WORK SESSION MEETING
Council Chamber:
Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.
Members present were: Haynes, Giovannitti, Kidd, Tedeski. Absent: Hamilton and Morina as he was working.
Mayor Burzichelli called the meeting to order.
Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.
Mayor Burzichelli opened the floor to the public.
Shirley Chandler,
Mayor Burzichelli stated Mrs. Chandler would be allowed to cut only what is on her property.

Minutes of a Work Session Meeting held on April 21, 2009 at 7:00 p.m. Haynes moved and Giovannitti seconded to receive, file and approve the above minutes. All were in favor of the motion.
Minutes of a Regular Meeting held on May 5, 2009 at 7:00 p.m. Haynes moved and Tedeski seconded to receive, file and approve the above minutes. All were in favor of the motion.
R. #86.09: RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2009 TEMPORARY BUDGET. Haynes moved and Giovannitti seconded to pay all bills properly signed and adopt R. #86.09. Roll call: Ayes: Haynes, Giovannitti, Kidd, Tedeski. Nays: None. Motion carried.

2009 BUDGET:
Haynes moved and Giovannitti seconded to open the meeting to the public. All were in favor of the motion.
There wasn’t any public participation.
Haynes moved and Tedeski seconded to close the meeting to the public. All were in favor of the motion.
Mayor Burzichelli stated Council would not be adopting the Budget at this time.
Mayor and Council discussed the 2009 Budget and the County refund for the Citgo Tax Appeal.
Administrator Salvatore stated the 2009 Budget would have to be amended. He suggested Mayor and Council schedule a special meeting next Tuesday, May 26, 2009 to amend the Budget. Then at the Regular Meeting of June 3rd, Mayor and Council could hold the public hearing to amend the budget and then adopt the 2009 Budget as amended.
Nick Petroni and Deanna Roller were present to further discuss the County refund.
Administrator Salvatore requested adopting a resolution to authorize temporary emergency appropriations prior to the adoption of the 2009 Budget.

Haynes moved and Giovannitti seconded to schedule a special meeting on May 26, 2009 at 4:15 p.m. to amend the 2009 budget and any other pertinent business. Roll call: Ayes: Haynes, Giovannitti, Kidd, Tedeski. Nays: None. Motion carried.

O. #02.09: REFUNDING BOND ORDINANCE PROVIDING FOR A TAX REFUNDING PAYMENT OF AMOUNTS DUE AND OWING TO THE OWNER OF CERTAIN PROPERTY IN THE BOROUGH; AUTHORIZING THE ISSUANCE OF UP TO $4,600,000 OF GENERAL OBLIGATION TAX REFUNDING BONDS OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY, TO FINANCE THE COSTS THEREOF; MAKING CERTAIN DETERMINATIONS AND COVENANTS IN CONNECTION THEREWITH; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING. Haynes moved and Giovannitti seconded to open the meeting to the public. All were in favor of the motion.

Police Department for review and recommendation. All were in favor of the motion.
Received Person-To-Person Transfer Application from N. Kurt Mehta,
Esq. to transfer a Plenary Retail Distribution License #0814-44-002-006 from Nani, LLC to Om Shivkrupa, LLC
t/a Burt’s Liquors. Haynes moved
and Giovannitti seconded to receive, file, and forward the application to the
Police Department for review and recommendation. All were in favor of the motion.
Bulletin MEL 09-23 from the Municipal Excess
Liability Joint Insurance Fund regarding Fireworks Displays/Amusement Ride
Requirements changes. Haynes moved and Giovannitti seconded to
receive and file the bulletin. All were
in favor of the motion.
Administrator Salvatore explained the bulletin. The MEL does not cover municipalities who
hold fireworks displays and amusement rides which also includes
inflatable bounces and child rides. If
anyone is going to have such fireworks or rides they will have to be registered
and licensed with the State, file indemnification, hold harmless papers and
have their own insurance.
Received Raffle License application #RA-530 from the Paulsboro
Day Committee for an Off-Premise
Merchandise Raffle on July 4, 2009.
Haynes moved and Giovannitti seconded to receive, file the application
and approve the raffle license. All were
in favor of the motion.
Chief Grogan informed Mayor and Council that
Detective Sergeant Marino has received the Chief Law Enforcement Executive
Certification and is eligible to become Chief.
Chief
Grogan stated Patrolman Kai Belbin received the Life
Saving Award at the Gloucester County Awards Banquet.
Chief
Grogan discussed the JAG grant. The
Borough is eligible to receive this grant towards overtime and equipment. It is a cooperative grant among other
municipalities. A portion is to be used
for equipment and a 10% portion to be set aside for overtime to help aid other
towns. If Paulsboro was in need of
assistance and another town helps that 10% would be used for those officers.

Chief
Grogan discussed using the firearms range in Gibbstown and he gave a report on
the bank robbery.
There wasn’t any further Borough business.
