REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli opened the floor to the public.

 

     Anthony Bennett, 20 East Buck Street, stated the Borough has to do more for the kids so they aren’t standing on the corner in front of Wally’s or Crown Fried Chicken.  He stated these are good kids but they don’t have anything to do.  He further discussed this issue and gave suggestions to get the kids doing something such as a pool or recreation center and felt the Borough could get money or a donation from Valero to help pay for some kind of recreation.  He further stated he has the time and is willing to give his time to keep kids off the street.

 

     Mayor Burzichelli stated he couldn’t agree with Mr. Bennett more.  He informed Mr. Bennett that Valero has donated to the Boys and Girls Club.  There is always more that could be done and anything that Mr. Bennett could do to help, the Borough will also try to help.

 

     Joyceline Gaines, 231 West Washington Street, commended the maintenance employees for maintaining the empty lot and the property next to her.  She wished to apologize to the Tax Collector as she went “ballistic” because she is paying $4,000 worth of taxes and has to get up at 5:30 a.m. to deal with and clean up trash.  She can’t get relief because she has not owned the property for three years as the deed was not in her name.  She is not happy she will not receive property relief.  She further stated there isn’t any quality of life where she is living.

 

     Linda Pilger, 600 King Street, discussed the property across the street from her.  The owner runs a lawnmower repair business there.  He does his work in the street.  The dogs run loose, which he has two rottweilers and one German shepherd, and the customers will not park in his lot as they are afraid of the dogs.  The customers sit outside in the street and honk their horn or yell until the owner comes out.  He also lives in a trailer on the property illegally.

 

     Mayor Burzichelli informed Mrs. Pilger to contact the Code Officer as there should be some relief she could get.

 

     Michael Pidliskey, 572 Billings Avenue, discussed the street project and the driveway replacements.  He further stated he was promised a neighborhood sign and hasn’t received one.

 

     Mayor Burzichelli stated Mr. Pidliskey should contact the Administrator regarding the street project and contact Barry Corradetti of the Neighborhood Watch Association regarding the sign.

 

     There wasn’t any further public participation.

 

     R. #117.09:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #117.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #118.09:  RESOLUTION PROVIDING FOR ALLOWANCE OF A DISABILITY DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #118.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #119.09:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #119.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #120.09:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE #0814-33-016-009 PPN INVESTMENT CORPORATION T/A ROCKING STONE BAR & GRILL.  Haynes moved and Hamilton seconded to adopt R. #120.09.  Roll call:  Ayes:    Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #121.09:  RESOLUTION OF THE BOROUGH OF PAULSBORO PROVIDING FOR THE APPROVAL OF A PERSON-TO-PERSON TRANSFER OF A PLENARY RETAIL DISTRIBUTION LICENSE #0814-44-007-005 NOW HELD BY JIGNASHWIN, INC. T/A HANY’S LIQUORS TO RINAL AND MANU., INC. T/A HANY’S LIQUORS.  Haynes moved and Hamilton seconded to adopt R. #121.09.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding Supreme Court Rules Open Space Set Asides and Contributions Not Authorized by MLUL. 

 

     Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding Appellate Division Rules Requestor Need Not Use Official OPRA Request Form. 

 

     Haynes moved and Hamilton seconded to receive and file both of the above letters.  All were in favor of the motion.

 

     Memo from Chief F. Grogan regarding background check of Fire Association Fireman Applicant (Ronald John Lewis).  Haynes moved and Hamilton seconded to receive, file the memo and approve the Fireman Application.  All were in favor of the motion.

 

     Letter from Missy Sharper, 256 Buck Street, requesting to block off Buck Street from the parking lot of the CVS through to Pennline Street on July 11, 2009 from 3:00 p.m. to 12:00 a.m. for her daughter’s 21st BBQ/Party.  Mayor Burzichelli stated Council would not be doing anything with this at this meeting.

 

     Memo from Janet V. Byrd, Greater Paulsboro Lodge No. 575 and  Catherine J. Walker Temple No. 353, requesting to block Buck Street from the corner of Buck Street and Pennline Street to the back entrance of the CVS lot.  Haynes moved and Hamilton seconded to receive, file the memo, approve the request and notify the proper departments.  All were in favor of the motion.

 

     Raffle License Application from Paulsboro Day Committee, #RA-531, Off        Premise 50/50 on September 12, 2009 at 4:00 p.m.  Haynes moved and Hamilton seconded to receive, file the application and approve the license.  All were in favor of the motion.

 

     Memo from Marc Kamp regarding Peddler’s Ordinance.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

      OLD BUSINESS:   There wasn’t old business at this time.

 

     Council President Haynes requested that the Chief of Police give a report on his strategy going into the summer months.

 

     Chief Grogan stated every year there are special initiatives such as more patrols and bicycle patrols.  He is going to try to have if not one maybe two officers several times a week in the general area such as Delaware, Buck, Washington, Adams and Pennline Streets.  They are going to concentrate on that area.  He will also have the patrols speak with the residents in that area.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski thanked everyone for coming to the meeting and appreciated their suggestions especially Mr. Bennett.  She stated it is a struggle to get people involved and it is a lot of work.  She suggested residents search out people in their neighborhoods to step up and be a part of the community.  The Borough is constantly looking for people.  She thanked everyone for their help with the Fourth of July Parade especially Marc Kamp, Glenn Roemmich, Councilman Giovannitti and Mayor Burzichelli.  She announced the Borough will be holding their concert series and to check the dates in the newsletter that went out.  She further stated the Paulsboro Day Committee needs help.  They are holding a bus trip to the Resorts and to call Mabel Warrington or Doris Von Der Hayden.  Again, she encouraged everyone to seek out other people.  She was sorry to hear about Mrs. Gaines heartache.

 

     Mayor Burzichelli thanked Councilwoman Tedeski for her help.

 

     Councilman Morina thanked Councilwoman Tedeski and Marc Kamp for the Fourth of July Parade.  He stated the Borough has to enforce the 10:00 p.m. curfew in keeping the kids off the street.  The residents and Council have to work together.  He further stated there is a Committee for Housing and it is making small strides.

 

     Councilman Giovannitti thanked Charles Tinder and the Street and Highway Employees for preparing for the parade.  He stated the concert series starts tomorrow night.  There will be a lot of activities going on such as movie night on September 11th.  He thanked Chief Grogan and Lieutenant Wachter and he congratulated Administrator Salvatore for his 25 years of service.

 

     Councilman Kidd discussed the Recreation Committee versus the Recreation Commission.  It is an inactive Committee.  He stated he hoped the curbing and driveways on Billings Avenue gets straightened out as he remembered it happened on McCorkell Avenue where the driveways were removed and never replaced.  It upsets him when a parent has to come out to a meeting that has teenagers regarding Mr. Bennett.  He further stated he never knew the Borough couldn’t drill farther into the Aquifer for the two wells.  He felt something should be passed at the Borough or State level, challenge the NJDEP and see what happens.

 

     Mayor Burzichelli stated the rules and regulations accessing the aquifer are through the State.  There aren’t any avenues of appeal.  He felt the way the Borough was approaching it is the best way based on the circumstances and have to work through it.

 

     Councilman Kidd hoped Council gets the appointments on the Recreation Committee.

 

     Councilman Hamilton stated he walks early in the morning and sees what the Police Department are doing and he thanked them.  He further stated they do a lot of raiding in the early morning with the County personnel and are doing a good job for the community.  He also stated that residents should please take the time to put trash in its proper place.  He informed the residents that when Casworth, the trash collectors, were collecting trash, there was an explosion and two employees were injured.  The Gloucester County Improvement Authority is holding the Household Special Waste collection at the South Harrison landfill on July 11th and if any resident had any chemical waste to bring it there.  It is free to all residents and please do not put any chemicals in the trash.

 

     Council President Haynes suggested drafting a letter to the religious and civic organizations to see if they have any summer programs for the kids.

 

     Mayor Burzichelli asked the Clerk to remind the churches and organizations to contact the website to put any programs on the calendar.

 

     Mayor Burzichelli stated the Mosquito Commission is spraying the town tonight from 6:00 to 10:00 p.m.

 

     Council President Haynes also stated a resident can contact the Gloucester County Public Works to check for mosquitoes and they will investigate and set traps.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Giovannitti seconded to adjourn the meeting at 8:02 p.m.  All were in favor of the motion.
