WORK SESSION MEETING
Council
Chamber:
Council President Haynes presided at a Work
Session Meeting of Council, held on the above date and place.
Members present were: Haynes,
Giovannitti, Hamilton, Kidd, Morina, Tedeski.
Absent: Mayor Burzichelli.
Council President Haynes called the
meeting to order.
Borough Clerk VanScoy read the opening
statement regarding the Open Public Meetings Act.
Council President Haynes opened the floor
to the public.
There wasn’t any public participation.
Giovannitti moved and Hamilton seconded
to close the floor to the public. All
were in favor of the motion.

#34.07: RESOLUTION PROVIDING FOR THE
PAYMENT OF THE BILLS OUT OF THE 2006 RESERVE ACCOUNTS. Giovannitti moved and Hamilton seconded to
pay all bills properly signed and adopt R. #34.07. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina,
Tedeski. Nays: None.
Motion carried.

#35.07: RESOLUTION PROVIDING FOR THE
PAYMENT OF THE BILLS OUT OF THE 2007 TEMPORARY BUDGET. Giovannitti moved and Hamilton seconded to
pay all bills properly signed and adopt R. #35.07. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina,
Tedeski. Nays: None.
Motion carried.
Memo from Marc Kamp regarding proposed
revision of Land Use Board “Application Information Packet”. Giovannitti moved and Hamilton seconded to
receive and file the memo. All were in
favor of the motion.
Councilman Kidd suggested highlighting
the new text from the old text in the packet.
Council President Haynes felt it should
go to the Land Use Board for their recommendations.
Administrator Salvatore stated something
more modern is needed as the Borough’s packets are embarrassing and the fees
don’t benefit the Borough.
Administrator Salvatore also discussed
the fees and the escrow for the Land Use Board. He had to step in because the Land Use Board wasn’t doing what
they were supposed to be doing. He will
be meeting with the Land Use Board Attorney and the Board Engineer regarding
the fees that they charge.
Council President Haynes informed the
Administrator to give the Chairman a call and invite him to the meeting.
Haynes moved and Hamilton seconded to
turn the memo over to the Land Use Board for their review and
recommendations. All were in favor of
the motion.
Memo from Chuck Romick, Gloucester
County Planning Director, regarding State Plan Cross Acceptance. Giovannitti moved and Hamilton seconded to
receive and file the memo. All were in
favor of the motion.
There was a discussion regarding the
increase in the Court Recorder rate.
Council President Haynes suggested moving
the rate to $65.00 as per the recommendation of the Court Administrator.
Giovannitti moved and Hamilton seconded
to increase the rate for the Court Recorder to $65.00. All were in favor of the motion.
Councilman Giovannitti discussed uniforms
for the Code Office. He will move
forward when he gets the quotes and will bring it back to Council at the next
meeting.
Councilman Morina gave a status report on
the Code Office Meeting. They have had
two meetings so far. They discussed
permits for landlords and a computer program for code violations.
Administrator Salvatore and Solicitor
Pierson discussed the Non-Pinelands Storm water Control Ordinance.
Administrator Salvatore gave an overview
on the most recent version of the regulations.
Solicitor Pierson as well as the County
recommends adopting the Storm water Control Ordinance.

O. #01.07: STORMWATER CONTROL
ORDINANCE OF THE BOROUGH OF PAULSBORO. Giovannitti moved and Hamilton seconded to
adopt O. #01.07 on first reading and introduction and schedule the second
reading and public hearing on February 20, 2007 at 7:00 p.m. Roll call:
Ayes: Haynes, Giovannitti, Hamilton,
Kidd, Morina, Tedeski. Nays: None.
Motion carried.
Chief Ridinger discussed the situation at
Frank’s Pub. They have been cited by
the NJABC. There is a hearing to be set
and felt it should be kept with the issuing authority but the State stands
ready to hear the issue.
Giovannitti moved and Hamilton seconded
to send this matter to the State to handle the hearing. All were in favor of the motion.
Councilman Hamilton discussed the
Borough’s Ambulance service and the response times it is taken to respond to
emergencies.
Council President Haynes stated the
County is working on regionalization of the EMT Services.
Administrator Salvatore stated the
problem isn’t the Ambulance Association but that there aren’t any certified
personnel.
Giovannitti moved and Hamilton seconded
to adjourn the meeting at 8:26 p.m. All
were in favor of the motion.
