SPECIAL MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Special Meeting of Council held on the above date and place.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Hamilton, Kidd, Tedeski.  Absent:   Giovannitti and Morina.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #114.09:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL DISTRIBUTION LICENSE #0814-44-007-005     JIGNASHWIN, INC. T/A HANY’S LIQUORS.  Haynes moved and Hamilton seconded to adopt R. #114.09.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #115.09:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE #0814-33-011-004   LAWRENCE SHACKLOCK ENTERPRISES, INC. T/A THE OFFICE BAR & GRILL.  Haynes moved and Hamilton seconded to adopt R. #115.09 with a six month review.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Erik Biermann, Sickels and Associates, discussed the new water treatment plant.  He just recently got the information on the pilot test that was conducted.  The Borough will have to get rid of iron, manganese, benzene, aluminum and radium.  He discussed how the treatment process would work.  He recommended the reverse modified treatment process.  The current cost estimates went from $4.2 million to $4.7 million.

 

     Administrator Salvatore stated there wasn’t enough engineering money.

 

     Mr. Biermann stated there is a gap of $98,000 to $156,000 that would be needed.

 

     Administrator Salvatore stated Council could amend their Bond Ordinance to increase the amount for this project but he was not prepared to do this at this time.

 

     Mayor Burzichelli thanked Sickels and Associates for coming to the meeting to explain the project.

 

     Administrator Salvatore discussed hiring a part time person to fill the open position in the Borough office.  He has advertised and interviewed two candidates.  He recommended Mary Curtis of 429 Summit Avenue which he felt was the better of the two candidates as she has worked for Harrison Township in the tax office.  Her training could take one month to 1˝ months.  She would be hired for 25 hours per week at the same rate of pay for the position with no benefits, sick time or vacation time with a review in 90 days.

 

     R. #116.09:  RESOLUTION APPOINTING PART TIME SENIOR PAYROLL CLERK IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #116.09.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     There wasn’t any further Special Meeting business.

 

     Haynes moved and Hamilton seconded to adjourn the Special Meeting at 5:34 p.m.  All were in favor of the motion.
