m. to attend.

 

     Councilwoman Tedeski stated she was glad to see the efforts brought forth on the demolitions and the clean up.

 

     Councilman Morina congratulated the Billingsport Volunteer Fire Association on their trophy.

 

     Councilman Morina discussed the Crime Free Housing Committee and asked the Mayor to appoint the individuals in mentioned at the last meeting to the Committee.

 

     Mayor Burzichelli appointed the Crime Free Housing Committee for an appointment of one year.

 

     Councilman Giovannitti thanked Billingsport Volunteer Fire Association and Glenn Roemmich for volunteering to be a mentor at the High School.

 

     Councilman Giovannitti thanked Barry Corradetti for the Neighborhood Watch meeting.

 

     Councilman Giovannitti appreciated the bus for the football games.

 

     Councilman Giovannitti stated Water and Sewer Superintendent Daly, Borough Foreman Tinder, Administrator Salvatore, Council President Haynes and himself met with the Water and Sewer Superintendent to ask for the Water and Sewer Department’s help around the town and thanked Water and Sewer Superintendent Daly and Administrator Salvatore for the extra effort.

 

     Councilman Kidd commented on the FEMA letter that it has a deadline and should keep an eye on it.

 

     Councilman Kidd discussed community service and asked the Department Heads to give their hours on what they are doing such as collecting and picking trash as the Borough could get Community Service to help.  If have Community Service helping, it could cut back on hours the employees are doing.

 

     Councilman Kidd stated the Borough Hall has to be cleaned and it would be a lot cheaper to have someone clean at night but the Borough Hall is filthy.

 

     Councilman Kidd discussed the Power Plant that is being built in West Deptford.  This was fought against a while back but now they are going to build it and it will be in the backyard of Paulsboro, right across the river.  This plant was approved.  He doesn’t approve of it and is very disgusted.

 

     Councilman Kidd congratulated Billingsport Volunteer Fire Association on their trophy.

 

     Councilman Kidd stated he appreciated that the house has been torn down.

 

     Councilman Hamilton congratulated the Billingsport Volunteer Fire Association on their trophy.  He thanked the Police Department on their fine job of tracking down a thief at St. John’s School.  He informed the residents to keep calling the Police Department with information as they do need the help from the community.  Problems can be solved with the help from the community such as information that was received in regards to the theft at St. John’s.

 

     Councilman Hamilton thanked Chief Ridinger for his fine job as he is retiring.

 

     Council President discussed the AFSCME request to work Election Day instead of the day after Christmas.

 

     Tedeski moved and Kidd seconded to grant AFSCME permission to work Election Day instead of the day after Christmas.  All were in favor of the motion.

 

     Council President Haynes stated he met a very fine young lady who has puppet shows to encourage fire prevention.  He thanked the Fire Company for coming up with new ideas to promote fire prevention.

 

     Administrator Salvatore discussed the Borough’s banking services. He recommends that the Borough begin moving the majority of the Borough accounts to “The Bank”.  The Current, Utility, Payroll and Agency accounts would be moved at a later date although they should be opened now for interest sweep from the other accounts.

 

     R. #145.08:  RESOLUTION APPROVING THE OPENING OF A BANK ACCOUNT FOR VARIOUS ACCOUNTS FOR THE BOROUGH OF PAULSBORO. 

 

     R. #146.08:  RESOLUTION APPROVING THE OPENING OF A BANK ACCOUNT FOR THE BUILDING INSPECTOR’S ACCOUNT FOR THE          BOROUGH OF PAULSBORO. 

 

     R. #147.08:  RESOLUTION APPROVING THE OPENING OF A BANK   ACCOUNT FOR THE TAX SALE PREMIUM ACCOUNT FOR THE BOROUGH OF PAULSBORO. 

 

     R. #148.08:  RESOLUTION APPROVING THE OPENING OF A BANK ACCOUNT FOR THE BOROUGH CLERK ACCOUNT FOR THE BOROUGH OF PAULSBORO. 

 

     R. #149.08:  RESOLUTION APPROVING THE OPENING OF A BANK ACCOUNT FOR THE MUNICIPAL COURT ACCOUNT AND MUNICIPAL COURT BAIL ACCOUNT FOR THE BOROUGH OF PAULSBORO. 

 

     Haynes moved and Hamilton seconded to adopt R. #145.08 to #149.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli thanked the Neighborhood Watch, congratulated the Billingsport Volunteer Fire Association and thanked everyone who attended the outreach meeting on the Port.

 

     R. #150.08:  RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #150.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     This Executive Session was called to discuss personnel in regards to the Police Chief’s position.

 

     Mayor and Council recessed at 7:58 p.m.

 

     Mayor and Council convened in Executive Session at 8:06 p.m.

 

     Giovannitti moved and Hamilton seconded to reconvene the Regular Meeting at 9:20 p.m.  All were in favor of the motion.

 

     Mayor Burzichelli directed the Solicitor to prepare a Resolution for October 21, 2008 promoting Captain Frank Grogan to Police Chief effective November 1, 2008 at 12:01 a.m.

 

     There wasn’t any further Council reports or public participation.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 9:21 p.m.  All were in favor of the motion.
