WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  Haynes.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     Minutes of a Regular Meeting held on November 4, 2009 at 7:00 p.m.  Kidd moved and Hamilton seconded to approve the above minutes.  All were in favor of the motion.

 

     R. #156.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET.  Kidd moved and Hamilton seconded to pay all bills properly signed and adopt R. #156.09.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #157.09:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE   BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).  Kidd moved and Hamilton seconded to adopt R. #157.09.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

    

 

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #07.09:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 6, “ALCOHOLIC BEVERAGES”, OF THE CODE OF THE BOROUGH OF PAULSBORO.  Kidd moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     Councilwoman Tedeski questioned if a club could open the establishment for breakfast without serving alcohol.

 

     Mayor Burzichelli suggested Councilwoman Tedeski speak with Chief Grogan as he felt the establishment could serve breakfast.

 

     There wasn’t any further public participation.

 

     Kidd moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Kidd moved and Hamilton seconded to adopt O. #07.09 on second and final reading.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     At this point, Mayor Burzichelli switched items around on the agenda.

 

     Memo from Chief F. Grogan regarding recommendation for Liquor License person-to-person transfer (Fiorile’s Bar & Liquor Store) License #0814-32-010-003.  Kidd moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Attorney John DeSimone, Attorney for Kuz-Zin Kafe, introduced Attorney Jim Gabel who is the Attorney for  Laura Gilmore of Billingsport Spirits. 

 

     Mayor Burzichelli questioned what Ms. Gilmore’s plans were.

 

     Ms. Gilmore stated there will be a complete renovation of the exterior and interior of the building as well as the apartment on the second floor.

 

     Mayor Burzichelli thanked them for coming to the meeting.

 

     Mr. DeSimone also informed Mayor and Council of the excellent cooperation he has received from Borough Clerk VanScoy and Construction Office Secretary Moran.

 

     R. #159.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO        PROVIDING FOR THE APPROVAL OF A PERSON-TO-PERSON        TRANSFER OF A PLENARY RETAIL CONSUMPTION LICENSE WITH        BROAD PACKAGE PRIVILEGE #0814-32-010-003 NOW HELD BY KUZ-ZIN KAFE, INC. T/A FIORILE’S BAR & LIQUOR STORE TO BILLINGSPORT SPIRITS T/A BILLINGSPORT SPIRITS.   Kidd moved and Hamilton seconded to adopt R. #159.09.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Anna Docimo, Gloucester County Department of Health & Senior       Services, requesting the use of the shuttle bus for the annual Department of Health and Senior Services Christmas Party on December 8, 2009 from 11:00 a.m. to 3:00 p.m. at Auletto Caterers in Almonesson. 

 

     Councilman Giovannitti stated the bus would also be needed to transport the Senior Citizens to the Paulsboro High School football playoffs in Glassboro on Friday, November 20, 2009 at 7:00 p.m.

 

     Giovannitti moved and Hamilton seconded to receive, file the letter, approve their request and also make the bus available to transport the Senior Citizens to the above mentioned football playoff game.  All were in favor of the motion.

 

     Mayor and Council discussed the 2008 Audit with Auditor Nick Petroni. 

 

     Mr. Petroni stated there was nothing in the audit that came to attention.  He stated that next year will be a tough year.

 

     Councilman Kidd stated he asked Mr. Petroni to be here to give an overall view of the audit and every year he should automatically be here to discuss each audit.

 

     Mayor Burzichelli stated the formalization of the NuStar settlement will be held at the next meeting and he thanked Mr. Petroni for coming to the meeting.

 

     R. #158.09:  RESOLUTION REQUIRING THE GOVERNING BODY OF THE BOROUGH OF PAULSBORO TO ADOPT THE ANNUAL AUDIT PURSUANT TO N.J.S.A. 40A:5-4.  Kidd moved and Hamilton seconded to adopt R. #158.09.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Police Chief’s Report:

 

     Councilman Hamilton reported that several residents from Morton, Paul and Thomson Avenues, informed him that there is drug action taking place at the CVS store.

 

     Councilman Morina thanked the Police Department for their assistance during the Wrestling Club event.  They did an excellent job.

 

     Councilwoman Tedeski questioned Chief Grogan on the liquor establishments opening for breakfast on Sunday.

 

     Chief Grogan stated he would look into it.

 

     Chief Grogan gave a report on the parking situation at the Billingsport School and that there were tickets issued for people parking the wrong way.

 

     There wasn’t any further Borough business.

 

    Giovannitti moved and Hamilton seconded to adjourn the meeting at 5:39 p.m.  All were in favor of the motion.
