REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag led by Borough Clerk VanScoy.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli opened the floor to the public.

 

     Willis Bay, 317 Greenwich Avenue, discussed his neighbor’s trees taking over Mr. Willis’ yard.  He was told he is allowed to cut down what is in his yard.  He felt that the neighbors should have to cut their own trees.  There are three (3) properties that it is happening.

 

     Mayor Burzichelli stated Mr. Willis makes a good point and will try to have an answer for him in a week.

 

     Barry Corradetti, 1820 Overbrook Avenue, Neighborhood Watch Association, thanked Mayor and Council for approving the COPS Hiring Recovery Program Grant.  He knows that it will cost some money but he appreciated it.  He also commended the Police Department for the grants that they received to purchase equipment.  He thanked them and felt they were being proactive.

 

     Minutes of a Regular Meeting held on September 1, 2009 at 7:00 p.m. 

 

     Minutes of a Work Session Meeting held on September 15, 2009 at 7:00 p.m. 

    

     Haynes moved and Giovannitti seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     R. #141.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE      BILLS OUT OF THE 2009 BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #141.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #142.09:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).   Haynes moved and Hamilton seconded to adopt R. #142.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #143.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING THE EXECUTION OF A GROUND LEASE WITH THE SOUTH JERSEY PORT CORPORATION FOR THE PORT ESSEX PROJECT SITE.  Haynes moved and Hamilton seconded to adopt R. #143.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings. Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     INTRODUCTION AND FIRST READING:

 

     O. #04.09:  ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 47, “PEDDLERS, HAWKERS AND SOLICITORS’, OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt O. #04.09 on introduction and first reading and   schedule the second reading and public hearing for October 20, 2009.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from John H. Moyle, New Jersey Department of Environmental Protection, regarding revising the Borough’s current Flood Damage Prevention Ordinance to continue participation in the National Flood Insurance Program.  Haynes moved and Hamilton seconded to receive, file the letter and turn this matter over to the Solicitor to draft the ordinance.  All were in favor of the motion.

 

 

     Received Raffle License Application, RA-532, from the Paulsboro Day Committee for an off premise merchandise raffle on December 29, 2009 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file the application and approve the raffle license.  All were in favor of the motion.

 

     Letter from Marquis Davis, Paulsboro High School, President, Class of 2010, requesting permission to conduct the annual Homecoming Parade on Saturday, October 24, 2009.  Haynes moved and Hamilton seconded to receive, file the letter and approve the parade.  All were in favor of the motion.

 

     Memo from Chief Grogan regarding 90 day review of Frank’s Pub. Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Letter from James P. Pierson, Esq., Angelini, Viniar & Freedman, regarding Valero Refining Company – Block 50 Lots 5, 6, 7, 8 and part of 9 (held from the last meeting).

 

     Mayor Burzichelli stated the Solicitor had just informed him that this item has resolved itself.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski thanked the Paulsboro Day Committee for the Paulsboro Day event that was held on September 12, 2009.  She also thanked the Street and Highway, Water and Sewer and Police Departments for their assistance during Paulsboro Day.  It turned out to be a great day.

 

     Councilwoman Tedeski thanked the Neighborhood Town Watch Association. 

 

     Councilwoman Tedeski stated the Crime Free Housing Committee meetings will be starting up again.

 

     Councilman Morina congratulated everyone who participated in Paulsboro Day.

 

     Councilman Morina stated the sound system at the ball fields has been installed.

 

     Councilman Morina stated the Christmas Party for the students at the High School has been scheduled for December 12th.

 

     Councilman Giovannitti suggested providing shuttle bus transportation for the Senior Citizens for the away football games and the away wrestling matches.

 

     Giovannitti moved and Hamilton seconded to provide the shuttle bus for the Senior Citizens to transport them to away football games and away wrestling matches on a limited basis.  All were in favor of the motion.

 

     Councilman Giovannitti stated the work on Billings Avenue is starting.  He also stated that it is leaf season.

 

     Councilman Giovannitti thanked the Street and Highway Department for all the work that they do.

 

     Mayor Burzichelli asked Council to think about moving the Work Session Meeting of October 20, 2009 to October 21, 2009 as he will not be able to be present on October 20, 2009.

 

     Councilman Kidd stated the GAPCAP has met and was told that Air Products hasn’t been sold.

 

     Councilman Hamilton questioned the curfew for juveniles and if Council could look into doing something for people walking in the streets instead of the sidewalks.

 

     Councilman Hamilton congratulated Sgt. Suter on his promotion.

 

     Council President Haynes thanked the Street and Highway Department and the Police Department for their emergency services.

 

     Mayor Burzichelli informed everyone that Patrolman Tim Suter was promoted to Sergeant at the Special Meeting that was held earlier.

 

     Mayor Burzichelli thanked Council and everyone who participated in the Port ground breaking.

 

     Mayor Burzichelli reported that he has heard from Wawa and the Wawa will be 1,000 square feet smaller, the hotel is changing the brand name to Marriot and Checkers is preparing to pull permits.

 

     Mayor Burzichelli stated he has been told that the Sunoco Refinery has been shut down and all the workers have been told they would not have a job.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:26 p.m.  All were in favor of the motion.
