WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Haynes, Giovannitti (arrived at 7:20 p.m.), Hamilton, Kidd, Tedeski.  Absent:  Morina

 

     Mayor Burzichelli stated that Administrator Salvatore would not be present as he was away at his conference collecting his required CEUs (continuing education units).

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #87.08: RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2007 TEMPORARY ACCOUNTS.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #87.08. Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Lisa Morina, Gloucester County Department of Economic      Development, regarding designating a representative for the Municipal      Economic Development Council.  Haynes moved and Hamilton seconded to receive, file the letter and continue to appoint Marc Kamp.  All were in favor of the motion.

 

     Memo from Captain Grogan regarding On Street Handicapped parking request.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Mayor and Council continued to discuss the above Handicap parking request with Captain Frank Grogan.

 

     Mayor Burzichelli directed Solicitor Pierson to prepare criteria for handicap parking spaces.

 

     Haynes moved and Hamilton seconded to grant approval, instruct the Road Department to install the handicap parking spot, contact the individual regarding the approval and to inform him that he will be required to notify the Borough if he ever moves.  All were in favor of the motion.

 

     Received the following Liquor License Renewal Applications:

     Haynes moved and Hamilton seconded to receive, file and turn the applications over to the Police Department for review and recommendation.  All were in favor of the motion. 

 

     Memo from Fire Chief Michael A. Liccardello regarding requesting 1st quarter maintenance money for BVFA.  Haynes moved and Hamilton seconded to receive, file the memo and grant the funding according to if the proper funding is available.  All were in favor of the motion.

 

     Councilman Kidd questioned if the Fire Departments tack their heating oil into the Borough’s heating oil.

 

     Fire Chief Michael Licciardello stated no they are individual entities.

 

     Councilman Kidd felt the Fire Companies should be included in the Borough’s heating oil bid through the County.

 

     Letter from Dorothy Donnelly, Director, State of New Jersey, Office of the State Comptroller, regarding legal obligations and responsibilities.  (Also see attached response from Administrator Salvatore and the acknowledgement of receipt from the State.)  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Councilman Kidd discussed his concern with the Chief’s response to an article in the newspaper.

 

     At this time, 7:20 p.m., Councilman Giovannitti arrived at the meeting.

 

     Captain Frank Grogan stated the department is enforcing the “Click it or ticket” program.

 

     Captain Grogan stated the department is getting the speed trailer out and they are trying to rotate it to even the smaller streets.

 

     Captain Grogan stated there is a manpower shortage and as such the department has cut the Class II hours.  The department is being more cognizant of the overtime budget.  There are some interesting things going on.

 

     There was further discussion between Mayor and Council and Captain Grogan of other problems in the Borough such as drugs being dealt, they are parking and walking to get the drugs, graffiti on Billingsport Road, early morning parking on the Over Door sidewalk as well as discussion on the Crime Summit.

 

     Chief Ken Ridinger stated Glassboro has a new ordinance that the Borough should look at regarding rental property responsibility.

 

     Mayor Burzichelli stated he will have Borough Clerk VanScoy call Glassboro to get a copy.

 

     Mayor and Council and Chief Ridinger further discussed other issues involving the Police Department.

 

     Councilwoman Tedeski questioned the status of parking on North Delaware Street.

 

     Chief Ridinger stated he will be giving a presentation on the matter at the next Work Session Meeting.

 

     Councilman Kidd discussed with Chief Ridinger the remarks that Chief Ridinger made in the newspaper.  He is very leery and uncomfortable when an employee talks with the newspaper when a lawsuit is involved.

 

     Chief Ridinger stated he didn’t tone anything against the Elk’s Lodge but it was strictly about the bad guy and he advocated for Leroy Ranton.

 

     Council discussed ear phones for the Borough employees who have cell phones.

 

     Councilman Kidd discussed a resident and his property being infested with caterpillars.  He asked Mayor Burzichelli to bring the matter to the State.

 

     Councilwoman Tedeski asked to have a Borough employee from the Street and Highway Department on hand for the Memorial Day Service.

 

     Tedeski moved and Hamilton seconded to authorize a Borough employee to be on hand the morning of the Memorial Day Service.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:45 p.m.  All were in favor of the motion.
