REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Regular Meeting of Council held on the above date and place.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” for the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:   Morina.

 

     Mayor Burzichelli performed the official swearing in (Oath of Office) of Timothy Suter who was promoted to Sergeant.

 

     Sgt. Suter thanked Mayor and Council and appreciated the opportunity.  He further stated he would continue to protect the citizens in this community.

 

     Mayor Burzichelli opened the floor to the public.

 

     Marc Kamp, 250 West Broad Street, President of the Lighthouse Committee, stated on October 17-18 the Lighthouse Challenge was held and there were about 1,700 to 3,500 people who attended.

 

     Minutes of a Work Session Meeting held on October 21, 2009 at 5:00 p.m.  Haynes moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion. 

 

     R. #150.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET.  Haynes moved and Hamilton seconded to   pay all bills properly signed and adopt R. #150.09.  Roll call:  Ayes:    Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #151.09:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).  Haynes moved and Hamilton seconded to adopt R. #151.09.   Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #152.09:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #152.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #153.09:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).  Haynes moved and Hamilton seconded to adopt R. #153.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     Councilman Kidd stated there was a resignation letter in the minutes for the Gill Memorial Library Board of Trustee’s minutes for Mr. Pratt who has been there for 18 years.

 

     Mayor Burzichelli stated the Borough Clerk will draw up a proclamation recognizing Mr. Pratt for his 18 years of service.

 

     O. #04.09:  ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 47, “PEDDLERS, HAWKERS AND SOLICITORS’, OF THE CODE OF THE BOROUGH OF PAULSBORO.      

 

     Mayor Burzichelli stated the public hearing on the above ordinance was held at the last meeting.

 

     Haynes moved and Hamilton seconded to adopt O. #04.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #05.09:  AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT SALARY ORDINANCE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

    

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #05.09 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     INTRODUCTION AND FIRST READING:

 

     O. #06.09:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO   AMENDING CHAPTER 35A “FLOOD DAMAGE PREVENTION” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton   seconded to adopt O. #06.09 on introduction and first reading and schedule the second reading and public hearing for December 1, 2009.  Roll call:    Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     INTRODUCTION AND FIRST READING:

 

     O. #07.09:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 6 “ALCOHOLIC BEVERAGES” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt O. #07.09 on introduction and first reading and schedule the second reading and public hearing for November 16, 2009.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Samuel V. Hudman, Housing Authority of Gloucester County, regarding Renewal of Interlocal Services Agreement between the Housing Authority of Gloucester County and the Borough of Paulsboro.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #154.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING RENEWAL OF AN INTERLOCAL SERVICES AGREEMENT WITH THE HOUSING AUTHORITY OF GLOUCESTER FOR THE PERFORMANCE OF CERTAIN INSPECTIONS IN CONNECTION WITH THE SECTION 8 EXISTING HOUSING PROGRAM.  Haynes moved and Tedeski seconded to adopt R. #154.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Bob Zaleski and Joyce Rivera, 240-242 Billings Avenue, regarding water and sewer fees.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Received Bingo License Application for St. John’s Altar and Rosary Society,

BA-533, for their annual bingos. 

 

     Received Bingo License Application for St. John’s RC Guild, BA-534, for their annual bingos. 

 

     Haynes moved and Hamilton seconded to receive, file the applications and approve the above Bingo Licenses.  All were in favor of the motion. 

 

     Letter from John J. Vinci, Sr., Gloucester County Utilities Authority, regarding public hearing GCUA operating budget and proposed rate schedule.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Memo from Chief F. Grogan regarding recommendation of promotion to next level Patrolman.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     R. #155.09:  RESOLUTION PROMOTING RODNEY RICHARDS TO THE APPOINTMENT OF PATROLMAN FIRST CLASS IN THE BOROUGH OF PAULSBORO POLICE DEPARTMENT.  Haynes moved and Hamilton seconded to adopt R. #155.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski thanked everyone for their support during the Election.  She congratulated Council President Haynes, Mayor Burzichelli and Celeste Riley on their re-election to the Assembly and incumbents Robert Damminger and Joe Chila on their re-election to the County Freeholder Board.

 

     Councilwoman Tedeski announced the Holiday Parade will be held on December 5, 2009 and will proceed from the Paulsboro Fire House to the Municipal Building.  The procession will start at 6:00 p.m.

 

     Mayor Burzichelli congratulated Councilwoman Tedeski on her re-election.

 

     Councilman Kidd congratulated Mayor Burzichelli, Councilwoman Tedeski and Council President Haynes on their re-elections.

 

     Councilman Kidd stated that it will be a rough year next year and asked everyone to start thinking early on tightening belts.

 

     Councilman Kidd discussed the Gloucester County Utilities Authority as they should be reimbursing the towns with the older pipes, although they upgraded the pumping station.

 

     Councilman Giovannitti congratulated Mayor Burzichelli, Councilwoman Tedeski and Council President Haynes on their re-elections.

 

     Councilman Giovannitti stated Marc Kamp was the Grand Marshall for the Homecoming Parade and he congratulated Marc on that honor.

 

     Councilman Giovannitti stated leaf collection has commenced.

 

     Council President Haynes congratulated Mayor Burzichelli on his re-election to the Assembly, the Freeholder Board and Councilwoman Tedeski on their re-elections.  He further stated this is his 8th term on Council and he felt it was truly an honor to serve the residents.

 

     Council President Haynes stated he finds out something different about Councilwoman Tedeski every year such as she is very dedicated and a great person.

 

     Councilman Hamilton thanked the residents for coming out on Election Day and he congratulated everyone as well.

 

     Mayor Burzichelli thanked the regulars for attending the meetings and asked that they thank their neighbors for coming out on Election Day.

 

     Mayor Burzichelli congratulated Councilwoman Tedeski and Council President Haynes on their re-elections and is very pleased to be associated with them.

 

     Mayor Burzichelli thanked the residents for their support in his re-election and further stated that now is the time to focus.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:24 p.m.  All were in favor of the motion.
