WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Hamilton, Kidd, Tedeski.  Absent:  Giovannitti and Morina.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #41.07:  RESOLUTION PROVIDING FOR THE TRANSFER OF FUNDS IN THE 2006 BUDGET RESERVE ACCOUNTS.  Haynes moved and Tedeski seconded to adopt R. #41.07.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #42.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2006 RESERVE ACCOUNTS.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #42.07.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #43.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #43.07.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #44.07:  RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE STATE OF NEW JERSEY DEPARTMENT OF TRANSPORTATION AND THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #44.07.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #01.07:  STORMWATER CONTROL ORDINANCE OF THE BOROUGH OF PAULSBORO.   Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #01.07 on second and final reading.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from William G. Dressel, Jr., New Jersey State League of Municipalities, regarding S-2249 (Paid Family Disability Leave).  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Administrator Salvatore discussed the Residential Site Plan. 

 

     Administrator Salvatore discussed appointing an Appraiser to defend the Borough against the Citgo Tax Appeal.  He recommended, as well as John Lloyd, Maurice Stack under the non-fair and open process. 

 

     R. #45.07:  RESOLUTION AUTHORIZING THE APPOINTMENT OF MAURICE J. STACK, II, STACK, COOLAHAN & STACK, LLC, FOR SPECIAL APPRAISAL SERVICES.  Haynes moved and Hamilton seconded to adopt R. #45.07.  Roll call:  Ayes:  Haynes, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Administrator Salvatore discussed the preparation of a personnel manual.  He stated Council could appoint Steven Glickman under the non-fair and open process not to exceed $12,000.

 

     Haynes moved and Hamilton seconded to authorize Administrator Salvatore to advertise the Request for Proposals under the fair and open process for the preparation of the Personnel Manual.  All were in favor of the motion.

 

     Chief Ridinger gave his Chief’s report.  He stated there are personnel issues that he is still plugging away at.  He felt the generator needed to be addressed.  He needs four Mobile Data Terminals for the police cars and car cameras.  Right now there aren’t any cameras in the cars.

 

     Mayor Burzichelli stated to get these items to the Administrator in writing.

 

     There was further discussion regarding the above items that Chief Ridinger has requested.

 

     Mayor and Council went into further discussion regarding the generator.

 

     Mayor Burzichelli stated Administrator Salvatore should get clarification on who is responsible for the generator.  Every week someone should fire it up.

 

     Kidd moved and Hamilton seconded to authorize Administrator Salvatore to establish a formal in house policy to fire up the generator and prepare a checklist of when it was fired up.  All were in favor of the motion.

 

     There wasn’t any further borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:45 p.m.  All were in favor of the motion.
