WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina as he was excused.  

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Minutes of a Regular Meeting held on February 2, 2010 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and approve the above minutes.  All were in favor of the motion.

 

     Mayor Burzichelli opened the floor to the public.

 

     Cheryl Scott, 1645 Swedesboro Avenue, questioned why Swedesboro Avenue hasn’t been plowed.

 

     Mayor Burzichelli stated that it isn’t possible that the street wasn’t plowed at least once.  He is sure it was plowed but in the end it didn’t get cleaned as well as expected.  Next time, the Borough will be using a brine machine prior to the storm to coat the streets.  He further stated there wasn’t anyone who wasn’t able to drive but the Borough will keep trying to do better.

 

     Cheryl Scott again questioned if all streets were plowed?

 

     Mayor Burzichelli stated the streets are plowed around the clock.

 

     R. #46.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2009 RESERVE ACCOUNTS.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #46.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #47.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #47.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli informed everyone that Administrator Salvatore was not present at the meeting as he is dealing with a family issue.

 

     R. #48.10:  RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR STATE FY 2011 LIBRARY AID.  Haynes moved and Hamilton seconded to adopt R. #48.10.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #02.10:  AN ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO AMENDING CHAPTER 61 “SEWERS” AND CHAPTER 78, “WATER” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to open the meeting to the public.  All were in favor of the motion.

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #02.10 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Tedeski.  Nays:  Kidd.  Motion carried.

 

     Received 2010 CDBG Application and Instructions (due March 31, 2010).  Haynes moved and Hamilton seconded to receive and file the application. 

 

     Councilman Kidd questioned what this grant would be used for?

 

     Mayor Burzichelli stated he wasn’t sure as it would go to the grant writer and the Economic Development Committee to see what is eligible.

 

     Councilman Kidd hoped it would be discussed with the Council body before it is voted on.

 

     All were in favor of the above motion except Kidd abstained.

 

     Letter from Patrick J. Dexter, ExxonMobil, regarding the ExxonMobil Learn & Earn Program.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor Burzichelli stated the Borough isn’t ready to discuss County WIC Building Lease – 1000 Delaware Street – Block 72 Lot 14 as of yet.  He stated he has talked with Peter Sciorotto at the County regarding updating the façade to include larger windows and an awning as well as other items, which they are willing to do.  He stated there wouldn’t be any action at this meeting.

 

     Mayor Burzichelli stated the Borough wasn’t ready to discuss the scheduling of the Landlord Licensing Hearing as the Solicitor has to meet with the Landlord Licensing Inspector to go over citations and the action to be taken.

 

     Councilman Giovannitti discussed parking on streets during snow or any other emergencies.  He felt if someone has a driveway, they should park in their driveways in order for the plows to plow the streets properly.

 

     Mayor Burzichelli stated this should be enforced Borough wide and add when they have to put their vehicles in their driveways.

 

     Councilman Kidd felt passing an ordinance like this will “stir up a hornet’s nest”.  He further felt the employees should be trained better to plow the streets.

 

     Councilman Giovannitti stated he is trying to look at ways to help.

 

     Councilman Kidd stated he wasn’t aware the Borough was adding another machine.

 

     Mayor Burzichelli stated the Borough would be adding a brine machine.

 

     Solicitor DeTitto discussed the charitable clothing bins that Councilman Hamilton brought up at the last meeting.  She stated an ordinance did not need to be adopted as it is State statute.  The Borough needs to designate someone to enforce and provide the penalties which can be done by Resolution.  The Resolution would include a fee schedule and who would be enforcing such as the Construction Office, the Zoning Officer or the Police Department.

 

     Councilman Giovannitti discussed a reverse 911 system.  It will be County wide and a company called Global Connect will be contacting the Borough.

 

     Mayor Burzichelli stated it is a similar system as the School and GAPCAP has.

    

     Councilman Kidd stated GAPCAP has already paid for it and someone from the Borough is supposed to coordinate the program.

 

     Chief Frank Grogan stated he has taken on the job of Administrative Records Management.  He went to the Senior Citizen’s basement and noticed the boxes are rotting that are on the floor.  He took the boxes off the floor and prepared a system regarding records disposal.

 

     He is working now on policies.  He has written a few new policies and modified older policies.

 

     Chief Grogan had cameras installed in the Court Room and expanded the cameras to two cameras on the outside of the building facing Delaware Street.  The Station’s cameras can be monitored from desktop computers.

 

     Chief Grogan stated the JAG Grant has been completely accepted and it works through the County.  He has received a Buffer Zone Grant for equipment and reimbursement is over a three week period.

 

     Chief Grogan stated the hiring process is going well.  He has the interviews down to four candidates and he is waiting on background checks.  He will start scheduling the third round of interviews in two weeks.  He is asking for thorough background checks as he is not rushing anyone but that is has been a good process.

 

     Chief Grogan further discussed the video system mandate which is a system used during interviews of suspects and using expandable batons.  He is concerned that the Department does not have any weapon to defend themselves except for the OC Spray and their guns.  He felt the Department could use the batons instead of their guns.  East Greenwich has offered training on the use of the batons.

 

     Councilman Kidd was concerned as the Department used to use batons or nightsticks and was having incidents with people getting beat and being harassed.  The batons were removed from the Department for just that reason.

 

     Chief Grogan stated back then there wasn’t any definition on guidelines or training.  There is accountability and everything is in place to ensure that the batons are not used that way.

 

     There wasn’t any further Borough business.

 

    Haynes moved and Hamilton seconded to adjourn the meeting at 7:40 p.m.  All were in favor of the motion.
