REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Regular Meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina (Excused).

 

     Mayor Burzichelli presented Teacher of the Year Awards to the following:

 

     Gina Mariano – Loudenslager School

     Linda Jones – Billingsport School

     Salvatore Rotondo – Paulsboro High School

     Paulette Cwik – District Teacher of the Year

 

     Mayor Burzichelli opened the floor to the public.

 

     Fred Plasket, 15 West Monroe Street, stated he lives behind the train tracks and it took one (1) hour to pick up his grandchildren as there were 150 train cars.  He asked if there was any way the train could be contacted to work out a schedule that wouldn’t interfere with the beginning and end of the school day.

 

     Mayor Burzichelli stated it is a topic that has been tackled from time to time but the Borough does not have any control over Conrail’s schedules.  He informed Mr. Plasket that a grant was awarded to the Borough to build an overpass on Billingsport Road to bypass the train.  He further stated he could and will talk with Conrail but there isn’t a lot of influence or purview.

 

     Mary Harris, 265 Vanneman Boulevard, President of the Paulsboro Senior Citizens, discussed the discontinued mall routes for the Shuttle Bus.  She questioned why it wasn’t discussed with the Senior Citizens before the decision was made.  She felt the Senior Citizens should have had some input in the decision and why Council didn’t change the route in the winter instead of the summer.

 

     Mayor Burzichelli stated things always change and the Borough is struggling.  The Council had to weigh if the bus driver could be used to drive the recycling truck or drive one person to the mall.  However, if there is more interest in individuals riding the bus to the different malls, then it could be changed back at some point.

 

     Mrs. Harris stated she is the newly elected President of the Paulsboro Senior Citizens.  She thanked Councilman Kidd because the building needed fixing up and he had the inspector come out and looked at the building the next day.

 

     Minutes of a Regular Meeting held on April 6, 2010 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and adopt the above minutes.  All were in favor of the motion.

 

     R. #80.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #80.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #81.10:  RESOLUTION PROVIDING FOR ALLOWANCE OF A DISABILITY DEDUCTION.  Haynes moved and Hamilton seconded to adopt

R. #81.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #82.10:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. 

 

     R. #83.10:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. 

 

     Haynes moved and Hamilton seconded to adopt R. #82.10 and R. #83.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

 

     R. #84.10:  RESOLUTION AUTHORIZING EXECUTION OF TREATMENT WORKS APPROVAL (TWA) FORMS AND GCUA APPLICATION FORMS IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #84.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #07.10:  ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO RE:  AN ORDINANCE AMENDING CHAPTER 34A “ENFORCEMENT OF FIRE PREVENTION CODE” AND CHAPTER 35, “FIRE WORKS AND FIRE ARMS” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Tedeski seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Haynes moved and Tedeski seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Giovannitti seconded to adopt O. #07.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Kidd, Tedeski.  Nays:  None.  Abstained:  Hamilton.  Motion carried.

 

     Letter from Eric K. Biermann, Sickels & Associates, Inc., regarding Sanitary Sewer Improvement Bond Reduction No. 1 Classic Cars – Block 97, Lot 26.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #85.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO 

AUTHORIZING THE REDUCTION OF THE PERFORMANCE BOND TO CLASSIC REALTY HOLDINGS, LLC FOR THE PROJECT KNOWN AS CLASSIC CARS.  Haynes moved and Hamilton seconded to adopt R. #85.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Allen G. Black, Todd and Black, Inc, regarding Second Verizon Tax Appeal.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

    

     Memo from Jodi Palmeri, Gloucester, Salem, Cumberland Counties Municipal Joint Insurance Fund regarding Quarterly MEL Loss Ratio Snapshot.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

     Letter from Chanel Johnson, Paulsboro High School, requesting $100.00 donation to offset some of their expenses for the 53rd Annual Brotherhood Award on Friday, May 14, 2010.  Giovannitti moved and Hamilton seconded to receive, file the letter and approve their request.  All were in favor of the motion.

 

     OLD BUSINESS:  There wasn’t any old business at this time. 

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilman Kidd stated the Monroe Street rehabilitation project wasn’t presented to the Mayor and Council.

 

     Mayor Burzichelli stated it was presented and it was also advertised on television.  He will give Councilman Kidd the contact number for this project.

 

     Councilwoman Tedeski thanked everyone for coming to the meeting.  The summer programs will be advertised in “The Weekender” of the Gloucester County Times although she wasn’t sure about the concerts yet.  The Fourth of July Parade will be held on Saturday, July 3rd and Paulsboro Day will be held on September 11, 2010.

 

     Mayor Burzichelli informed everyone that Councilwoman Tedeski was coordinating the Brotherhood Award Ceremony.

 

     Council President Haynes wanted to bring to the attention of the Lieutenant and Detective Sergeant that between 8:30 and 8:45 p.m. he drove around to Spruce Street where Mrs. Good lives and witnessed a transaction.  He felt there was also concern on West Washington Street behind Frank’s Barbershop.  He saw exactly what the residents have been talking about.

 

     Councilman Giovannitti thanked everyone and the teachers for coming to the meeting. He discussed the newsletter, the Police report which he thanked the Police Department for the littering and curfew violations.  He also thanked Borough Foreman Tinder for his department keeping the streets cleaned and for recycling.  He informed everyone the street sweeper is down again.

 

     Councilman Giovannitti stated he has spoke with Mrs. Harris regarding the shuttle bus changing the mall route.  The shuttle bus is used to take the Senior Citizens to the different sporting events.  He stated that there is no disrespect to the Senior Citizens but that it was a group decision based on the data that was presented.

 

     Mayor Burzichelli stated Rev. Bishop Hamilton has passed away.  She was a very special person and a common figure that brought people together.  He gave an extension of condolences on behalf of the residents to the Hamilton family.

 

     Councilman Hamilton thanked Mayor Burzichelli.  He stated the Gloucester County Recycling Department is holding the Household Special Waste Collection this Saturday from 8:00 a.m. to 2:00 p.m. which the waste could be brought to either the Swedesboro or South Harrison Complexes.  He further informed any non-profit group that there are grants out there in the amount of $500.00 to clean up their properties.

 

     Mayor Burzichelli reported the construction on the super Wawa is moving quickly and the Hotel has gotten their approvals.  There will be a public meeting coming up on the Port which at that time the Gloucester County Improvement Authority will give an update.

 

     Mayor Burzichelli stated Council is waiting to strike this year’s budget and everything will have to be kept tight.

 

     R. #86.10:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #86.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     This Executive Session was called to discuss ongoing litigation in regards to Police Officer Sgt. Suter’s lawsuit and potential settlement.

 

     At this time, 7:40 p.m., Mayor and Council went into Executive Session.

 

     Giovannitti moved and Hamilton seconded to open the Executive Session meeting at 7:52 p.m. All were in favor of the motion.

 

     R. #87.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING THE BOROUGH TO ENTER INTO A SETTLEMENT AGREEMENT.   Haynes moved and Hamilton seconded to adopt R. #87.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:53 p.m.  All were in favor of the motion.
