REGULAR MEETING
Council Chamber:
Mayor Burzichelli presided at the regular meeting of Council
held on the above date and place.
Borough Clerk VanScoy read the opening statement regarding the
Open Public Meetings Act.
Mayor Burzichelli asked all those present to join in the
salute to the flag led by Borough Clerk VanScoy.
Mayor Burzichelli called the meeting to order.
Members present were: Haynes, Giovannitti, Hamilton, Kidd,
Morina, Tedeski. Absent: None.
Also present were: Chief
Ken Ridinger, Captain Frank Grogan, Borough Foreman Charles Tinder, Water and
Sewer Superintendent John Daly, Economic and Neighborhood Development Director
Marc Kamp, Fire Chief Gary Stevenson and Emergency Management Coordinator Glenn
Roemmich.
Mayor Burzichelli
Haynes opened the floor to the public.
Joyceline Gaines, 231 West Washington Street, thanked whoever
was responsible for the removal of the inhabitants at 232 West Washington
Street. The gathering of people has
ceased. Although, the gathering of
people is in full force at 234 West Washington Street.
Ms. Gaines thanked the Police Department for keeping an eye on
her house while she was away.
Ms. Gaines questioned the demolition status of the house next
to hers.
Mayor Burzichelli stated that the owner has been established
and demolition can start either through the owner or the Borough.
Marc Kamp, 250 West Broad Street, on behalf of the Tinicum
Rear Range Lighthouse Committee, gave a report on the Lighthouse Challenge
Weekend.
Joseph Sharper, 800 Spruce Street, questioned why the windows
at the Heritages are continuously being broke.
He further questioned if there was a police presence.
Mayor Burzichelli stated there is Police presence but that
this problem isn’t just at the Paulsboro store. It is happening at most of the Heritages’ stores around the area.
Mr. Sharper discussed the program to rehabilitate a house. He
spoke with Marc Kamp in the Economic and Development Office as was assured
would be on the list. He did receive a
certified letter but by the time he picked up the letter from the Post Office
the program had ended.
Mayor Burzichelli stated the Borough recently enacted the RCA
program. He explained how it had to be
done on order to be fair and consistent.
The Borough could not use the old list.
All homeowners were notified by receiving a notice in their tax
bills. The people on the old list also
received a certified letter. The
Borough also advertised the program, announced it on the cable channel and
another advertisement was also placed in the newspaper. He apologized for Mr. Sharper’s
disappointment but there will be more programs coming and he informed Mr. Sharper
to keep an eye out as the Borough will be starting a list from scratch.
There wasn’t any further public participation.

Haynes moved and Hamilton seconded to
receive, file and approve the above minutes.
All were in favor of the motion.
Administrator Salvatore stated he would
not have a transfer resolution for this meeting but to reserve the Resolution
#165.07 for a resolution he will have during his portion of the meeting.

#167.07: RESOLUTION PROVIDING FOR THE
PAYMENT OF THE BILLS OUT OF THE 2007 BUDGET.
Haynes moved and Hamilton seconded to pay all bills properly signed
and adopt R. #167.07. Roll call: Ayes:
Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays:
None. Motion carried.

FOR THE APPROVAL OF A PERSON-TO-PERSON TRANSFER OF A PLENARY RETAIL CONSUMPTION
LICENSE #0814-33-016-007 NOW HELD BY TRINPAT, LLC T/A STARTING GATE TO PPN INVESTMENT
CORPORATION T/A ROLLING STONE GRILL AND BAR.
Haynes moved and
Hamilton seconded to adopt R. #170.07. Roll
call: Ayes: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays:
None. Motion carried.

of meetings. Haynes moved and Hamilton seconded
to receive and file. All were in favor
of the motion.
FIRST
READING AND INTRODUCTION:
O. #09.07: AN ORDINANCE OF THE
BOROUGH OF PAULSBORO AMENDING CHAPTER 31, “ENVIRONMENTAL COMMISSION” OF THE
CODE OF THE BOROUGH OF PAULSBORO. Haynes moved and Hamilton seconded to adopt
O. #09.07 on first reading and introduction and schedule the second reading and
public hearing on December 18, 2007. Roll call: Ayes: Haynes, Giovannitti,
Hamilton, Kidd, Morina, Tedeski.
Nays: None. Motion
carried.
Received Raffle License Application,
RA-517, PTA Guardian Angels Regional School for an off-premise merchandise
raffle on January 22, 2008 at 8:00 p.m. at the St. John’s/GARS Gym. Haynes moved and Hamilton seconded to
receive, file the raffle application and approve the above Raffle License. All were in favor of the motion.
Letter from William G. Dressel, Jr., New
Jersey State League of Municipalities, regarding paid family leave. Haynes moved and Hamilton seconded to
receive and file the letter. All were
in favor of the motion.
Memo from TRICOJIF regarding quarterly
loss ratio snapshot. Haynes moved and
Hamilton seconded to receive and file the memo. All were in favor of the motion.
Councilman Kidd asked Administrator
Salvatore to explain the above memo and go into further detail.
Administrator Salvatore stated the ratio
is based on a three year average and it is how it is determined what everyone
is going to pay.
Letter from Robert J. Wiltsee, Hoffman
DiMuzio, regarding Block 106 Lots 3 & 3.01, 210-212 East Broad Street.
Administrator Salvatore thought a Bond
Ordinance was adopted to authorize the purchase of the above property. He will check into it further.
Haynes moved and Kidd seconded to
receive, file the letter and discuss this at the next Work Session
Meeting. All were in favor of the
motion.
OLD BUSINESS: Ambulance Rehab Unit: There wasn’t anything on this matter at this
time.
MAYOR AND COUNCIL REPORTS:
Mayor Burzichelli stated the Plaza will
be coming back to the Land Use Board with less housing units than originally
approved for. They are going through
the Housing Authority for an application entitled The “CHOICE” Program.
The developer has asked the Borough to endorse the application in order
to receive the funds from the Housing Authority. He recommended the Borough endorse their application but only for
age restricted (55 and older) and they would need this endorsement by way of a
Resolution.

PAULSBORO SUPPORTING CHOICE APPLICATION.
Haynes moved and Kidd seconded to adopt R. #172.07. Roll call:

Motion carried.
Administrator Salvatore stated an
Emergency Appropriation Resolution need to be adopted to expend above what was
appropriated in the 2007 Budget for additional billing to defend the tax
appeals.

RESOLUTION BY THE BOROUGH OF PAULSBORO.
Haynes moved and Hamilton seconded to adopt R. #166.07. Roll call:
Ayes: Haynes, Giovannitti,
Hamilton, Kidd, Morina, Tedeski. Nays: None.
Motion carried.
Councilwoman Tedeski gave updates on the
community celebrations. She thanked
everyone involved with the Christmas Parade especially the Billingsport
Volunteer Fire Association and Deptford for decorating the tree. It was a group effort.
Councilwoman Tedeski stated the Paulsboro
Day Committee is selling raffle tickets to win a Basket of Cheer on December
27, 2007 and they are $1.00 a chance.
Mabel Warrington and her daughter have put together the raffle.
Councilwoman Tedeski stated Valero has
acquired four properties on Clonmell Road by the Fort Billings Park and are in
the process of demolishing them. Three
of the houses are demolished. Valero is
going to give the Borough the land once all has been demolished.
Councilman Morina did not report anything
at this time.
Councilman Giovannitti wished everyone
Happy Holidays and wished good luck to the new business owners of the Rolling
Stone Café and Bar (The Starting Gate).
Councilman Giovannitti recommended thank
you letters are sent Valero, Street and Highway Department, Steve from the
Studio, Shop Rite, Borough of Glassboro and Glorious Light Ministries for their
help with the Christmas Parade.
Giovannitti moved and Haynes seconded to
send the above thank you letters. All
were in favor of the motion.
Councilman Giovannitti announced other
Christmas events that are going on throughout the Borough.
Councilman Giovannitti stated the next
mailing for the Borough newsletter is being worked on and would like any
information from the Department Heads and Mayor and Council by the end of
December.
Councilman Kidd discussed the JIF and its
effect it will have next year.
Councilman Kidd discussed the NPP and
Streetscape programs. He would love to
see the Borough of Paulsboro streetscape project to look like the communities
of Swedesboro and Centerton as they are beautiful.
Mayor Burzichelli thanked Councilmen Kidd
and Giovannitti and Councilwoman Tedeski as well as himself for their
participation during the Christmas Parade.
Councilman Hamilton thanked the resident
for attending the Council’s meeting in 2007.
Councilman Hamilton stated the New Year
is coming and he is looking towards new challenges.
Councilman Hamilton wished everyone Happy
Holidays.
Council President Haynes stated he did
not have any Committee report but he thanked and welcomed the new owners of the
Rolling Stone Café and Bar and he wished the residents Happy Holidays.
Mayor Burzichelli stated the second phase
of the Streetscape Project from Spruce Street to the Borough Hall is under way
but just waiting for the money.
Mayor Burzichelli stated approvals have
been given to the Super Wawa and the Comfort Inn and the Bank is
proceeding. He further stated the Port
Project is creeping along and that the overpass is going to cost $23 million
dollars.
Mayor Burzichelli wished everyone a Merry
Christmas and Happy Hanukkah.

adjourn the meeting at 7:46 p.m. All
were in favor of the motion.
