SPECIAL MEETING

Chamber:
Mayor Burzichelli presided at a Special
Work Session Meeting of Council, held on the above date and place.
Members present were: Haynes,
Giovannitti, Hamilton, Kidd, Morina, Tedeski.
Absent: None.
Mayor Burzichelli called the meeting to
order.
Borough Clerk VanScoy read the opening
statement regarding the Open Public Meetings Act.
Mayor Burzichelli opened the floor to the
public.
There wasn’t any public participation.
Administrator Salvatore presented the
2007 Budget and explained what had to be included. The largest appropriation
increases are as follows:
PFRS, Road Project, Salary, Tax Appeals,
Health Insurance, Trash Disposal, CIF, Library, PERS Vehicle Maintenance, HVAC,
Liability Insurance, Debt and Emergency.
The above would amount to a true spending
increase of $440,000.00. This would
amount to a $.03 tax increase that equals $1.484. Not included in this budget would be the Police and Highway
replacements.
Mayor and Council discussed the hiring of
a Police Officer and/or Street and Highway employee and some extra money to the
salaries of the Police Administration.
Mayor Burzichelli felt the salary of the
Emergency Management Coordinator should go to $1,500.00.
Councilman Kidd questioned if the money
was in the budget to raise the salary of the Deputy Registrar to $1,000.00.
Administrator Salvatore stated he has
already put that amount in the budget.
A discussion was held to put money aside
but to take no action for the increase in the rate for the GCIA, an amount of
$10,000 to COAH and the Emergency Management Coordinator’s salary to $1,500.00.

#107.07: RESOLUTION PROVIDING FOR AN EXECUTIVE
SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO. Haynes moved and Hamilton seconded to adopt
R. #107.07. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays:
None. Motion carried.
Mayor and Council went into Executive
Session to discuss contract negotiations and personnel.
Giovannitti moved and Hamilton seconded
to open the meeting to the public at 12:52 p.m. All were in favor of the motion.
Mayor Burzichelli suggested an increase
of six and a half cents.
Consensus of Council was to increase the
tax rate by seven cents.

#108.07: 2007 BUDGET. Haynes moved and Hamilton seconded to adopt
R. #108.07 on
Introduction and schedule the public hearing on July 23, 2007 at 5:00 p.m. Roll call:
Ayes: Haynes, Giovannitti,
Hamilton, Tedeski. Nays: Kidd. Motion carried.
Council President Haynes and Councilman
Hamilton left the meeting at 12:55 p.m.
Administrator Salvatore explained what
the Borough’s future looked like as far as the Budget goes.
Councilman Kidd suggested discussing the
budget earlier next year and sit down at a night meeting to talk about the
budget as long as necessary.
Giovannitti moved and Tedeski seconded to
schedule a Special Meeting for the public hearing on the Budget on July 23,
2007 at 5:00 p.m. Roll call: Ayes:
Giovannitti, Kidd, Morina, Tedeski.
Nays: None. Motion
carried.
There wasn’t any further Borough
business.
Giovannitti moved and Tedeski seconded to
adjourn the meeting at 1:12 p.m. All
were in favor of the motion.
