SPECIAL MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Special Meeting of Council held on the above date and place.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     Mayor Burzichelli gave a general overview of this year’s budget.  At this time, there will be an increase of .20 cents.  The Council is obligated to introduce a budget at this Meeting.  There will be no employee or Governing Body raises in this budget.  Within the .20 cents, there is a 7.7 cent increase due to ratables dropping and 4.5 cents due to the loss of State aid.  Increases are due to legal, health benefits, pension costs and the LOSAP program that the voters approved which cost $56,000. One cent equals $23,948.

 

     The Mayor and Council further discussed how to reduce the amount to be raised.

 

     Administrator Salvatore stated he could cut one cent from the Community Betterment line item, one cent from the Legal fees line item and one cent from the Tax Appeals line item. 

 

     Councilman Giovannitti suggested taking one cent from the Police Overtime line item.

 

     Mayor Burzichelli stated the increase would then cost sixteen cents.

 

     Councilman Giovannitti suggested advertising for a part time Code Officer as the present person is now working weekends for the Police Department.  This person would work with the Solicitor and the Police Department.

 

     Council President Haynes suggested pulling $100,000 from surplus to help reduce the budget.

 

     Mayor Burzichelli suggested Council think about ways to help offset the budget and then come back at a subsequent meeting to discuss further.

 

     There wasn’t any further Special Meeting business.

 

     Giovannitti moved and Hamilton seconded to adjourn the Special Meeting at 6:41 p.m.  All were in favor of the motion.
