REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Regular Meeting of Council held on the above date and place.

 

     Mayor Burzichelli called the meeting to order.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina (excused).

 

     Mayor Burzichelli opened the floor to the public.

 

     Barry Corradetti, 1820 Overbrook Avenue, on behalf of the Neighborhood Watch Association, thanked Mayor and Council and Marc Kamp for the 4th of July Parade.  He further stated they believe the core issue in Paulsboro is rental properties.  They felt there needs to be a decrease in rental properties or a moratorium.  He thought there was a process being done in the Assembly.

 

     Mayor Burzichelli stated there has been an effort in the Assembly but it was unsuccessful.

 

     Mr. Corradetti stated the Borough needed to find a way and it needs to also find a way to get residents more involved such as holding town forums.  He is not seeing “pride in Paulsboro”.  He has asked Mayor and Council to participate in the Neighborhood Watch.  He questioned the community service program in order to pick up the trash in the town.  He further felt the community policing effort could do a better job in getting out into the community and stricter enforcement of the code and violations.  He felt everyone could do a better job and work together more.

 

     Mayor Burzichelli stated Triad Associates is trying to acquire 15 properties for homeownership for the Neighborhood Stabilization program.

 

     Joyceline Gaines, 231 West Washington Street, commended the Police who took care of the situation on Washington Street in the early morning hours.  She thanked Keith Hogle, Administrator Salvatore and the maintenance staff for mowing the grass at Penn Line and Washington Streets to Adams Street.  She questioned if they could cut the grass a little bit further on Penn Line Street.

 

     Mozelle Dansby, Swedesboro Avenue, discussed the street sweeper, curfew as the streets fill up with kids around 10:00 p.m., and he is sick and tired of seeing drug transactions taking place.

 

     Mayor Burzichelli stated the sweeper is not working and the Borough is working on a new deal to obtain a new one as this one has a bad design.  The curfew is 10:00 p.m. and he informed Mr. Dansby to call 911 when he sees the transactions taking place.

 

     Mr. Dansby stated he is afraid to give his name.  He also stated they are walking dogs with no leashes or pooper scoopers.  He further stated the laws need to be enforced.  He discussed a vacant house on Swedesboro Avenue and felt it is time for some action.  He has watched his property value go down and he will go to Trenton to get it done.  He questioned if the trash contractor is being monitored as they throw the trash cans into the street.  He mentioned this is the tenth year he has complained about parking in the back of the Manor.  He thought the owner was required to put something up. 

 

     Mayor Burzichelli stated as to the vacant house, there is no direct line on ownership and it is part of a greater issue.  He answered that the trash contractor is monitored and they have been called about it.  He stated the parking issue was supposed to have been taken care of and he will contact the owner of the Manor tomorrow.

 

     Larry Sheffield, Swedesboro Avenue, also discussed the vacant house on Swedesboro Avenue.

 

     There wasn’t any further public participation.

 

     R. #125.10:  RESOLUTION TO READ 2010 BUDGET BY TITLE ONLY.  Haynes moved and Hamilton seconded to adopt R. #125.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Tedeski.  Nays:  None.  Abstained:  Kidd.  Motion carried.

 

     PUBLIC HEARING at 7:00 p.m. on R. #100.10 the 2010 Budget of the Borough of Paulsboro. 

 

     Mayor Burzichelli stated the Council will hold the public hearing on the 2010 budget but will not be adopting the 2010 budget until the New Jersey Department of Community Affairs has reviewed it.  He stated the Borough will spend $330,000 less than last year.  He explained the increase will be between 14-15 cents.  The increase will be less than $100.00 per year and around $9.00 per month.  One cent equals around $24,000.  The increase will not exceed $10.00 per month.         

 

     Haynes moved and Hamilton seconded to open the meeting to the public for the hearing on the 2010 budget.  All were in favor of the motion.

 

     Cheryl Scott, 1645 Swedesboro Avenue, questioned if she would be able to get a copy.

 

     Mayor Burzichelli stated copies are available in the Borough Clerk’s Office and possible adoption will be held on July 19, 2010.

 

     Barry Corradetti, 1820 Overbrook Avenue, discussed the eight cents the school has raised and he questioned if there were any new ratables.

 

     Mayor Burzichelli stated some new ratables would be the super Wawa and the Hotel but they may not help this year.  He felt under the circumstances, the budget is well managed.  There is hope from the Port but it can’t come fast enough.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     R. #126.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #126.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried. 

 

     R. #127.10:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. 

 

     R. #128.10:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. 

 

     Haynes moved and Hamilton seconded to adopt R. #127.10 and R. #128.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

     R. #129.10:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE WITH BROAD PACKAGE PRIVILEGE #0814-33-010-004 BILLINGSPORT SPIRITS, INC. T/A BILLINGSPORT SPIRITS.  Haynes moved and Hamilton seconded to adopt

R. #129.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #130.10:  RESOLUTION PROVIDING FOR THE RENEWAL OF A PLENARY RETAIL CONSUMPTION LICENSE #0814-33-011-004 LAWRENCE SHACKLOCK ENTERPRISES, INC. T/A THE OFFICE BAR & GRILL. 

 

     The Chief has recommended that conditions be placed upon the license to provide a designated security person working on the property on Thursdays, Fridays and Saturdays from the hours of 10:00 p.m. to 2:00 a.m.

 

     Haynes moved and Hamilton seconded to adopt R. #130.10 with said condition.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #131.10:  RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO AUTHORIZING THE FILING OF AN APPLICATION FOR USDA RURAL DEVELOPMENT FUNDING UNDER THE COMMUNITY INFRASTRUCTURE – LIBRARY INITIATIVE GRANT PROGRAM.  Haynes moved and Hamilton seconded to adopt R. #131.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Gerard Velazquez, Triad Associates, regarding authorization to proceed – Borough of Paulsboro – USDA 2010 Library Initiative.  Haynes moved and Hamilton seconded to receive, file the letter and authorize Triad Associates to proceed with preparing and processing the above referenced grant application.  All were in favor of the motion.

 

     R. #132.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING A PROFESSIONAL SERVICES CONTRACT BETWEEN TRIAD ASSOCIATES AND THE BOROUGH OF PAULSBORO FOR SERVICES ASSOCIATED WITH A USDA FUNDED PROJECT FOR CONSTRUCTION OF A NEW WELL AND WATER TREATMENT FACILITY.  Haynes moved and Hamilton seconded to adopt R. #132.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #133.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING A PROFESSIONAL SERVICES CONTRACT BETWEEN PARKER MCCAY, P.A. AND THE BOROUGH OF PAULSBORO FOR SERVICES ASSOCIATED WITH A USDA FUNDED PROJECT FOR CONSTRUCTION OF A NEW WELL AND WATER TREATMENT FACILITY.  Haynes moved and Hamilton seconded to adopt R. #133.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Willie C. Taylor, U.S. Department of Commerce, regarding EDA approval of $1,541,200 for the construction of a 500,000-gallon, elevated water storage tank.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     R. #134.10:  RESOLUTION FOR BOROUGH OF PAULSBORO ACCEPTING A GRANT FROM THE UNITED STATES DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT ADMINISTRATION (USEDA) IN THE AMOUNT OF $1,541,200 FOR THE CONTRUCTION OF A NEW WATER TOWER AND RELATED SITE WORK.  Haynes moved and Hamilton seconded to adopt R. #134.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

AUTHORIZING TRIAD ASSOCIATES TO ACQUIRE PROPERTIES FOR NEIGHBORHOOD STABILIZATION PROGRAM ACTIVITIES WITHIN THE BOROUGH.  Haynes moved and Hamilton seconded to adopt R. #135.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #09.10:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING OF THE CODE OF THE BOROUGH OF PAULSBORO RESCINDING CHAPTER 31A, CODE OF ETHICS.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #09.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     OLD BUSINESS:  There wasn’t any old business. 

 

     MAYOR AND COUNCIL REPORTS:

 

     Mayor Burzichelli congratulated Councilwoman Tedeski and Marc Kamp on the 4th of July Parade.

 

     Councilwoman Tedeski thanked everyone who came out and helped for the 4th of July Parade.  It was appreciated.

 

     Councilwoman Tedeski stated the Crime Free Housing Committee has been discussing the neighborhood stabilization program.

 

     Councilman Kidd stated there was a letter from the Senior Citizens and the letter should be forwarded to the Street and Highway Department Supervisor.  He felt someone should go and talk to them but first it should be evaluated.

 

     Mayor Burzichelli stated he will have someone look at it.

 

     Councilman Kidd discussed Mr. Hodges letter regarding the use of the baseball field by the Loudenslager School.

 

     Borough Clerk VanScoy stated the event they were requesting was taking place before the Mayor and Council was going to meet.  She was told the property reverted back to the Board of Education.

 

     Councilman Kidd explained this property was part of a Green Acres Grant.

 

     Councilman Kidd requested budget recommendations from anyone who has a budget to have something sent out to him.

 

     Mayor Burzichelli stated Administrator Salvatore has already cut all the budgets.

 

     Councilman Kidd stated everyone better start communicating.

 

     Councilman Giovannitti thanked the Administrator and all department heads for the budget.  The Borough can’t really go any lower without jeopardizing services.  He thanked Marc Kamp and Councilwoman Tedeski for a wonderful 4th of July parade.  He thanked the Chief, Lieutenant and Borough Foreman Tinder for their time and one of the Street and Highway Department employees for cleaning up the litter and this employee also cleans the litter on Delaware Street every day.

 

     Councilman Hamilton thanked everyone who came out for the 4th of July parade.  He stated the Police Department held a drug raid and would like letters sent to all who helped out that day.  He further stated the street sweeper is down and himself and the residents sweep his street.  He gets to speak with a lot of people as he is sweeping the street.

 

     Council President Haynes thanked Administrator Salvatore and Mayor and Council for their work on the budget.  There were a lot of tough decisions made.  He also thanked everyone involved in the 4th of July parade.

 

     Mayor Burzichelli stated the adoption of the budget may be at the next Work Session Meeting.  He reiterated to the public that if there are any police issues to call 911.

 

     There wasn’t any further Borough business at this time.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 8:23 p.m.  All were in favor of the motion.
