ANNUAL REORGANIZATION AND

REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the annual reorganization and first regular meeting of Council held on the above date and place.

 

     The opening prayer was given by Mayor Burzichelli who recited “Harry Truman’s Prayer”.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Gloucester County Freeholder Jean DuBois performed the Swearing In of Larry Haynes, Sr. as a Councilmember.

 

     Mayor Burzichelli performed the Swearing in of Elsie Tedeski as a Councilmember.

 

     Mayor Burzichelli called the meeting to order and asked Borough Clerk VanScoy to read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Giovannitti, Hamilton, Haynes, Kidd, Morina, Tedeski.

 

     Election of President of Council:

 

     Councilman Giovannitti nominated Larry Haynes, Sr. as President of Council.    Giovannitti moved and Hamilton seconded the nomination. Roll call:  Ayes:  Giovannitti, Hamilton, Haynes, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Gloucester County Freeholder Frank DiMarco performed the Swearing In of Larry Haynes, Sr. as Council President.

 

     Mayor Burzichelli opened the meeting to the public.

 

     There wasn’t any public participation.

     Mayor Burzichelli stated the Work Session Meetings will be held on the third Monday of the month at 5:00 p.m.

 

     Councilman Kidd stated it was not discussed with him to change the meeting day and time and he does not agree with it.

     Mayor Burzichelli stated that Resolution #28.10 has to be tabled as there isn’t anyone to appoint to the JIF Alternate Fund Commissioner at this time.

 

     Councilman Kidd stated he would like to vote no on Resolution No. 02.10 as he did not approve of changing the Work Session Meeting dates and R. #08.10 as he felt the position was a conflict of interest.

 

     Haynes moved and Hamilton seconded to adopt Resolution Nos. 01.10 to 37.10 except R. #28.10 as it is tabled and Councilman Kidd nayed R. #’s 02.10 & 08.10.  Motion carried.

     Summary of Reports and copies of Minutes of meetings.  Haynes moved and Hamilton seconded to receive and file the above.  All were in favor of the motion.

 

     Memo from Tina Roman, Assistant Manager for Quality Assurance, Census Bureau, requesting permission to use the Conference or Court Room to operate a Questionnaire Assistance Center from March 19 through April 19, 2010 for 15 hours per week.  Haynes moved and Hamilton seconded to receive, file the memo and grant them permission.  All were in favor of the motion.

 

     Letter from Marc Kamp, Paulsboro Day Committee, regarding Paulsboro Day. 

 

     Councilwoman Tedeski stated a Resolution would be needed to receive the stage from the County for Paulsboro Day.

 

     Haynes moved and Hamilton seconded to receive, file the letter and place the Resolution on the next Work Session Meeting agenda.  All were in favor of the motion.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski stated she is in her tenth year on Council.  She thanked Mayor Burzichelli for swearing her in and thanked her mom and sister, Teresa, for being present and she appreciated the support of all her sisters and brother.  She further thanked the Borough workers especially Administrator Salvatore as well as all the Council members for their support and felt they work well together. 

 

     Council President Haynes stated he is in his eighth term which is 24 years.  He thanked Freeholders DuBois and DiMarco for swearing him in and he thanked his sister, Lorraine, for being present.  He further thanked the residents of Paulsboro for their support as it is truly an honor to serve them.  He thanked his fellow Council members for appointing him to serve again as Council President.  He stated it is going to be a tough year and he appreciates the loyalty and dedication of Council.

 

     Councilman Giovannitti welcomed everyone to the meeting and congratulated Council President Haynes and Councilwoman Tedeski for their swearing in as well as all the experience of Council President Haynes and Councilman Kidd.  He recognized the December activities that were held, thanked former Council President Jeanne Giampola for putting together the Christmas donations and he thanked everyone who assisted with the Christmas Party.

 

     Councilman Giovannitti discussed the 23 inches of snow that the Borough received.  There were some concerns and the Committee met with Water and Sewer Superintendent Daly and Borough Foreman Tinder to address those concerns.  He thanked both of them and told everyone to have a great 2010.

 

     Councilman Morina congratulated Councilwoman Tedeski and Council President Haynes and felt they are outstanding people.

 

     Councilman Morina stated the Community Betterment Christmas Party was held.  He has a list of the people involved and would like to send thank you letters to those individuals.

 

     Morina moved and Haynes seconded to send a letter of thanks to those individuals involved in the Christmas Party.  All were in favor of the motion.

 

     Councilman Morina wished everyone a good 2010.

 

     Councilman Hamilton thanked the Gloucester County Freeholders and the residents for attending this meeting.  He stated it is going to be a very challenging year for everyone and hoped there would be some relief soon.

 

     Councilman Hamilton congratulated Council President Haynes and Councilwoman Tedeski.

 

     Councilman Kidd congratulated Councilwoman Tedeski and Council President Haynes on their re-election and appreciated the Gloucester County Freeholders and residents for being here.

 

     Councilman Kidd stated this year is going to be a rough year.  Council has got to start getting serious especially about community events and Council has got to talk with the Federal representatives as senior citizens are struggling.

 

    

     Mayor Burzichelli congratulated Councilwoman Tedeski and Council President Haynes on being re-elected and further thanked them for their willingness to serve the residents.

 

     Mayor Burzichelli recognized former Council President Jeanne Giampola, Water and Sewer Superintendent John Daly, Borough Foreman Charles Tinder, Fire Chief Michael Licciardello, Chief Frank Grogan, Lieutenant Chris Wachter and Detective Sergeant Vern Marino.

 

     Mayor Burzichelli stated he has great optimism and this year will be challenging but it will be how everyone responds.  He further stated Paulsboro presents great opportunity with the heightened code enforcement, new strategies and the Budget.  He wished everyone a Happy New Year.  He further recognized Administrator John Salvatore and Borough Clerk Kathy VanScoy.  He stated to the residents that he pledged he will do his very best. 

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 6:45 p.m.  All were in favor of the motion.
