WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #87.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF       BILLS OUT OF THE 2007 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #87.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #03.07:  BOND ORDINANCE AUTHORIZING IMPROVEMENTS TO THE WATER TREATMENT SYSTEM IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY; APPROPRIATING THE SUM OF $3,830,000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATIONS BONDS OR BOND ANTICIPATION NOTES OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $3,830,000 MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #03.07 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.

 

     Received the following Liquor License Renewal Applications:

     Sportsmen’s Club                          George D. Patton, Jr. VFW Post 678

     Elk’s Lodge                                     Woodbury Moose Lodge 2585

     Sons of Italy                                    Fiorile’s Bar & Liquor Store

     Frank’s Pub                                     Alibi Inn

     Kidd moved and Haynes seconded to receive, file and turn the applications over to the Police Department for review and recommendations.  All were in favor of the motion.

 

       Letter from Erik K. Biermann, Sickels & Associates, regarding Nassau Street Elevated Tank Inspection Results.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor Burzichelli informed Council to make sure they read the inspection results as the water tower will need to be replaced.  Administrator Salvatore will bring the details forward.  This is coming.

 

     There was further discussion regarding the water tower inspection results.

 

     Received Raffle License Application, RA-512, Paulsboro Day Committee for an Off-Premise Merchandise Raffle on July 4, 2007 at the end of the Parade.  Haynes moved and Hamilton seconded to receive, file the application and approve the above raffle license.  All were in favor of the motion.

 

     Letter from Eileen Brennan, RCA Coordinator, New Jersey Council on Affordable Housing, regarding an RCA Administrator.  Haynes moved and Hamilton seconded to receive ad file the letter.  All were in favor of the motion except Kidd nayed.

 

     Administrator Salvatore stated this matter would require the adoption of an Ordinance.

 

     Administrator Salvatore discussed splitting the collection of recycling into two day which would be Tuesdays and Thursdays.  He would have to get a mailer out to everyone and advertise it in the newspaper.

 

     Haynes moved and Hamilton seconded to authorize the Administrator to coordinate the splitting of recycling days on Tuesdays and Thursdays as expeditiously as possible.  All were in favor of the motion.

 

    

     Councilman Morina stated he counted 25 kids hanging out on Delaware Street.  The Borough needs to come up with a game place to stop this.

 

     Captain Grogan further discussed the situation of groups of kids hanging out.

 

     Captain Grogan requested permission to advertise for three trained Class II Special Officers.

 

     Haynes moved and Hamilton seconded to advertise for three trained Class II SLEOs.  All were in favor of the motion.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:48 p.m.  All were in favor of the motion.
