WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina as he was excused.  

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     Shirley Chandler, 1014 Spruce Street, discussed how terrible her street has become with people selling their wares, kids running up and down, etc.  When she calls 911 the dispatchers are terrible.  She did not want to go through this again this summer.  She felt it was a hassle to call the police.  She doesn’t think the officer ever came out.

 

     Chief Grogan explained how dispatch works and stated he will find out what the problem with the dispatchers is and if an officer was ever dispatched.

 

     Ann Good, 1101 Spruce Street, also reiterated the problems on her street as well as the pit bull dogs that at least 15-20 people have when they are out.  Some of the dogs aren’t even on leashes.  The trash is terrible on that street and people are selling their wares in that vicinity.

 

     Mayor Burzichelli stated he would find the dogs intimidating.

 

     Dot Hardy, 100 West Jefferson Street, also reiterated these problems and stated what Mrs. Chandler and Mrs. Good is stating is absolutely true.  It is worse than it’s ever been.  Council doesn’t realize as they don’t live in the area.

 

     There was further discussion regarding these issues in that area and centralized dispatch.

 

     Mayor Burzichelli suggested the residents speak with Chief Grogan and Detective Sergeant Marino as they are present especially about the dogs as that concerns him.

 

     Michael Licciardello, 520 Beacon Avenue, thanked the members of Council who came to the Installation Dinner and the members of the Public Safety Committee in regards to discussing the replacement of some equipment.

 

     Minutes of a Regular Meeting held on March 2, 2010 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and adopt the above minutes.  All were in favor of the motion.

 

     R. #56.10:  RESOLUTION PROVIDING FOR THE TRANSFER OF FUNDS IN THE 2009 BUDGET RESERVE ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #56.10. Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #57.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #57.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #58.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING FINAL PAYMENT TO AMERICAN ASPHALT COMPANY, INC. AND ACCEPTING THE PROJECT KNOWN AS BILLINGS AVENUE – PHASES I & II.  Haynes moved and Hamilton seconded to adopt R. #58.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #59.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO      ESTABLISHING CHARITABLE CLOTHING BIN ENFORCEMENT. 

 

     Mayor Burzichelli stated the Resolution hasn’t been prepared yet, therefore, it will be placed on hold until such time.

 

     R. #60.10:  RESOLUTION TO APPROPRIATE A RESERVE FOR PRELIMINARY EXPENSES OUT OF THE CAPITAL IMPROVEMENT      FUND OF THE WATER AND SEWER UTILITY CAPITAL FUND OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt

R. #60.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

     SECOND READING AND PUBLIC HEARING:

   

    O. #04.10:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 61A “STORM SEWER SYSTEM” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #04.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #05.10:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 61A “STORM SEWER SYSTEM” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

    

     Haynes moved and Hamilton seconded to adopt O. #05.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Salim T. Mikhael, New Jersey Department of Transportation,       regarding Paulsboro Pedestrian Streetscape, Phase 2 – Central Business District from Delaware Street to Broad Street.  Haynes moved and Hamilton seconded to receive and file the letter.

 

     Councilwoman Tedeski questioned the street lights and if the Borough could ask for certain fixtures.

 

     Administrator Salvatore stated the Borough would not be ordering the lights until the bid is awarded during the construction phase.  He further stated the lights would have to look like the ten (10) that have already been installed.

 

     All were in favor of the above motion.

 

      R. #61.10:  RESOLUTION AUTHORIZING EXECUTION OF AN ARRA      TRANSPORTATION ENHANCEMENT AGREEMENT FOR THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #61.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Memo from Administrator John S. Salvatore regarding Antennae Bids Standpipe.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     Administrator Salvatore explained that there weren’t any bids received for the above project.

 

     Letter from Tax Collector Barbara A. Sockwell regarding uncollectible taxes.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Received Amusement Games Applications from the following (all inspections have been completed):

 

     Woodbury Moose Lodge 2585

     Greater Paulsboro Elks Lodge 575

     Frank’s Pub

     Billingsport Spirits

 

     Haynes moved and Hamilton seconded to receive, file and approve the above Amusement Games Licenses.  All were in favor of the motion except Haynes recused himself from the Woodbury Moose Lodge 2585. 

 

     Letter from Paulsboro Little League requesting permission to hold their annual Opening Day Parade on April 10, 2010.  Haynes moved and Hamilton seconded to receive, file the letter, approve their request and notify the proper departments.  All were in favor of the motion.

 

     Mayor and Council discussed Ordinance No. 03.10 entitled, “An Ordinance of the Borough of Paulsboro Amending of the Code of the Borough of Paulsboro, County of Gloucester, State of New Jersey Providing for Regulations Governing Snow Emergency No Parking”. 

 

     Chief Grogan discussed the notification component to the residents and that some people will ignore the notification.

 

     Mayor Burzichelli stated the Borough has to be able to get the cars off the street to remove the snow.

 

     Councilman Giovannitti stated the cars have to be off the streets for the Street and Highway Department employees to plow as well as for their safety.  He further stated something had to be done.

 

     Solicitor DeTitto suggested implementing a small fine at first.

 

     Mayor Burzichelli stated the fine should not include any jail time.  He suggested the Solicitor re-draft the Ordinance and Council will take it up at the next Work Session Meeting.

 

     Administrator Salvatore discussed the Triad Associates, the USDA – Rural Development Pre-Application/Application Services.

 

     Mayor Burzichelli suggested authorizing the Administrator to approve, finalize and execute the Pre-Application/Application Services agreement.

 

     Giovannitti moved and Hamilton seconded to authorize Administrator Salvatore to approve, finalize and execute the Application Services agreement.  All were in favor of the motion.

 

     Chief Grogan stated the Police Department will try to improve on notifying every one of events when they occur.

 

     Chief Grogan stated the Police Administration has spent 30-35 hours conducting interviews for the grant.  He has narrowed it down to the final four.  He will make the recommendation on whom to hire contingent on receiving a “fit for duty” from both the physical and psychological evaluations.

 

     Mayor Burzichelli stated the Council has agreed to hire an officer through this grant.  The Governor will be giving his budget speech tomorrow and it is decision making time.  The name will be brought forth in Executive Session.

 

     Chief Grogan stated he has assigned an Officer to the area of the streets in question.  There are a lot of calls and they are dealing with a lot of things.

 

     Councilwoman Tedeski questioned where the people are coming from.

 

     Chief Grogan stated they are mostly from town but that it is a mix of people.

 

     Councilman Hamilton stated that when they do come to town, they park on Broad Street and walk to the area in question.

 

     R. #62.10:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #62.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     This Executive Session was called to discuss potential litigation in regards to a potential default of a contract awarded under the Public Bidding and Contract laws, Special Legal Counsel and employment personnel.

 

     At this time, 6:05 p.m., Mayor and Council went into Executive Session.

 

     Giovannitti moved and Hamilton seconded to open the Executive Session meeting at 6:43 p.m. All were in favor of the motion.

 

     R. #63.10:  RESOLUTION AUTHORIZING THE BOROUGH OF PAULSBORO TO EXTEND AN OFFER OF EMPLOYMENT TO MICHAEL A. BIELSKI AS A PROBATIONARY POLICE OFFICER PENDING THE SATISFACTORY COMPLETION OF EMPLOYMENT PREREQUISITES.   Haynes moved and Tedeski seconded to adopt R. #63.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Tedeski.  Nays:  Kidd.  Motion carried.

 

     R. #64.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO APPOINTING LABOR COUNSEL AND AUTHORIZING AN AGREEMENT FOR PROFESSIONAL SERVICES WITH BARKER & SCOTT.  Haynes moved and Hamilton seconded to adopt R. #64.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.    

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 6:45 p.m.  All were in favor of the motion.
