REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Borough resident, Kathy Reistle gave the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina as he was excused.

 

     Mayor Burzichelli opened the floor to the public.

 

     Barry Corradetti, 1820 Overbrook Avenue, thanked Councilwoman Tedeski for her assistance in getting the yard cleaned up at 276 West Buck Street.  He also discussed taxes and asked the Governing Body to have the courage to keep the taxes as less as possible especially since last year’s tax increase.

 

     Mayor Burzichelli stated there will be discussion regarding the budget after Governor Corzine’s speech on March 10th.

 

     Charles Shaw, 334 West Broad Street, also discussed last year’s budget that was posted on the Borough’s website.  He questioned if the Borough was utilizing shared services with other towns and the bill for ExxonMobil.

 

     Mayor Burzichelli stated he would be happy to talk him through the budget that is online.  He answered Mr. Shaw that the Borough is changing their Health care to a HIF which stands for a Health Insurance Fund and should be cheaper for the Borough.  He further stated that the Borough is sharing a Water and Sewer Superintendent with Greenwich Township.  The bill for ExxonMobil has passed both the Assembly and the Senate and will probably be presented to the Governor in November.

 

     Mr. Shaw volunteered to help clean up properties such as seniors or low income, but he was aware of the Borough’s insurance and their liability with that.

 

     Joyceline Gaines, 231 West Washington Street, stated she could use Mr. Shaw’s help with picking up the trash between the section of 219 to 252 West Washington Street.

 

     Erva McCauley, 26 West Monroe Street, questioned if there was anymore talk about putting handicap ramps along Board and Delaware Streets.  She sees a person on a scooter who has to get around.

 

     Mayor Burzichelli stated that anytime a corner is done they have to be ADA compliant.  He was not aware of anything being done at this time.

 

     Joan Lutz, 209 Huff Avenue, also discussed the handicap ramps.

 

     Bill Gibison, 1547 South Commerce Street, stated the Police and Fire Department did a fantastic job with the rescue on the creek.

 

     Mayor Burzichelli stated the Governing Body will be giving him a formal thank you for his assistance with the rescue.  He thanked him for lending out his property for the search.

 

     Council President Haynes also thanked Mr. Gibison on behalf of his niece and nephew.

 

     There wasn’t any further public participation.

    

     Minutes of a Work Session Meeting held on February 17, 2009 at 6:30 p.m.        Haynes moved and Hamilton seconded to receive, file and adopt the above minutes.  All were in favor of the motion.

 

     R. #55.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #55.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #56.09:  RESOLUTION AUTHORIZING THE FILING OF 2007 RECYCLING TONNAGE GRANT BY THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #56.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

 

 

     R. #57.09:  RESOLUTION AUTHORIZING THE BOROUGH OF PAULSBORO TO ENTER INTO AN AGREEMENT FOR FUNDING OF THE MUNICIPAL ALLIANCE PROJECT FOR 2009.  Haynes moved and Hamilton seconded to adopt R. #57.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.  

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     INTRODUCTION AND FIRST READING:

 

    O. #01.09:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 78, “WATER,” OF THE CODE OF THE BOROUGH OF PAULSBORO. 

 

     Mayor Burzichelli explained that this would be a $52.00 per year increase.

 

     Haynes moved and Hamilton seconded to adopt O. #01.09 on introduction and first reading and schedule the second reading and public hearing on March 17, 2009.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  Kidd.  Motion carried.

 

     Letter from Patrick J. Dexter, ExxonMobil, regarding the ExxonMobil Learn & Earn Program. Haynes moved and Hamilton seconded to receive, file the letter and send a letter of thanks.  All were in favor of the motion.

 

     Memo from Keith Hogle, Housing Inspector, regarding written complaint of violation of a landlord as per Section 17 of the Landlord Licensing Ordinance.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Housing Inspector Hogle will keep Council up to date on the above matter.

 

     Received Person-To-Person Transfer Application for a Plenary Retail   Distribution License from N. Kurt Mehta, Esquire, regarding Hany’s Liquors #0814-44-007-005.  Haynes moved and Hamilton seconded to receive, file the application and turn the application over to the Police Department for investigation and recommendation.  All were in favor of the motion.

 

     Letter from George R. Hyatt, Jr., United States Department of Agriculture Rural Development, regarding Water Storage Tank – Request for Eligibility   Determination.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion. 

 

     Letter from Gerard Velazquez, III, Triad Associates, regarding Contract for   Professional Services – Final Application, USDA Funding.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #58.09:  RESOLUTION AUTHORIZING TRIAD ASSOCIATES TO PREPARE THE FINAL APPLICATION FOR USDA FUNDING UNDER THE WATER & WASTE DISPOSAL GRANT PROGRAM AND EXECUTE CONTRACT.  Haynes moved and Hamilton seconded to adopt R. #58.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Received Gloucester, Salem, Cumberland Counties Joint Insurance Fund – Annual Breakfast Awards:

 

1.    2008 Safety Incentive Program – Silver Qualifier 2008

2.    Certificate of Achievement In recognition of Outstanding Performance by the Employees and Volunteers of the Borough of Paulsboro Whose Lose Ratio Average from 2005-2007 Beat the JIF’s Three-Year Loss Ratio Average

3.    Certificate of Achievement in Recognition of Outstanding Performance by the Employees of Borough of Paulsboro for Using 100% of the Available Transitional Duty Days in 2008

4.    Certificate of Achievement in Recognition of Outstanding Performance by the Employees of Borough of Paulsboro Whose Efforts Resulted in Outstanding Claims Reporting in 2008.

 

     Haynes moved and Hamilton seconded to receive, file awards and send a letter of thanks to all employees involved.  All were in favor of the motion.

 

     Letter from Mabel Warrington, 57 Roosevelt Street, requesting a handicap sign or yellow paint.  Haynes moved and Hamilton seconded to receive, file the letter and turn this item over to the Police Department for review and recommendation.  All were in favor of the motion.

 

     Memo from Chief F. Grogan regarding authorization to hire records clerk.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #59.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO APPOINTING A PART TIME POLICE RECORDS CLERK FOR THE BOROUGH OF PAULSBORO POLICE DEPARTMENT.  Haynes moved and Hamilton seconded to adopt R. #59.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Mayor Burzichelli stated there was a vacancy on the Environmental Commission and he recommends appointing William Gibison to the Commission. 

 

     Haynes moved and Hamilton seconded to appoint William Gibison to the Environmental Commission.  All were in favor of the motion.

 

     Councilwoman Tedeski stated that Municipal Alliance fell into her lap last year and if Councilman Kidd wanted to be a part of it or run it then it was okay by her.  The funds get dispersed through a lot of different projects.

 

     Councilwoman Tedeski thanked Borough Foreman Tinder, Housing Inspector Hogle and Administrator Salvatore for working diligently in getting the property at 276 West Buck Street cleaned up and working towards condemnation.

 

     Councilwoman Tedeski thanked Mr. Gibison for his cooperation in the process in the rescue of Chris Pettit.

 

     Councilman Kidd discussed the Municipal Alliance.  There was a steering committee and he was taken off of it.  He suggested Council chairs’ are informed of their positions.  The Municipal Alliance used to be part of the Community Betterment Committee and also the Recreation Committee.

 

     Councilman Giovannitti stated in regards to the Municipal Alliance that Councilwoman Tedeski, Councilman Morina and himself met with Mary Beth Monroe from the Gloucester County Alliance Program.

 

     Councilman Giovannitti recognized Housing Inspector Keith Hogle as present at the meeting.

 

     Councilman Giovannitti stated he is looking into consolidating the Construction Office and bringing more into the office to save money.

 

     Councilman Giovannitti thanked Borough Foreman Tinder, Water and Sewer Superintendent Daly and their employees for a great job in clearing the streets of snow.  He “tipped his hat off to them” for a job well done.

 

     Councilman Giovannitti thanked the Police Department for their response in the John Grelli matter.

 

     Council President Haynes thanked the Highway Department for the job they did in clearing the streets.  It was appreciated.

 

     Council President Haynes thanked Mr. Gibison for the support and his contributions to his niece and nephew on the rescue of their son.

 

     Councilman Hamilton wanted to say to the residents that the Borough does supply the best rate of service with the cost at a minimum.  He asked the residents to bear with Mayor and Council and to keep their heads up.

 

     Mayor Burzichelli thanked everyone for coming to the meeting.  The Mayor and Council will be talking about the budget next and he is aware that people are paying more than they can afford in taxes.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:52 p.m.  All were in favor of the motion.
