WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     Theresa Cooper questioned if the Flood maps have been rezoned.

 

     Mayor Burzichelli stated the Army Corps of Engineers has performed re-evaluations on the Flood zones and there is a new map that takes effect soon.  Ms. Cooper may not be in a flood zone anymore as there were changes to the map.  He suggested Ms. Cooper stop in at Borough Hall and look at the map.

 

     There wasn’t any further public participation.

 

     Minutes of the Reorganization and First Regular Meeting held on January 5,       2010 at 6:00 p.m.  Giovannitti moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     R. #38.10:  RESOLUTION ADOPTING A TEMPORARY BUDGET FOR      THE YEAR 2010.  Giovannitti moved and Hamilton seconded to adopt R. #38.10. Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #39.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2009 RESERVE ACCOUNTS.  Giovannitti moved and Hamilton seconded to pay all bills properly signed and adopt R. #39.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

    

    

     R. #40.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Hamilton moved and Giovannitti seconded to pay all bills properly signed and adopt R. #40.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #41.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO EXERCISING AN EXTENSION OPTION OF AN AGREEMENT BETWEEN THE BOROUGH OF PAULSBORO AND CASWORTH ENTERPRISES, INC. FOR A PERIOD OF ONE YEAR.  Hamilton moved and Tedeski seconded to adopt R. #41.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #42.10:  RESOLUTION ENTERING INTO A SHARED SERVICES AGREEMENT BETWEEN THE GLOUCESTER COUNTY IMPROVEMENT AUTHORITY AND THE BOROUGH OF PAULSBORO REGARDING USAGE OF CERTAIN STAGE UNITS.  Hamilton moved and Giovannitti seconded to adopt R. #42.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     INTRODUCTION AND FIRST READING:

 

     O. #01.10:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 38 “GARBAGE AND RUBBISH” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Hamilton moved and Giovannitti seconded to adopt O. #01.10 on introduction and first reading and schedule the second reading and public hearing on February 2, 2010.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Received Resolution urging the Legislature to amend the Open Public Records Act to address various technical and practical issues.  Giovannitti moved and Hamilton seconded to receive and file the Resolution.  All were in favor of the motion.

 

     R. #43.10:  RESOLUTION URGING THE LEGISLATURE TO AMEND THE OPEN PUBLIC RECORDS ACT TO ADDRESS VARIOUS TECHNICAL AND PRACTICAL ISSUES.  Giovannitti moved and Hamilton seconded to adopt R. #43.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Willie C. Taylor, Regional Director, U.S. Department of Commerce, regarding EDA application. 

 

     Administrator Salvatore explained that this is an attempt to get more funding for the water tower and to prepare a formal application. 

 

     Giovannitti moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor and Council discussed rescheduling the Work Session Meeting in February due to the President’s Day Holiday. 

 

    

 

 

     Giovannitti moved and Hamilton seconded to reschedule the Work Session Meeting in February from Monday, February 15, 2010 at 5:00 p.m. to Tuesday, February 16, 2010 at 7:00 p.m.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Councilman Giovannitti discussed the position of Operator and Maintenance Work Leader.  He stated Bill Virden has been working in this position without the title.  He would like to give Bill Virden the title of Operator and Maintenance Work Leader with no upgrade in pay as it is the same amount of pay in the salary ordinance as he is making now as Highway Maintenance 1st Grade.

 

     R. #44.10:  RESOLUTION UPGRADING WILLIAM VIRDEN IN HIS POSITION AS OPERATOR AND MAINTENANCE WORK LEADER FOR THE BOROUGH OF PAULSBORO.  Hamilton moved and Giovannitti seconded to adopt R. #44.10.

 

     Councilman Kidd questioned if Council could promote someone without a pay raise.

 

     Solicitor DeTitto stated the contract should be looked at to see if there was anything in the contract regarding this.

 

     Haynes moved and Giovannitti seconded to hold adopting the Resolution until Solicitor DeTitto has had a chance to review the contract.  All were in favor of the motion.

 

     Chief Grogan stated the Police Department is in the middle of hiring for the grant.  They have interviewed 39 candidates so far.

 

     Chief Grogan discussed his budget and that he is 10% under his operating budget but the overtime budget continues to rise.  His goal is to not exceed the previous year’s overtime budget.

 

     There wasn’t any further Borough business.

 

    Hamilton moved and Haynes seconded to adjourn the meeting at 7:30 p.m.  All were in favor of the motion.
