WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina.  

 

     Mayor Burzichelli called the meeting to order.

 

     Mayor Burzichelli read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #136.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #136.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried. 

 

     R. #137.10:  RESOLUTION OF APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A GRANT AGREEMENT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR THE RECONSTRUCTION OF BILLINGS AVENUE PHASE IV PROJECT.  Haynes moved and Hamilton seconded to adopt R. #137.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #138.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING FORECLOSURE UNDER THE IN REM TAX FORECLOSURE ACT OF 1948 AS AMENDED, AND ESTABLISHING THE TAX FORECLOSURE LIST OF LIENS TO BE FORECLOSED UPON.  Haynes moved and Hamilton seconded to adopt R. #138.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

    

 

 

     R. #139.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO APPOINTING SICKELS AND ASSOCIATES FOR ARCHITECTURAL AND ENGINEERING SERVICES RELATED TO THE CONSTRUCTION OF A NEW WATER TANK FOR THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #139.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #140.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO APPOINTING SICKELS AND ASSOCIATES FOR ADDITIONAL ENGINEERING SERVICES RELATED TO THE CONSTRUCTION OF A NEW WATER TREATMENT PLANT FOR THE BOROUGH OF PAULSBORO.  Haynes moved and Giovannitti seconded to adopt R. #140.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #141.10:  RESOLUTION AUTHORIZING EMERGENT REPAIRS LOCATED AT FOURTH STREET AND BILLINGS AVENUE IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt

R. #141.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #142.10:  RESOLUTION PROVIDING FOR THE PROCEDURE TO PROCESS BILL PAYMENTS FOR THE MONTH OF AUGUST FOR THE BOROUGH OF PAULSBORO.

 

     Councilman Kidd stated Council should have meetings in August.

 

     Mayor Burzichelli stated it was not necessary and it has been working out well. 

 

     Haynes moved and Hamilton seconded to adopt R. #142.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Tedeski.  Nays:  Kidd.  Motion carried.

 

     Letter from Anna Docimo, Gloucester County Department of Health and Senior Services, requesting to provide the Shuttle Bus to Transport the Paulsboro Senior Citizens to the annual Senior Citizen Picnic on September 8, 2010 (rain date September 9th) at Redbank Battlefield in National Park beginning at 11:00 a.m. to 3:00 p.m.  Haynes moved and Hamilton seconded to receive, file the letter and approve the request.  All were in favor of the motion.

 

     Discussion with Erik Biermann and Mark Brunermer of Sickels & Associates and John Daly, Water and Sewer Superintendent, regarding the Compliance Evaluation and Assistance Inspection Report.  The water meters were installed 17 years ago but never switched over to reading the meters.  The batteries are dead and it would be cost prohibitive to replace the meters.  It would cost just over $900,000 to upgrade the meters.

 

     Mayor Burzichelli stated the Administrator recommends the meters are read manually.  There is an urgency and the Borough has to respond.  He suggested a letter is sent to the State mentioning the Council is reviewing the restructuring rates for commercial, it would be a financial hardship but it is the Borough’s intent to comply.  He asked Council President Haynes to take ownership of this matter.

 

     Council President Haynes suggested giving the initial response and then he will know more.

 

     Mayor Burzichelli authorized the Solicitor and the Engineer to work together to draft a letter to NJDEP.

 

     Mayor Burzichelli asked Lieutenant Wachter for a Police report.

 

     Lieutenant Wachter stated the police are still busy on the streets.  The manpower is doing okay.

 

     Mayor Burzichelli stated Senate President/Freeholder Director Sweeney will be at the WIC Building for a ribbon cutting ceremony at 12:30 p.m. tomorrow.

 

     Mayor Burzichelli stated he has spoke with the Administrator’s brother and it appears his wife continues to make progress.

 

     Councilman Kidd stated the Fire Chief used to give fire reports.

 

     Mayor Burzichelli asked Councilman Hamilton to have Fire Chief Licciardello give fire reports.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Giovannitti seconded to adjourn the meeting at 5:41 p.m.  All were in favor of the motion.
