WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes (arrived at 7:20 p.m.), Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #160.07:  RESOLUTION PROVIDING FOR THE TRANSFER OF       FUNDS FROM CERTAIN ACCOUNTS TO OTHER ACCOUNTS IN      THE 2007 BUDGET.  Giovannitti moved and Hamilton seconded to adopt

R. #160.07. Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #161.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 BUDGET.  Giovannitti moved and Hamilton seconded to pay all bills properly signed and adopt R. #161.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #162.07:  RESOLUTION AUTHORIZING THE BARNETT E.      HOFFMAN, ESQ. AS THE HEARING OFFICER IN A POLICE      DEPARTMENT MATTER UNDER THE NON-FAIR AND OPEN      PROCESS.  Giovannitti moved and Hamilton seconded to adopt R. #162.07.  Roll call:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Administrator Salvatore stated he did not need the Transfer Resolution but he had another Resolution that was needed to open a bank account that could be numbered the Transfer Resolution number so that it did not mess the order of the numbers up for Borough Clerk VanScoy.

 

     Kidd moved and Hamilton seconded to rescind R. #160.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #160.07:  RESOLUTION APPROVING THE OPENING OF A BANK ACCOUNT FOR WAWA, INC. DEVELOPER ESCROW ACCOUNT FOR THE BOROUGH OF PAULSBORO.  Kidd moved and Hamilton seconded to adopt R. #160.07. Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Administrator Salvatore stated he had some bills to add to the Bill List, R. #160.07 and they are as follows:

 

1.      Purchase Order #33244 to Ed Coles Entertainment in the amount of

     $595.00 for the Christmas Parade.

2.      Purchase Order #33245 to Raider String Band in the amount of $1,650.00 for the Christmas Parade.

3.      Purchase Order #33246 to Solomon Jones in the amount of $750.00 out of the Municipal Alliance Account.

4.      Purchase Order #31581 to TSB Assoc. in the amount of $49,063.70 for the stormwater improvements to Jessup and Chestnut Streets.

 

     Kidd moved and Hamilton seconded to amend R. #160.07 to include the above bills.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Local Finance Notice from the New Jersey Department of Community      Affairs, Division of Local Government Services regarding Calendar Year      2008 Municipal Budget Cap Cost-of-Living Adjustment.  Kidd moved and Hamilton seconded to receive and file the notice.  All were in favor of the motion.

 

     Letter from William G. Dressel, Jr., New Jersey State League of      Municipalities regarding Local Government Finance News.  Kidd moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Letter from Renold Kappra, Paulsboro Senior Citizens, Inc. regarding        relocation of bus stop. 

     

     Kidd moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor and Council discussed revisiting the bus stop locations and shelter for the people waiting for the bus.

 

     Mayor Burzichelli suggested the Street and Highway Committee revisit the bus stops, shelters and report back to Council.

 

     At this time, 7:20 p.m., Council President Haynes arrived for the meeting.

 

     Letter from Maria Detitto, Angelini, Viniar & Freedman, regarding coin       drops.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Administrator Salvatore explained the issues involved with granting coin drops.

 

     Haynes moved and Hamilton seconded to authorize Solicitor Pierson to draft an Ordinance, have the Street and Highway Committee work out the details and report back to Council.  All were in favor of the motion

 

     Letter from Patty Farrow, Spokesperson for The Raider Nation       requesting permission to hold a coin drop on Sunday, December 2, 2007.        They are also requesting permission to use the shuttle bus to transport        the senior members to the football game in Glassboro on Friday, November 30, 2007 from 7:00 to 9:00 p.m. 

 

     Councilman Morina stated the game was postponed until Saturday, December 1, 2007 at 1:00 p.m. and that they may not need to bus to transport the senior members as it is during the day.

 

     Mayor Burzichelli stated the Borough will not be sanctioning any coin drops until the Borough is in compliance.

 

     Haynes moved and Hamilton seconded to receive, file the letter and approve the request for the shuttle bus contingent on their need and the availability of a bus driver.  All were in favor of the motion.

 

     Received Bingo License Application, BA-516, from the Paulsboro      Volunteer Fire Assoc. #1, Inc. for the annual bingo events.  Haynes moved and Hamilton seconded to receive, file the application and approve the bingo license.  All were in favor of the motion.

 

     Letter from Steven A. Ragland, Esq., Public Defender, regarding notice       of resignation.  Haynes moved and Hamilton seconded to receive, file the letter and send a letter of thanks.  All were in favor of the motion.

 

     Administrator Salvatore’s Report:  Administrator Salvatore was not ready to discuss any of the items on the Agenda.

 

     Police Chief’s Report:

 

     Chief Ridinger gave a status report of all that has been going on.  Three nights ago there was a death involving an overdose scenario.  They picked up three suspects in the cigarette heisting.  He is down four people in the department and discussed the manpower issue.  He is reviewing resumes for Class II Officers and they are being accepted until the end of the year.

 

     Mayor and Council discussed with the Chief any action that could be taken against the landlord of the Blue Manor.

 

     Chief Ridinger stated that if there was some action it would have been done.

 

     R. #163.07:  RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #163.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None. Motion carried.

 

     At this time, 8:00 p.m., Mayor and Council convened in Executive Session to discuss personnel.

 

     Haynes moved and Hamilton seconded to open the meeting to the public at 8:05 p.m.  All were in favor of the motion.

 

     R. #164.07:  RESOLUTION OF THE BOROUGH OF PAULSBORO

AUTHORIZING AN AGREEMENT FOR PROFESSIONAL SERVICES

WITH TODD J. GELFAND AND BARKER & SCOTT REGARDING MICHAEL MINNITI.  Haynes moved and Hamilton seconded to adopt R. #164.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #165.07:  RESOLUTION OF THE BOROUGH OF PAULSBORO

AUTHORIZING AN AGREEMENT FOR PROFESSIONAL SERVICES

WITH TODD J. GELFAND AND BARKER & SCOTT REGARDING NICOLE THIGPEN.  Haynes moved and Hamilton seconded to adopt R. #165.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     There wasn’t any further Borough business. 

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 8:05 p.m.  All were in favor of the motion.
