ANNUAL REORGANIZATION AND

REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the annual reorganization and first regular meeting of Council held on the above date and place.

 

     The opening prayer was given by Mayor Burzichelli who recited “Harry Truman’s Prayer”.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order and asked Borough Clerk VanScoy to read the opening statement regarding the Open Public Meetings Act.

 

     Judge Christine Allen-Jackson officiated the Swearing In of Joe L. Kidd as Councilperson.

 

     Councilman Kidd introduced his family:  His son Joe, Jr. and his wife Tracy, his daughter Dawn, his wife Natalie and his niece Roslyn.  He thanked everyone for coming and thanked the residents who supported him and Councilman Morina.  He stated 2009 is going to be a rough year on the taxpayers.  Mayor and Council has to look closely at the finances of the Borough.

 

    Senator Steve Sweeney officiated the Swearing In of Paul Morina as Councilperson.

 

     Councilman Morina recognized and thanked Senator/Gloucester County Freeholder Director Steve Sweeney, his brother who is the Sheriff, Carmel Morina, his wife and three children.  He stated the Borough has to keep fighting and pushing and thanked the residents for their support.

 

     Mayor Burzichelli thanked Senator Sweeney for his support of Paulsboro and the Borough couldn’t have a better friend.

 

     Senator Sweeney stated Paulsboro is a tough little town.  The Port of Paulsboro will be moving dirt in September or October.  It will help to recreate this community.  2009 is going to be bad but he can see a light at the end of the tunnel.  Paulsboro will bounce back.

 

     Mayor Burzichelli recognized Dr. Warren Wallace, Gloucester County Freeholder.

 

     Freeholder Wallace stated he was very excited about the Port as it will help Paulsboro and its residents.

 

     Mayor Burzichelli recognized Frank Di Marco, Councilmember in Deptford and Gloucester County Freeholder.

 

     Freeholder DiMarco stated he was pleased to be here in Paulsboro, thanked everyone and wished everyone a happy and healthy New Year.

 

     Mayor Burzichelli recognized the Borough Solicitor, Michael Angelini who is also the Chairman of the Democrat Committee. 

 

     Michael Angelini congratulated Councilmen Kidd and Morina.  He looks forward to working with Paulsboro and it has been since 1986 that he has been the Borough Solicitor.  He appreciated being recognized and felt Mayor Burzichelli is a great Mayor.  He wished everyone a happy, healthy and safe New Year.

 

     Mayor Burzichelli recognized Sheriff Carmel Morina.

 

     Sheriff Carmel Morina congratulated Councilmen Kidd and Morina.  He stated it felt good to “come home”.  He wished Mayor and Council a lot of luck and anything the county can do, he will work with them.

 

     Members present were: Giovannitti, Hamilton, Haynes, Kidd, Morina, Tedeski.

 

     Election of President of Council:

 

     Councilman Hamilton nominated Larry Haynes, Sr. as President of Council.    Hamilton moved and Giovannitti seconded the nomination. Roll call:  Ayes:  Giovannitti, Hamilton, Haynes, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Council President Haynes thanked the members of Council for allowing him to serve as Council President.

 

     Mayor Burzichelli recognized Dan Dalton, Borough Insurance Agent, Mark Brunermer from Sickels and Associates and Melanie Adamson from Remington and Vernick Engineers.

 

     Mayor Burzichelli opened the meeting to the public.

 

     Barry Corradetti, 1820 Overbrook Avenue, reiterated what Senator Sweeney stated about the Port.  He is concerned about the crime.  He hopes the Borough uses the money from the Port to help divert crime and if the money was going into the Borough’s coffers at this time. 

 

     Mayor Burzichelli stated the PILOT money of $500,000 is going into the Borough’s coffers.

 

     Mr. Corradetti questioned if the Borough is looking as bad as last year with the taxes.

 

     Mayor Burzichelli stated he wanted to say that it isn’t as bad but he couldn’t say.

 

     Mr. Corradetti congratulated Councilmen Kidd and Morina.

 

     Patrick Schubert, 117 East Washington Street, read a statement in which he complained about the property taxes in Paulsboro and also complained about various other conditions and issues in town.

 

     Mayor Burzichelli stated he couldn’t disagree with Mr. Schubert more.

 

     Joyceline Gaines, 231 West Washington Street, congratulated Councilmen Kidd and Morina.  She stated the Borough needs to clean up the streets, remove vagrancy and the Police Department needs to do.  The Landlord Licensing Hearing needs to be in the works as people convene there and she needs the individuals removed.   

 

     There wasn’t any further public participation.

     Minutes of a Work Session Meeting held on December 16, 2008 at 7:00 p.m.         Haynes moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

     Mayor Burzichelli stated the above Resolution has to be amended to change the Work Session Meeting of January 20th, 2009 to January 22nd, 2009 at 6:30 p.m. due to the President’s Inauguration.

 

     Haynes moved and Hamilton seconded to adopt R. #02.09 with the amendment.  Roll call:  Ayes:  Giovannitti, Hamilton, Haynes, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli stated a special meeting has to be scheduled to hold the Landlord Licensing Hearing.  He would like to have it scheduled on January 22, 2009 at 5:00 p.m.

     Memo from Chief Frank Grogan regarding on street Handicapped parking   request 332 Greenwich Avenue.  Haynes moved and Hamilton seconded to receive, file the memo and hold this item for the next Work Session Meeting.  All were in favor of the motion.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski wished everyone a Happy New Year.  She congratulated Councilmen Kidd and Morina.  She thanked everyone for their support and continued support.  She further thanked Patrick Schubert and Joyceline Gaines for speaking up as Council needs the eyes and ears of the resident to let Council know what they are doing and not doing.

 

     Councilman Morina wished everyone a Happy New Year.  He congratulated Councilman Kidd and informed Councilman Kidd that it has been a pleasure running with him.  He sees major changes in the next few years.

 

     Councilman Giovannitti congratulated Councilmen Kidd and Morina.  He thanked everyone for being at the meeting as well as the Police Department, Administrator Salvatore and the Department Heads.  He felt Paulsboro is a wonderful community and wonderful families.  The Borough needs everyone’s contribution to help the Borough.  There are a segment of people who are not respectful and do not have pride in this town.

 

     Councilman Kidd wished everyone a Happy New Year.  He congratulated Councilman Morina.  He stated the Borough lost a 17 year old youth on New Year’s Day and asked for a moment of silence.

 

     At this time, there was a moment of silence.

 

     Councilman Kidd discussed Triad and the grants, the appropriate authority for the Police Department, juvenile probation, community service, the front office replacement, ExxonMobil, Council Committee Heads and the Department Head Meetings.  He would like to get feedback to the Mayor and Council from these meetings as it could help in getting grants.  The Borough cannot depend on taxpayer dollars.

 

     Councilman Kidd thanked Councilman Giovannitti for bringing another outfit in regarding Health Insurance.

 

     Councilman Kidd questioned if Resolution No. 08.08 would not be a conflict.

 

     Mayor Burzichelli stated this matter has been researched and it is not a conflict.

 

     Councilman Hamilton congratulated Councilmen Kidd and Morina and Council President Haynes on becoming Council President.

 

     Councilman Hamilton discussed the tragedy in Paulsboro and needs to the residents to keep calling in to the Police Department as it may save a life.  The Mayor and Council needs the help from the community to make sure the residents are safe.

 

     Council President Haynes thanked the Department Heads and the Borough workers as he will be looking to them for suggestions.  He has served for 20 years and no one will find a more committed Governing Body as right now.  He stated no one should ever question them as they are out in the community.  The Council may make mistakes but do not doubt the commitment of the Governing Body.

 

     Mayor Burzichelli stated there will be more information circulating regarding the GAPCAP program “Ready or Not”. 

 

     Mayor Burzichelli wished everyone a Happy New Year.  He thanked the regulars who attend the Council Meetings, there needs to be more resolution on cleaning the streets.  The problem that Council faces is that society has changed but Council will build on the positive.  He is very pleased to live here and he chooses to live here.  It is his 15th year as Mayor.  He felt significant progress has been made.  The budget is faced with corporate greed and the Governing Body will do the very best they can to take the edge off.  If you take the budget away, the year was a great year due to the Port of Paulsboro and the Exit 18 redevelopment.  He thanked everyone for their contributions and asked everyone to look forward.  He asked everyone to stay involved and again wished everyone a Happy New Year.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 6:43 p.m.  All were in favor of the motion.
