Mayor Burzichelli presided at a Work
Session Meeting of Council, held on the above date and place.
Members present were: Haynes, Giovannitti,
Hamilton, Kidd, Morina, Tedeski.
Mayor Burzichelli called the meeting to
order.
Borough Clerk VanScoy read the
opening statement regarding the Open Public Meetings Act.
Mayor Burzichelli opened the floor to the
public.
Theresa Cooper questioned if the Flood
maps have been rezoned.
Mayor Burzichelli stated the Army Corps of
Engineers has performed re-evaluations on the Flood zones and there is a new
map that takes effect soon. Ms. Cooper
may not be in a flood zone anymore as there were changes to the map. He suggested Ms. Cooper stop in at Borough
Hall and look at the map.
There wasn’t any further public
participation.

CASWORTH ENTERPRISES, INC. FOR A PERIOD OF ONE YEAR.

RESOLUTION ENTERING INTO A SHARED SERVICES AGREEMENT BETWEEN THE
INTRODUCTION AND FIRST
O. #01.10:
AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 38 “GARBAGE
AND RUBBISH” OF THE CODE OF THE BOROUGH OF PAULSBORO.
Received Resolution urging the Legislature
to amend the Open Public Records Act to address various technical and practical
issues. Giovannitti moved and
R. #43.10:
RESOLUTION URGING THE LEGISLATURE TO AMEND THE OPEN PUBLIC RECORDS ACT
TO ADDRESS VARIOUS TECHNICAL AND PRACTICAL ISSUES. Giovannitti moved and
Letter from Willie C. Taylor, Regional
Director, U.S. Department of Commerce, regarding EDA application.
Administrator Salvatore explained that
this is an attempt to get more funding for the water tower and to prepare a
formal application.
Giovannitti moved and
Mayor and Council discussed rescheduling
the Work Session Meeting in February due to the President’s Day Holiday.
Giovannitti moved and
Councilman Giovannitti discussed the
position of Operator and Maintenance Work Leader. He stated Bill Virden has been working in
this position without the title. He
would like to give Bill Virden the title of Operator and Maintenance Work
Leader with no upgrade in pay as it is the same amount of pay in the salary
ordinance as he is making now as Highway Maintenance 1st Grade.

#44.10: RESOLUTION UPGRADING WILLIAM
VIRDEN IN HIS POSITION AS OPERATOR AND MAINTENANCE WORK LEADER FOR THE BOROUGH
OF PAULSBORO.
Councilman Kidd questioned if Council
could promote someone without a pay raise.
Solicitor DeTitto
stated the contract should be looked at to see if there was anything in the
contract regarding this.
Haynes moved and Giovannitti seconded to
hold adopting the Resolution until Solicitor DeTitto
has had a chance to review the contract.
All were in favor of the motion.
Chief Grogan stated the Police Department
is in the middle of hiring for the grant.
They have interviewed 39 candidates so far.
Chief Grogan discussed his budget and that
he is 10% under his operating budget but the overtime budget continues to
rise. His goal is to not exceed the
previous year’s overtime budget.
There wasn’t any further Borough business.
