REGULAR MEETING
Council Chamber:
Mayor Burzichelli presided at the regular meeting of Council
held on the above date and place.
Borough Foreman Charles Tinder gave the opening prayer.
Mayor Burzichelli asked all those present to join in the
salute to the flag, which was conducted by Borough Clerk VanScoy.
Mayor Burzichelli called the meeting to order.
Borough Clerk VanScoy read the opening statement regarding the
Open Public Meetings Act.
Members present were: Haynes, Giovannitti, Hamilton, Kidd,
Tedeski. Absent: Morina (excused for school obligations.)
Mayor Burzichelli opened the floor to the public.
Barry Corradetti, 1820 Overbrook Avenue, thanked the Borough for the demolition at 371 West Buck Street. He further discussed condemnation and its procedure.
There wasn’t any further public participation.
Mayor Burzichelli read the Black History Month Proclamation into the record.
Minutes of a Work Session Meeting held on June 20, 2006 at 7:00 p.m. Haynes moved and Hamilton seconded to receive, file and approve the above minutes. All were in favor of the motion.

#36.07: RESOLUTION PROVIDING FOR THE
TRANSFER OF FUNDS IN THE 2006 BUDGET RESERVE ACCOUNTS. Haynes
moved and Hamilton seconded to adopt R. #36.07. Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd,
Tedeski. Nays: None.
Motion carried.
R. #37.07: RESOLUTION PROVIDING FOR THE PAYMENT OF THE
BILLS OUT OF THE 2006 RESERVE ACCOUNTS.
Haynes moved and Hamilton seconded to pay all bills properly signed and
adopt R. #37.07. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Tedeski. Nays: None. Motion
carried.
R. #38.07: RESOLUTION PROVIDING FOR THE PAYMENT OF THE
BILLS OUT OF THE 2007 TEMPORARY BUDGET.
Haynes moved and Hamilton seconded to pay all bills properly signed and
adopt R. #38.07. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Tedeski. Nays: None. Motion
carried.
R. #39.07: RESOLUTION PROVIDING FOR THE CANCELLATION OF
CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. Haynes moved and Hamilton seconded to adopt R. #39.07. Roll call:
Ayes: Haynes, Giovannitti, Hamilton,
Kidd, Tedeski. Nays: None.
Motion carried.
R. #40.07: RESOLUTION AUTHORIZING OPENING A SEPARATE
BANK ACCOUNT FOR THE ESCROW OF THE PACIFIC ATLANTIC TERMINALS, LLC. FOR THE
BOROUGH OF PAULSBORO. Haynes moved
and Giovannitti seconded to adopt R. #40.07.
Roll call: Ayes: Haynes, Giovannitti, Hamilton, Kidd,
Tedeski. Nays: None.
Motion carried.

receive and file. All were in favor of
the motion.
Received Taxi Cab License Renewal Application from Joseph
Bidenti. (Chief Ridinger has approved
this application.) Haynes moved and
Hamilton seconded to receive, file the application and approve the above taxi
cab license. All were in favor of the
motion.
Letter from Seth I. Davenport regarding Mobil Oil Corp. v.
Paulsboro Borough. Haynes moved and
Hamilton seconded to receive, file the letter and turn this letter over to the
Solicitor. All were in favor of the
motion.
Letter from Seth I. Davenport regarding Citgo Petroleum Corp.
v. Borough of Paulsboro. Haynes moved
and Hamilton seconded to receive, file the letter and turn this letter over to
the Solicitor. All were in favor of the
motion.
Received Firemen’s Membership Application to join the
Paulsboro Fire Association from Reinaldo Vazquez. (Chief’s report
attached.) Haynes moved and Hamilton
seconded to receive, file the application and approve the above Firemen’s
Membership application. All were in favor
of the motion.
Letter from Bob Logan, Southwest Council, Inc., regarding
presentation on “The Southwest Council” and its programs. Haynes moved and Hamilton seconded to
receive, file the letter and turn this letter over to the Municipal Drug and
Alcohol Alliance. All were in favor of
the motion.
Letter from William G. Dressel, Jr., New Jersey State League
of Municipalities, regarding Regional Contribution Agreements (RCA) – A-3857
& S-2451. Haynes moved and Hamilton
seconded to receive, file the letter and send a letter of opposition. All were in favor of the motion.
Letter from William G. Dressel, Jr., New Jersey State League
of Municipalities, regarding “Trial Court Strikes Down Sex Offender Residency
Ordinance” (case attached). Haynes
moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.

of Municipalities, regarding Chapter 4 Lazy Bidder Law. Haynes moved and Hamilton seconded to
receive and file the letter. All were
in favor of the motion.
Letter from Lisa Morina, Gloucester County Department of
Economic Development, Division of Housing & Community Development,
regarding Program Year 2007 CDBG Municipal Project Program. Haynes moved and Hamilton seconded to
receive and file the letter. All were
in favor of the motion.
Memo from Lisa Morina, Gloucester County Economic Development,
Division of Housing & Community Development, regarding Urban County
Qualification Process – Participation in the Gloucester County Community Development
Block Grant Program (CDBG) Fiscal Years 2008, 2009, 2010. Haynes moved and Hamilton seconded to
receive and file the memo. All were in
favor of the motion.
MAYOR AND COUNCIL
REPORTS:
Councilwoman Tedeski thanked everyone for coming out for the
meeting on a cold night.
Councilwoman Tedeski congratulated the Chamber of Commerce for
a successful “Business Night Out” and they are celebrating their 85th
anniversary. They will be honoring
their anniversary during Paulsboro Day.
Councilman Kidd questioned the status on the Neighborhood
Preservation Program.
Mayor Burzichelli stated it is still moving and it would be
the last year for the program.
Councilman Giovannitti thanked Borough Foreman Tinder and
Water and Sewer Superintendent Daly for the recycling project. He appreciated their efforts.
Councilman Giovannitti stated there is a Code Office meeting
once a month. He felt the Office could
use more help.
Council President Haynes stated he did not have a report but he
wanted to thank the Borough workers for the great job with recycling.
Councilman Hamilton congratulated the new members to the
Ambulance Squad and Fire Departments.
Councilman Hamilton stated the school is having a program with
the kids on trash and recycling.
Mayor Burzichelli stated the effort made by the municipal
family with recycling has been appreciated and he is very grateful.
Giovannitti moved and Hamilton seconded to adjourn the meeting at 7:25 p.m. All were in favor of the motion.
