WORK SESSION MEETING
Council Chamber:
Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.
Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina (arrived at 7:05 p.m.), Tedeski.
Mayor Burzichelli called the meeting to order.
Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.
Mayor Burzichelli opened the floor to the public.
There wasn’t any public participation.
Minutes of a Regular Meeting held on March 4, 2008 at 7:00 p.m. Haynes moved and Hamilton seconded to receive, file and adopt the above minutes. All were in favor of the motion.
R. #57.08: RESOLUTION PROVIDING FOR THE TRANSFER OF FUNDS IN THE 2007 BUDGET RESERVE
ACCOUNTS. Haynes moved and Hamilton seconded to
adopt R. #57.08. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Tedeski. Nays: None. Motion
carried.
R. #59.08: RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2007 RESERVE ACCOUNTS. Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #59.08. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
R. #60.08: RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2008 TEMPORARY BUDGET. Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #60.08. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
R. #61.08: RESOLUTION AUTHORIZING THE FILING OF 2007 RECYCLING TONNAGE GRANT BY THE BOROUGH OF PAULSBORO. Haynes moved and Hamilton seconded to adopt R. #61.08. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding update on QPA, S-770. Haynes moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Letter from Mark R. Brunermer, Sickels & Associates, Inc., regarding Well No. 7 Filter Project. (Also see attached letter from Administrator Salvatore also regarding Well #7 dated May 9, 2005 prior to under drain installation.) Haynes moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Administrator Salvatore explained the above letters. He stated the well was reconstructed in 2005 and he raised some questions and concerns to Remington and Vernick at that time but they never responded.
Memo from Warren Adams and Phil Scott, Paulsboro Raiders Travel Baseball U12 Coaching Staff, regarding Loudenslager Field usage. Haynes moved and Hamilton seconded to receive, file the memo and grant them permission. All were in favor of the motion.
Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding Budget cuts more action needed. Haynes moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Memo from Administrator John Salvatore regarding Hearing Officer Appointment. Haynes moved and Hamilton seconded to receive and file the memo. All were in favor of the motion.
R. #62.08: RESOLUTION AUTHORIZING THE BARNETT E. HOFFMAN, ESQ. AS THE
HEARING OFFICER IN A POLICE DEPARTMENT MATTER UNDER THE NON-FAIR AND OPEN
PROCESS. Haynes moved and Hamilton seconded to adopt
R. #62.08. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays:
None. Motion carried.
Administrator Salvatore discussed the introduction of the salary
ordinance. It would include the AFSCME
employees as well as the non-union employees for the years 2006, 2007 and 2008.
INTRODUCTION AND FIRST READING:
O. #04.08: AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT SALARY ORDINANCE OF THE BOROUGH OF PAULSBORO. Haynes moved and Hamilton seconded to adopt O. #04.08 on introduction and first reading and schedule the second reading and public hearing on April 1, 2008. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
Councilman Giovannitti discussed putting speed humps on Mantua Avenue.
Council President Haynes stated he can get a template from the County. The Borough may not need any engineering. He thought the cost to install the speed humps would be $4,000 per hump. He stated he would get the information for Councilman Giovannitti.
Mayor Burzichelli suggested Councilman Giovannitti also discuss this matter with the Chief.
Haynes moved and Hamilton seconded to authorize Borough Foreman Tinder to meet with the Police Department and research other towns and come back with a report to Mayor and Council. All were in favor of the motion.
Councilman Giovannitti discussed hiring a part time Housing Inspector. He recommended the name of Gerardo Batista.
At this time, 7:25 p.m., Council President Haynes left to due an emergency at home.
R. #63.08: RESOLUTION PROVIDING FOR THE APPOINTMENT OF GERARDO BATISTA AS PART TIME HOUSING INSPECTOR. Kidd moved and Tedeski seconded to adopt R. #63.08. Roll call: Ayes: Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
Administrator Salvatore discussed the RCA Administrator Ordinance. He will turn over the sample copy to Solicitor Pierson to review and have ready to introduce at the next meeting.
Police Chief Ridinger gave his monthly report. He stated things have slowed down and there wasn’t anything new. There are still old issues such as fighting going on at the High School.
Councilman Morina stated the fighting is hard to control when the kids leave the school. In the school, the fighting is controlled. There are six kids that are constant problems. There are programs out there for the girls but they don’t want to get involved. There is a program at the High School and there is a program at the Boys and Girls Club.
There was further discussion regarding the fighting at the High School.
Chief Ridinger stated that the Department does miss having the Special Resource Officer who worked at the High School.
Mayor Burzichelli stated there is a school funding formula that will include security. The monies are coming.
Mayor and Council and Chief Ridinger discussed the robberies at the Heritages’ stores.
R. #64.08: RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO. Morina moved and Hamilton seconded to adopt R. #64.08. Roll call: Ayes: Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
Mayor and Council recessed at 7:43 p.m.
Mayor and Council went into Executive Session at 7:45 p.m. to discuss personnel and pending litigation.
During the Executive Session Meeting, Council President Haynes returned to the meeting at 8:03 p.m.
Haynes moved and Tedeski to open the meeting to the public at 8:54 p.m. All were in favor of the motion.
Haynes moved and Hamilton seconded to adjourn the meeting at 8:55 p.m. All were in favor of the motion.
