REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag.

 

     Mayor Burzichelli called the meeting to order.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina (excused).

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #77.07: RESOLUTION PROVIDING FOR CHANGE ORDER NO. 1 – FINAL IN CONNECTION WITH THE RECONSTRUCTION OF NASSAU AVENUE, PHASE II IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #77.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #78.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #78.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #79.07:  RESOLUTION PROVIDING FOR ALLOWANCE OF A       SENIOR CITIZEN DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #79.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #80.07:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #80.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #81.07:  RESOLUTION REQUESTING DEDICATION BY RIDER       PURSUANT TO NJS 40A:4-39 FOR THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER. (Donations – Community Events).  Haynes moved and Hamilton seconded to adopt R. #81.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #82.07:  RESOLUTION ADOPTING A 2007 TEMPORARY CAPITAL BUDGET.  Haynes moved and Hamilton seconded to adopt R. #82.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #83.07:  EMERGENCY TEMPORARY RESOLUTION PRIOR TO ADOPTION OF THE BUDGET.  Haynes moved and Hamilton seconded to adopt R. #83.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #84.07:  RESOLUTION APPOINTING CONTACT PERSONS FOR THE EMPLOYMENT PRACTICES LIABILITY ATTORNEY CONSULTATION SERVICE WITH THE GLOUCESTER, SALEM AND CUMBERLAND COUNTY MUNICIPAL JOINT INSURANCE FUND.  Haynes moved and Hamilton seconded to adopt R. #84.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     INTRODUCTION AND FIRST READING:

 

     O. #03.07:  BOND ORDINANCE AUTHORIZING IMPROVEMENTS TO THE WATER TREATMENT SYSTEM IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY; APPROPRIATING THE SUM OF $3,660.000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $1,830,000 MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING.  Haynes moved and Hamilton seconded to adopt O. #03.07 on introduction and first reading and schedule the second reading and public hearing on May 15, 2007.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Memo from Captain Grogan, Paulsboro Police Department, regarding request of a Resolution in support of “Click It or Ticket” safety belt mobilization.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     R. #85.07:  RESOLUTION OF THE BOROUGH OF PAULSBORO   SUPPORTING THE CLICK IT OR TICKET MOBILIZATION OF MAY 21 – JUNE 3, 2007.  Haynes moved and Hamilton seconded to adopt R. #85.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Memo from Chief K. L. Ridinger, Paulsboro Police Department, regarding reiterating things to do for spring of 2007.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     OLD BUSINESS:

 

     There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski stated she has prepared flyers for all the summer events and there will be a 2007 Calendar.  The events include the concerts at Fort Billings Park.

 

     Councilwoman Tedeski stated the VFW will be holding their Memorial Services at the Paulsboro Fire House at 9:30 a.m. and at the Veteran’s Memorial on Delaware Street at 10:30 a.m.

 

     Councilwoman Tedeski stated the Mayor’s Civil Rights Committee is holding their annual Brotherhood Assembly, which is their 50th Anniversary, at the High School on May 18, 2007.

 

     Councilman Kidd stated he had something on the Agenda but it was taken off and it should be addressed.

 

     Mayor Burzichelli stated it was in the best interests as it was not an appropriate subject for open session.

 

     Councilman Kidd stated to give it to the Solicitor to address as he wants it addressed.

 

     Councilman Kidd stated everyone received the letter from the Soccer Association and he is confused as to who maintains what.  He hoped the letter was addressed and they get treated the same way as the other organizations.

 

     Councilman Giovannitti stated he has a get well card for Governor Corzine for the residents to sign.  He suggested Mayor Burzichelli deliver the card.

 

     Giovannitti moved and Haynes seconded to send a thank you to Christine McLaughlin from the School for getting the card together.   All were in favor of the motion.

 

     Council President Haynes stated he will be giving a Water and Sewer report at the next Regular Meeting.

 

     Councilman Hamilton did not have anything to report.

 

     Mayor Burzichelli suggested Council look over the fee schedule for the Land Use Board applications for revisions.

 

     Mayor Burzichelli discussed the tragedy in Vermont.  He wanted to go on record to have a Moment of Silence for those victims.

 

     At this time, a Moment of Silence was held.

 

     R. #86.07:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Tedeski seconded to adopt R. #86.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     This Executive Session was called to discuss personnel.

 

     At this time, 7:25 p.m., Mayor and Council went into Executive Session.

 

     Haynes moved and Hamilton seconded to open the meeting to the public at 8:05 p.m.  All were in favor of the motion.

 

     There wasn’t any further Borough business.

 

     Giovannitti moved and Hamilton seconded to adjourn the meeting at 8:05 p.m.   All were in favor of the motion.
