REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer as the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  None.

 

     Mayor Burzichelli opened the floor to the public.

 

     Barry Corradetti, 1820 Overbrook Avenue, stated he was relieved to see the squatter was removed from 244 West Washington Street and he thanked Detective Sergeant Marino for his assistance in the removal.

 

     Mr. Corradetti also questioned the status of the Paulsboro Plaza and the lighting at the Plaza.

 

     Mayor Burzichelli stated the Paulsboro Plaza is private property and the parking lot is a common area for the renters.  The renters should get on the Landlord to get the lights on.  Furthermore, the status of the Paulsboro Plaza is they have received preliminary approval for their site plan but they are awaiting financing.  They continue to have the support from the Borough of Paulsboro and they can take the next step.

 

     There wasn’t any further public participation.

 

     Mayor Burzichelli presented a “Key to the City” plaque to Milt Thompson of the Philadelphia Phillies who has taken time to spend time and speak with the children at the High School.

 

     Milt Thompson thanked Mayor and Council for the honor.

 

     Mayor Burzichelli read the Proclamation for Black History Month.

 

     Haynes moved and Hamilton seconded to adopt the Proclamation for Black History Month.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #44.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 RESERVE ACCOUNTS.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #44.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #45.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #45.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #01.10:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 38 “GARBAGE AND RUBBISH” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     Barry Corradetti questioned how this ordinance was different then the ordinance already in the Code.

 

     Solicitor DeTitto stated there wasn’t much difference but it follows State Recycling compliance.

 

     There wasn’t any further public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

     Haynes moved and Hamilton seconded to adopt O. #01.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Memo from Keith Hogle, Code Official, regarding written complaint of violation of a landlord as per Section 17 of the Landlord Licensing Ordinance.  Haynes moved and Hamilton seconded to receive, file the memo, authorize Mr. Hogle to meet with the Solicitor to review the charges and schedule the hearing date at the next Work Session Meeting.

 

     Councilman Kidd questioned if this involved any youth and if they are homeless then the Borough has to pay for relocation costs.

 

     Mayor Burzichelli did not know as it has to be sorted out.

 

     All were in favor of the above motion.

 

     Received Raffles License Application for Paulsboro Day Committee for an Off-Premise Cash Raffle on September 11, 2010 at 4:00 p.m.  Haynes moved and Hamilton seconded to receive, file the application and approve the above raffle license.  All were in favor of the motion.

 

     Memo from Borough Clerk VanScoy regarding handicap accessible polling   facility.  Haynes moved and Hamilton seconded to receive, file the memo and waive the fees as recommended.  All were in favor of the motion.

 

     OLD BUSINESS:  There wasn’t any old business at this time. 

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski congratulated Councilman Morina on his 500th win in Wrestling.  She congratulated Mayor Burzichelli on becoming one of three Speakers of the Assembly.  She also congratulated Lieutenant Chris Wachter on obtaining his Masters as she has also received her Masters.  She especially thanked Councilmen Giovannitti and Morina for mentoring her.

 

     Councilman Morina stated they are renovating the Concession Stand at the Damminger Complex for an Announcer’s Booth.  The Little League will have a new sound system and an Announcer’s Booth for this year.

 

     Councilman Giovannitti thanked Milt Thompson as he spent a whole day at the school.  He congratulated Mayor Burzichelli for being one of the Speakers of the Assembly, Lieutenant Wachter and Tedeski for obtaining their Masters and Councilman Morina on his 500th wrestling win as well as thanked Councilman Morina for his involvement in sports and academics.  He thanked Councilman Kidd for attending the JIF Meeting which saved $1,000 to the Borough.  He thanked Borough Foreman Tinder and Water and Sewer Superintendent Daly with their assistance with the snow.

 

     Councilman Kidd congratulated Councilwoman Tedeski and Lieutenant Wachter on obtaining their Masters.  He attended the JIF Meeting and three more Council members also went.

 

     Councilman Kidd discussed Black History Month. 

 

     Councilman Kidd read in the newspaper about the Council on Affordable Housing and he explained how it came about.

 

     Councilman Kidd is concerned with the news that the Eagle Point Refinery is permanently shut down.  He is still hoping Mayor and Council can get together and talk with Federal Representatives.

 

     Councilman Hamilton congratulated Mayor Burzichelli for all the work he does in Trenton.  He congratulated Councilwoman Tedeski and Lieutenant Wachter on obtaining their Masters and Councilman Morina for his 500th wins in wrestling.

 

     Councilman Hamilton discussed the charitable clothing bins that are placed throughout the Borough.  The Borough can regulate these bins by registering them and getting names, addresses and phone numbers of the groups involved.  At this time the bins are put on the property for profit.  If they are getting a profit from the bins then they should be able to pay fees.  He feels the Borough should create an ordinance to regulate the charitable clothing bins.

 

     Mayor Burzichelli stated it is a good effort.  He felt the Solicitor should contact the League of Municipalities and draft an ordinance for the next Work Session Meeting.  The State Legislature has signed a bill to allow the municipalities to regulate the bins.

 

     Council President Haynes congratulated Councilwoman Tedeski and Lieutenant Wachter on obtaining their Masters and Councilman Morina for his 500th win in wrestling.  He further stated Councilman Morina is an asset to the community.

 

     Council President Haynes stated the Borough is in the process of obtaining permits for the new water well and are working with the GCIA on the filter system.

 

     Councilwoman Tedeski read a letter from the Gill Memorial Library stating they are holding a special event in regards to their Black History Month program.  They have asked Mayor and Council to attend on Friday, February 12th at the Senior Citizen Center at 7:00 p.m. as well as the students artwork and poetry will be on display at the Library.

 

     Mayor Burzichelli congratulated Councilwoman Tedeski and Lieutenant Wachter on obtaining their Masters and Councilman Morina on his 500 wins.  He felt the athletic program was an asset to the town.

 

     Mayor Burzichelli stated the Executive Session will be held at the next Work Session Meeting.

 

     Administrator stated the water and sewer rates will need to be slightly increased and he explained why there has to be an increase.  He is recommending increasing these rates $36.00 more annually which would amount to $3.00 more per month.  The total amount would be $512.00.  The water rate would increase to $248.00 and the sewer rate would increase to $264.00.

 

     INTRODUCTION AND FIRST READING:

 

     O. #02.10:  AN ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 61, “SEWERS” AND CHAPTER 78, “WATER,” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt O. #02.10 on introduction and first reading and schedule the second reading and public hearing on February 16, 2010.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Morina, Tedeski.  Nays:  Kidd.  Motion carried.

 

     Administrator Salvatore discussed the lease on the WIC Building at 1000 Delaware Street.  It has lapsed and the Borough should re-enter into another lease.

 

     Mayor Burzichelli stated he has talked with Pete Scirrotto of the County and recommended Council authorize the Mayor and the Administrator to continue talking with the County in entering into another lease or possibly purchasing the building and report back to Council.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:48 p.m.  All were in favor of the motion.
