REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Regular Meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Giovannitti, Hamilton, Kidd, Morina.  Absent:  Haynes, Tedeski (both excused).

 

     Mayor Burzichelli opened the floor to the public.

 

     Michael Pidlisky, 572 Billings Avenue, discussed halfway houses.  He knows of one halfway house on Billings Avenue.  He has heard of another one and there is another one on the way.   He wanted to know how many is needed in Paulsboro.

 

     Mayor Burzichelli stated halfway houses are restricted by the Federal Government and are considered residences.  There is one on Lincoln Avenue that is considered for medical issues.  These group homes are regulated by Federal statutes and the Borough cannot prohibit them.

 

     Larry Sheffield, 1658 Swedesboro Avenue, thanked Council President Haynes and Councilwoman Tedeski for stopping to inform him that the vacant house on Swedesboro Avenue would be going to foreclosure in the next six (6) months.

 

     Mayor Burzichelli stated someone is going to get a great deal on that house.

 

     Mr. Sheffield stated he hoped it is resolved soon.

 

     Joyceline Gaines, 231 West Washington Street, suggested the Borough has to change its image especially in the “downtown drug area”.  She is trying to sell her house and people inform her they don’t like the neighborhood due to the image it portrays.  She felt something had to be done as a community.

 

     Barry Corradetti, 1820 Overbrook Avenue, discussed the St. John’s Church closing.  He thanked Councilwoman Tedeski and Councilman Morina for their efforts.  He further stated he heard there is a Tattoo Parlor locating in Paulsboro and questioned if this was true.

 

     Mayor Burzichelli stated the Borough is not able to restrict this use in a commercial district.

 

     Mr. Corradetti requested that when the Borough advertises the annual holiday parade to advertise it as the “Christmas Tree Lighting Parade”. 

 

     Mr. Corradetti stated the Neighborhood Watch Committee held their annual Fall cleanup and thanked Councilman Giovannitti for getting the trash bags picked up by the Borough and he also asked if there was any money available in the Clean Communities line item to help assist with the costs.

 

     Administrator Salvatore stated there is money available.

 

     Mozelle Dansby, 1655 Swedesboro Avenue, questioned if any progress was made on the issues he discussed at the last meeting he attended.

 

     Mayor Burzichelli apologized to Mr. Dansby regarding the Paulsboro Garden Apartments as he hasn’t had a chance to get to it.

 

     Mr. Dansby asked about the dog ordinance.

 

     Mayor Burzichelli stated that is being worked on.

 

     Mr. Dansby thanked Council President Haynes and Councilwoman Tedeski for getting back to the residents with the information regarding the vacant house.  He mentioned about drugs and he sees drug transactions taking place on Swedesboro Avenue.  He questioned why the trash contractor can’t set the trash cans on the curb and the property tax freeze as well as the property tax rebate.

 

     Mayor Burzichelli stated the trash contractor is supposed to place the trash cans on the curb and he will speak to them again.  He further responded that the Governor froze the tax freeze.  He stated Mr. Dansby should have gotten what he received the previous year and the Governor stopped the tax rebate altogether.

 

     Mr. Dansby stated he received his rebate form in the mail and it looks like the money will be funneled to the Borough.

 

     Mayor Burzichelli stated he received his but did not open it as he knew the Governor did away with the rebate program.  He will have to read it.  It is the Governor’s intention for the rebate to appear on the tax bill but that legislation hasn’t happened yet.

 

     Mr. Dansby stated people are putting their trash out on Saturdays and Sundays which shouldn’t be allowed.

 

     Mayor Burzichelli stated a lot of tickets are written for the offense which is a summary offense.

 

     Mr. Dansby stated there is a vehicle with a loud muffler that zooms up Swedesboro Avenue around 5:00 to 5:15 a.m.

 

     Mayor Burzichelli stated the Chief is taking this information down and maybe something can be done.

 

     Denise Rathof, 579 North Delaware Street, discussed her concern about the flooding that completely surrounds her home.

 

     Mayor Burzichelli stated the Borough spent a lot of time working on the system.  He questioned if the water receded any better.

 

     Mrs. Rathof stated is did go down faster but she still had three (3) inches in her basement.  She stated the Mayor informed her there was going to be a meeting with the residents and the Engineer but it hasn’t been done.

 

     Mayor Burzichelli stated he didn’t convene the meeting because he wanted to see what efforts would be done but that the Engineers disagree with Mrs. Rathoff.  The Borough will do what it can with the resources it has.

 

     Mrs. Rathof questioned how the Borough has money to buy a home and get grant money to restore it.

 

     Mayor Burzichelli stated the home is of historical value and the money was from grant money.  She has a problem with her flooding and the Borough won’t be able to fix it today but the Borough will keep trying to do better.

 

     Glenn Roemmich, 112 Cedar Avenue, stated this week is Fire Prevention Week and the Fire Companies are in the schools to teach the children.

 

     There wasn’t any further public participation.

 

     Minutes of a Regular Meeting held on September 7, 2010 at 7:00 p.m. 

 

     Minutes of a Work Session Meeting held on September 20, 2010 at 5:00 p.m. 

   

    Kidd moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     R. #160.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 BUDGET. 

 

     Mayor Burzichelli stated the Administrator has amended the bill list.

 

     Kidd moved and Hamilton seconded to pay all bills properly signed and adopt R. #160.10 as amended.  Roll call:  Giovannitti, Hamilton, Kidd, Morina.  Nays:  None.  Motion carried.

 

     R. #161.10:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Kidd moved and Hamilton seconded to adopt R. #161.10.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina.  Nays:  None.  Motion carried.

 

     R. #154.10:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE #0814-33-016-010 PPN INVESTMENT CORPORATION T/A ROCKING STONE IRISH PUB & GRILL. 

 

     Solicitor DeTitto recommended adopting the above Resolution as there isn’t any issue with the Borough.

 

     Kidd moved and Hamilton seconded to adopt R. #154.10.  Roll call:  Ayes:   Giovannitti, Hamilton, Kidd, Morina.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Kidd moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #10.10:  AMENDED AND RESTATED BOND ORDINANCE AUTHORIZING IMPROVEMENTS TO THE WATER TREATMENT SYSTEM IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY; APPROPRIATING THE SUM OF $6,167.000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $6,167,000 MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING.  Kidd moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

    

     Kidd moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion. 

 

     Kidd moved and Hamilton seconded to adopt O. #10.10 on second and final reading.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina.  Nays:  None.  Motion carried.

 

     Memo from Administrator Salvatore regarding BAN Solicitation and Award. 

 

     The quotes are as follows:

1.  First Elmer Investment Corp.               1.49 %

2.  Colonial Bank                                         1.50%

 

     Kidd moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Letter from Naika Fleuristal, President of the Class of 2011, Paulsboro High School, requesting permission to conduct the annual Homecoming Parade on Saturday, October 16, 2010 at Paulsboro Fire House and commencing at 10:30 a.m.  Kidd moved and Hamilton seconded to receive, file the letter, approve the request and notify the proper departments.  All were in favor of the motion.

 

     Letter from Wendy Carey, Gloucester County Department of Health & Senior Services, Division of Health, regarding Temporary Food Events.  Kidd moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     MAYOR AND COUNCIL REPORTS:

 

     Mayor Burzichelli questioned what the time frame was in regards to Counsel for Hubbs v. Paulsboro Borough Appeal.  He asked Borough Clerk VanScoy to check to see if there is a time frame and what it would be.

 

     Councilman Giovannitti stated he got to see the Fire Prevention Program and thanked Glenn Roemmich for his participation.

 

     Councilman Giovannitti stated he is looking at the Parks and he is trying to come up with a policy.  He asked if any member of the Governing Body has any information or suggestions.

 

     Councilman Giovannitti thanked Water and Sewer Superintendent Daly and employee Daryl DeBerry for their assistance with the annual Neighborhood Watch clean up.

 

     Councilman Giovannitti informed the public to reach out to the Department heads (i.e. the front office, the Police Department) if information is needed.

 

     Councilman Giovannitti recognized and thanked Ray Miller as he was informed two (2) people stole a key and he got in his car, followed them and made a “citizen’s arrest”.

 

     Councilman Morina stated school is in full session and if anyone sees a child out in the morning to let the school know.  He is also looking to tie in school activities to the community.  If anyone has any suggestions to give him a call at the High School as they have a lot of programs.

 

     Councilman Hamilton stated, at the County level, there is be a Hazardous Materials drop off this Saturday in the Swedesboro/South Harrison facility and again on October 16th at the Gloucester County Highway Department in Clayton.

 

     Councilman Kidd stated he has talked with Mike Zumpino from Triad regarding the rehabilitation of homes and was going to have him here to present the Neighborhood Stabilization Program.  He would like to know when it would be a good time to present the program to the public in order to let the whole community know about this program.

 

     Mayor Burzichelli suggested Mr. Zumpino have an open house through the Neighborhood Office in the early evening.  He felt the program is a good idea.

 

     Councilman Kidd discussed the safety of the parks.  For instance, at Fort Billings Park the playground is dirt and it should be mulch and the tunnel at the end of the slide is busted; at Billingsport the rods that hold mulch is sitting up; at Lincoln Avenue there are mulch problems and the barriers need to be tacked down as well as there is dirt; at Buck Street there is dirt and at Berkley Road the equipment has been moved such as the basketball court.

 

     Mayor Burzichelli stated this matter would have to be looked into.

 

     Mayor Burzichelli thanked Mr. Dansby for the rebate information and he apologized to Mrs. Rathof regarding her continued flooding problem.

 

     There wasn’t any further Borough business.

 

     Kidd moved and Hamilton seconded to adjourn the meeting at 7:50 p.m.  All were in favor of the motion.
