The
Reorganization meeting of the Land Use Board of the Borough of Paulsboro was
called to order by the Solicitor, John Alice, on January 11, 2010 at
approximately 7:00 p.m.
Open
Public Meetings Act was read by John Alice, Esquire, Solicitor.
The
Board saluted the flag with the Pledge of Allegiance

MINOR SITE PLAN Classic Realty Holdings, LLC – App.

An
application was submitted by Classic Realty Holdings, LLC for a minor site =
plan
for property known as
The
applicant is requesting a change in use of the Warehouse to a Classic Car S=
howroom. The property is mostly commercial =
with
the rear portion being residential.
Gene
Taylor testified as follows:
1. He is the owner and the single mem=
ber of
the LLC.
2. He sells high end classic cars =
211;
he also details and cleans the cars. =
3. He has brought business to other
businesses in the area such as for car repairs.
4. He presently has a construction bu=
siness
in Mullica Hill but he is getting out of that business. He is licensed in N=
ew
Jersey for auto sales under another business.
He has to open a site =
in
order to be licensed under his own name.&n=
bsp;
5. There is not much foot traffic to =
the
business – most of his business is done on the internet.
6. The type of services he will perfo=
rm is
sales and detailing there will be no repairs or auto body work.
7. There will be the applicant and one other employee at the site. <= o:p>
8. The proposed hours of operation wi=
ll be
9:00 a.m. to 6:00 p.m. Monday through Saturday.
9. The proposed signage will be minim= um and he will comply with the Ordinance.<= o:p>
10. There is fencing along the rear wh=
ich is
cyclone six foot chain link fence &=
#8211;
and down the side.

sp; 11. No classic cars will be displayed
outside. The display area is =
identified
in the plan.
12. There will be high end security ca=
meras
along the back as well as all along the property. The applicant will agree =
to
allow the Police to view his cameras
if neede=
d for
the public safety.
13. The only trash will be paperwork w=
hich
he will remove and take to his home – there will be no hazardous
materials used at the site. A=
ny
rags used in the detailing
or
cleaning of the vehicles will be taken to his home, washed and brought back=
for
reuse.
14. As to the existing cesspool connec=
tion,
it is his intention to tie into the sewer system and will do so right
away. He plans to disconnect =
and
plug off the existing tie
in
with the neighboring property cesspool.&nb=
sp;
He will tie in the sewer system by either easement with a neighboring
gas station or under the State Highway.
15. He proposes no additional lighting =
to the
site
Exhibits
were presented, specifically A-1 through A-7 showing improvements already m=
ade
to the property.
Henry
Haley, Engineer for the applicant testified as follows: 1. He is a Professional Engineer lice=
nsed
with the State of New Jersey and having been before this Board before and o=
ther
municipal boards and has been accepted as an expert and able to
testify. 2. The side yard on the westerly side=
of
the building is 1.43 feet, and is pre-existing. 3. The front set back is less than 5 =
feet
and the Ordinance requires 20 feet, which is also a pre-existing condition.=
4. The applicant wishes to install a =
canopy
in the front of the building and partly down the side – basically a w=
rap
around canopy, this is for protection of the building and aesthetic purpose=
s. It will be four feet deep, 50 feet=
long
and 10 feet on each side. There will be no impediment to pedestrian traffic=
or
the site angle. 5. Two parking spaces will be to the =
right
of the building for employees. 6. There will be a handicap parking s=
pace. 7. There will be a display area along=
the
easterly side of the building. 8. There will be no increase to the
impervious area – there will be 14 <=
/span>parking
spaces for display purposes and four parking spaces for customers. The
Board’s Engineer asked about the display area lighting – reques=
ts
that the lighting plan show how bright the lights are. Also he needs more detail on=
the
Plan regarding the proposed windows, where they are going where the door wi=
ll
be. It was agreed to be added=
to
the Plan. The
Board’s Engineer requested information about Landscaping Plan. No changes to =
the
existing landscaping is planned. There
were questions as to the proposed overhang – canopy. The Board would like the BoardR=
17;s
Engineer to check the standards and have the applicant show some kind of a
maintenance agreement with respect to the canopy. The
Applicant has agreed to comply with all requests from the Board and the
Board’s Engineer. It is
noted that the Use variance was previously granted to the previous owner;
however the Site Plan was never completed. A
motion was made by Leon Manchester, seconded by Allen Gray to open the meet=
ing
to the public. Roy
Myers was sworn in. He testif=
ied that
he owns the duplex on the right side and wanted to know if there was any way
rain gutters could be installed.
The rain water washes onto his property. The
applicant agreed to install the rain gutters. There
being no other members of the public wishing to speak on this matter, a mot=
ion
was made by Leon Manchester, seconded by James Scott, to close this portion=
of
the meeting to the public. A
motion was made by Leon Manchester, seconded by Rita Kelly to approve the m=
inor
site plan with the use variance and pre-existing conditions contingent upon=
the
applicant complying with all requests of the Board and the Board’s

being no further business, a motion was made by James Scott, seconded by Le=

Manchester, to adjourn the meeting. The meeting was adjourned at approximat=
