REGULAR MEETING
Council Chamber:
Mayor Burzichelli presided at the regular meeting of Council
held on the above date and place.
Mayor Burzichelli recited “Harry Truman’s Prayer for the
opening prayer.
Mayor Burzichelli asked all those present to join in the
salute to the flag, which was conducted by Borough Clerk VanScoy.
Mayor Burzichelli called the meeting to order.
Borough Clerk VanScoy read the opening statement regarding the
Open Public Meetings Act.
Members present were:
Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Absent:
None.
Mayor Burzichelli also stated that Administrator Salvatore was
not present due to his father’s passing.
Mayor Burzichelli opened the floor to the public.
Barry Corradetti, 1820 Overbrook Avenue, thanked Councilman Morina for his help with the spring clean up. There were about 40 people who came out to help. He also thanked Councilman Hamilton, through the County, for providing vests, gloves and bags.
Mr. Corradetti discussed neglected properties not being maintained and if there was a way to keep them maintained with the policies that are in place or hire a contractor to clean the properties and place a lien on the property.
Mayor Burzichelli stated there is a due process and it isn’t always perfect. He likes Mr. Corradetti’s idea about placing liens on the properties. He thanked Mr. Corradetti for the clean up on Saturday as it was a big help.
Linda Pilger, 600 King Street, questioned the timeline for the men working on the tanks. The generator starts around 5:15 a.m. and the cars park alongside her house which also generates noise when they get out of their cars.
Mayor Burzichelli stated he will have someone speak to them such as the Chief.
Mrs. Pilger also stated that the property at 700 Clonmell Road is vacant and the windows were broke out. She has called the police and has talked with the Realtor. The kids may start hanging out there. She further stated that ATVs are racing around Clonmell road and in the field.
Mayor Burzichelli stated the Borough will check into the property but she should be calling the Police about the ATVs.
Mrs. Pilger questioned why cats were not licensed.
Mayor Burzichelli stated that feral cats are wild and he doesn’t know how to deal with them except to contact the Gloucester County Animal Control.
Mrs. Pilger stated that her neighbor lets the cats out and feeds them.
Mayor Burzichelli again stated the contact the Gloucester County Animal control and the will come out and trap the cats. She is to continue to call the County. The Borough will send someone out to the Construction Site and Mrs. Pilger is to continue to call the Police about the ATVs.
Joyceline Gaines, 231 West Washington Street, stated she is again complaining and she is thoroughly frustrated. She is still picking up the trash and there are about eight to ten people living at 232 West Washington Street, ten people living at 242-244 West Washington Street and the same at 215-217 West Washington Street. They are all friends. She is further disgusted with the property next to her and she paid $342.00 to a landscaper for her yard that went to waste. The grass is high at 227 West Washington Street and 235 West Washington Street which also includes the buses. She has used everything in her retirement to maintain her property and she can’t sell it. When she is picking up her newspaper she is also picking up trash. She is being pulled down pennilessly and she cannot entertain her friends at her property because the block is a ghetto.
Mayor Burzichelli asked Solicitor Pierson to give a status report on the house next door to Ms. Gaines.
Solicitor Pierson stated there was the one date that the owners was to make repairs by and the next date, if no repairs were made, then the building was to be demolished. He believes that date is June 5th.
Mayor Burzichelli stated that Solicitor Pierson is to send the property owners a letter asking them to demolish the building by June 5th and if it is not demolished then the Borough will demolish it on June 6th and place a lien on the property.
Marc Kamp, 250 West Broad Street, on behalf on the Tinicum Lighthouse, stated there will be a tour of lighthouses and the first stop is the Tinicum. Tuesday morning there will be a shuttle bus at the lighthouse.
Shirley Chandler, 1014 Spruce Street, stated there is speeding on Spruce Street and would like Spruce Street considered if going to relieve speeding in other parts of town.
Dorothy Hardy, 100 Jefferson Street, stated she is concerned Spruce Street as there is so many kids on that street. The teenagers go from Buck Street to Monroe Street. The cars are beeping to get by and they don’t move. She has to guard her property from 5:00 to 8:00 p.m. so they don’t congregate in front of her house.

Minutes of a Work Session Meeting held on April 15, 2008 at 7:00 p.m. Haynes moved and Hamilton seconded to receive, file and adopt the above minutes. All were in favor of the motion.

O. #05.08: AN ORDINANCE TO
CREATE THE POSITION OF RCA
ADMINISTRATOR FOR THE PURPOSE OF ADMINISTERING THE BOROUGH OF PAULSBORO’S RCA AFFORDABLE HOUSING PROGRAM PURSUANT TO THE FAIR HOUSING ACT. Haynes moved and Hamilton seconded to open the meeting to the public. All were in favor of the motion.
Councilman Kidd questioned if everything was okay with this Ordinance.
Mayor Burzichelli stated it is just the bas ordinance.
There wasn’t any further public participation.

Letter from Fred Mann, George D. Patton, Jr., Post 678, Inc., requesting permission to sell Buddy Poppies. Haynes moved and Hamilton seconded to receive, file the letter and grant them permission. All were in favor of the motion.
Received Firemen’s Membership Application for Joseph P. Chladek to join the Billingsport Volunteer Fire Association. Haynes moved and Hamilton seconded to receive, file the application and approve the membership application with the recommendations of the Chief of Police. All were in favor of the motion.
Memo from Fire Chief Michael A. Licciardello regarding maintenance money. Haynes moved and Hamilton seconded to receive, file the memo and work this out during the Budget. All were in favor of the motion.
Memo from Fire Chief Michael A. Liccardello regarding requesting 1st quarter maintenance money for BVFA. Haynes moved and Hamilton seconded to receive, file the memo and hold off until the Administrator is settled to discuss it. All were in favor of the motion
Letter from Joseph Durocher, New Jersey, Department of Environmental Protection, Division of Water Supply – Bureau of Safe Drinking Water, regarding Paulsboro Water Department.
Council President Haynes stated that he hasn’t had a chance to speak with the Water and Sewer Superintendent and the Administrator to discuss the above letter but he will have a meeting with them and report back to Council.
Haynes moved and Hamilton seconded to receive, and file the letter. All were in favor of the motion.
Memo from Police Chief K. Ridinger, regarding recommendation of promotion to next level Patrolman. Haynes moved and Hamilton seconded to receive and file the memo. All were in favor of the motion.
Councilman Kidd questioned if everything was okay to promote the Patrolman
Chief Ridinger stated yes.
R. #85.08: RESOLUTION PROMOTING LEONARDO VASTA TO THE APPOINTMENT OF
PATROLMAN FIRST CLASS IN THE BOROUGH OF PAULSBORO POLICE DEPARTMENT.
Haynes moved and Hamilton seconded to adopt R. #85.08. Roll call:

Letter from Florence Turton regarding retirement. Haynes moved and Hamilton seconded to receive, file the letter and send a letter of thanks for her many years of service. All were in favor of the motion.
Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding volunteer background checks. Haynes moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Council President Haynes questioned if this was mandatory.
Solicitor Pierson stated no.
Received Raffle License Application, #RA-523, Paulsboro Day Committee for an on-premise merchandise raffle on July 4, 2008 at the Parade’s conclusion (noon). Haynes moved and Hamilton seconded to receive, file and approve the above raffle license. All were in favor of the motion.
OLD BUSINESS: There wasn’t any old business at this time.
MAYOR AND COUNCIL REPORTS:
Mayor Burzichelli suggested hiring a part time person on an hourly basis to clean the Municipal Building as it is filthy.
Councilman Morina forwarded the name of Calvin Dandridge as part time Janitor temporarily.
Morina moved and Haynes seconded to direct Administrator Salvatore to contact Mr. Dandridge to see if he is willing to be employed by the Borough as a part time Janitor based on the salary temporarily and maybe for a long term position. All were in favor of the motion.
Councilwoman Tedeski thanked all the different clean up crews who assisted on Earth Day, April 22nd at the Fort Billings Park, especially Macy’s. The Borough had a picnic for them.
Giovannitti moved and Hamilton seconded to send a letter of thanks to the Macy’s crew and to include Mr. Corradetti’s individuals, if he would like. All were in favor of the motion.
Councilwoman Tedeski thanked the Neighborhood Watch Organization for holding a clean up on Saturday. She also organized a clean up on two days. The kids did a good job and they worked very hard.
Councilwoman Tedeski stated she thought the tanks construction employees were to park in the Park’s parking lot instead of on Clonmell Road.
Mayor Burzichelli stated Council directed Administrator Salvatore to contact them to negotiate the parking at the Park.
Councilwoman Tedeski apologized to those neighbors who are frustrated. She doesn’t know how they put up with these nuisances and not get physically sick from it. She doesn’t know as she doesn’t live there. The Borough will try to relieve some of the problems.
Councilman Morina thanked Mr. Corradetti through the Neighborhood Watch Organization for the clean up that they held and the essay, “Teaching kids to step and speak up”.
Councilman Morina discussed the absentee landlords and the families they are renting to who have kids with records. The breakdown needs to be found and attack it. It is time to step up.
Councilman Morina stated the Borough needs more resident who care. There are a lot of good things and a lot of good kids but everyone has to stick together.
Councilman Giovannitti stated he is working on the newsletter. He thanked Borough Foreman Charles Tinder for coming to the meeting. He thanked the Council members who showed up for the crime summit as it is taking a more proactive approach. He further stated the Department Heads should be present at the Regular Meetings and he is getting tired of the excuses. The Little League Parade was excellent. He felt people in the Borough have to start stepping up.
Giovannitti moved and Haynes seconded to direct Administrator Salvatore to send a letter to the Department Heads to remind them it is their obligation to attend the first meeting of the month (Regular Meetings). All were in favor of the motion.
Councilman Kidd questioned where the street sweeper is.
Borough Foreman Tinder stated it is working but is not on a regular schedule due to everything going on and he just hasn’t had the time or manpower to get it out.
Councilman Kidd stated some areas should be a priority. He further stated the people have asked for a drum or trash can on West Washington Street.
Councilman Kidd discussed the procedure regarding high grass. There are some properties that the grass gets high every year and stated the Borough knows that certain properties will not get mowed and they should know and get it resolved. The property owner should automatically get a warning notice for failure to mow their lawn. He questioned what the Borough was paying for. He is tired and frustrated. The person he is talking about, he’s never seen him at a meeting as a Department Head.
Councilman Kidd stated he noticed from the Agenda tonight that Mrs. Turton is retiring and he hopes the Borough will work on replacing her before she is due to leave so that there isn’t one person in the Department.
Councilman Kidd stated he hoped it was moved on quickly in getting the Borough Hall cleaned as it is filthy.
Councilman Kidd stated he recommended Council reach out to Jackie Cabana from the Crime Summit to help deal with the juveniles. The Borough has to do something to help turn the juveniles around.
Councilman Kidd stated he got upset with another individual from another town as the Crime Summit when he stated, “as long as it is out of our town, he didn’t care”.
Councilman Hamilton informed Councilman Morina that the Assembly and the Mayor are working on a bill to have background checks on transferred students.
Councilman Hamilton, on behalf of Mayor and Council, congratulated Patrolman Vasta on his promotion.
Councilman Hamilton congratulated the Paulsboro Investigation Squad for catching the individuals responsible for the graffiti. They are doing a good job. He thanked the residents for calling into the Police.
Council President Haynes stated he was glad to see Mr. Corradetti’s group involved. Mr. Corradetti can expect to see his face at their meetings. He further thanked Mr. Corradetti.
Council President Haynes stated he has noticed certain Department Heads are missing meetings. He stated everyone has a full time job and family.
Councilman Haynes informed everyone that the Borough is starting their hydrant flushing program. If a homeowner has rust to let the water run. They can get rust remover from the Borough Hall.
Mayor Burzichelli discussed the feasibility of the formation of the South Jersey Health Insurance Fund.
