Mayor Burzichelli presided at a Work
Session Meeting of Council held on the above date and place.
Members present were: Haynes, Giovannitti,
Hamilton, Kidd, Morina, Tedeski.
Absent: Administrator
Salvatore.
Mayor Burzichelli called the meeting to
order.
Mayor Burzichelli read the
opening statement regarding the Open Public Meetings Act.
Mayor Burzichelli opened the floor to the
public.
There wasn’t any public participation.
Mayor Burzichelli asked Council to check
their availability for a Special Meeting on Thursday, May 20, 2010 at 7:00 p.m.
to discuss the 2010 Budget.

Councilman Kidd questioned the statement
he made in the above minutes regarding the “Monroe Street Rehabilitation
Project” which should be
Borough Clerk VanScoy stated it was correct
as to how Councilman Kidd stated it at that meeting.
All were in favor of the above motion.
R. #88.10:
RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010
TEMPORARY BUDGET. Haynes moved and

Economic Development, Division of Housing & Community Development,
regarding participation in the Gloucester County Community Development Block
Grant Program Fiscal Years 2011, 2012 and 2013.

Angelini, Viniar & Freedman, regarding Fiber
Technologies.
Solicitor DeTitto
explained that Fiber Technologies is seeking right-of-way agreements from the
local municipalities. They are to abide
by all local Ordinances and pay all fees involved. She recommended the Borough Council authorize
the agreement and also authorize Mayor Burzichelli to execute the agreement.

USE AGREEMENT WITH FIBER TECHNOLOGIES NETWORKS, LLC FOR THE PURPOSES OF

Haynes moved and
Chief Grogan discussed the audit that is
required by Pension for Police Training Certificates. One individual never applied for his
certificate. As a result, he has to go
before the Commission to explain what took place and the Commission will render
a decision that day. It is a problem for
many towns.
Councilman Morina stated he had a
conversation with the owner of Classic Auto who informed him that a Police
Officer stopped into the shop and stated to him that he did not know why the
owner would want to buy a business in Paulsboro. He felt the Officer was putting down the town
a little bit. Councilman Morina felt
everyone should be on the “same page” and the town should move forward.
There was further discussion regarding the
active cases which will be coming to fruition in the next few weeks; the
Housing Officer, Class II Special Officer’s rate of pay and a disciplined
Officer.
Chief Grogan stated the rate of pay issue
has to be resolved and he is pretty sure the Borough will need a Hearing
Officer for the disciplinary action.
Councilman Kidd stated the report that is
received from the Chief is very helpful which also let’s Council know how busy
the Officers are and also lets Council know how they could help.
Mayor Burzichelli discussed the 2010
Budget and felt Council should schedule a special meeting on Thursday, May 20,
2010 at 7:00 p.m.

Meeting scheduled on Monday, June 14, 2010 had to be changed to Monday, June
21, 2010 at 5:00 p.m.
