Stevenson, the Board&#8217;s Planner, of Remington and <span class=3DSpellE=

presented an overview of the 2006 Re-Examination of the Borough&#8217;s Mas=
ter
Plan which was adopted in December of 1998.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The purpose of this review is to s=
ee how
problems and objectives have been addressed, discuss if there should be any
changes to the goals and objectives, making recommendations to modification=
s to
the Master Plan.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span><o:p><=
/o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>Mr.
Stevenson indicated that he did make a presentation on this in <span
class=3DGramE>2006,</span> however it was requested by the Board to allow t=
ime to
review the report and the act on it at a later date.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>Mr.
Stevenson indicated that there have been significant changes to the Borough
with Redevelopment in several locations, specifically, the Port Development,
Interchange 18, and other areas.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>As to
major problems and objectives, the Borough was looking at a serious decline=
 due
to the shift in Petro-Chemical sites and a decline in <st1:Street w:st=3D"o=
n"><st1:address
 w:st=3D"on">Delaware Street</st1:address></st1:Street>. As to neighborhood
preservation, a large percentage of older homes have had improvements.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Properties have been acquired and
demolished under the Redevelopment plan. <o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>The
creation of the marina industrial use was one way to address the shift from=
 the
petro-<span class=3DGramE>chemical<span style=3D'mso-spacerun:yes'>&nbsp;
</span>plants</span>, coming up with an alternate commercial alternative. <=
o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>As to
the downtown commercial area, the 1998 Master Plan stated that you cannot h=
ave
a business on a bottom floor.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>This
is incorrect and that needs to be addressed.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>There
are Third Round Rules in Affordable Housing to be implemented or the Plan
amended to show a higher number of affordable housing.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>The
zoning for the area on <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Bro=
ad
  Street</st1:address></st1:Street> from <st1:Street w:st=3D"on"><st1:addre=
ss
 w:st=3D"on">Elizabeth Avenue</st1:address></st1:Street> to <st1:Street w:s=
t=3D"on"><st1:address
 w:st=3D"on"><span class=3DSpellE>Billingsport</span> Road</st1:address></s=
t1:Street>
which is recommended to be CH (<st1:Street w:st=3D"on"><st1:address w:st=3D=
"on">Commercial
  Highway</st1:address></st1:Street>) should be addressed for residences to
become pre-existing non-conforming uses. <o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>The State
of New Jersey Department of Environmental Protection has implemented <span
class=3DSpellE>Stormwater</span> Management regulations which should be dea=
lt
with.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:"Shruti","sans-serif"'><span
style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span=
>The
following recommendations should be reviewed:<o:p></o:p></span></p>

Elements &#8211; Due to several redevelopment studies and redevelopment are=

Commercial Highway district should be revised to determine if single family
