WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina (excused), Administrator Salvatore (excused).

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #173.07:  RESOLUTION PROVIDING FOR THE TRANSFER OF       FUNDS FROM CERTAIN ACCOUNTS TO OTHER ACCOUNTS IN      THE 2007 BUDGET.  Giovannitti moved and Hamilton seconded to adopt

R. #173.07. Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #174.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 BUDGET.  Giovannitti moved and Hamilton seconded to pay all bills properly signed and adopt R. #174.07.  Roll call:  Ayes:  Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #175.06:  RESOLUTION PROVIDING FOR THE     CANCELLATION OF CERTAIN BALANCES IN THE 2007 BUDGET      TO SURPLUS.  Haynes moved and Hamilton seconded to adopt R. #175.06.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #176.07:  RESOLUTION CANCELLING CERTAIN     OUTSTANDING CHECKS OF THE BOROUGH OF PAULSBORO.        Haynes moved and Hamilton seconded to adopt R. #176.07.  Roll call:  Ayes:    Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #177.07 RESOLUTION OF THE BOROUGH OF PAULSBORO       AUTHORIZING AN EXTENSION TO THE TRASH CONTRACT.        Haynes moved and Hamilton seconded to adopt R. #177.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #09.07:  AN ORDINANCE OF THE BOROUGH OF PAULSBORO       AMENDING CHAPTER 31, “ENVIRONMENTAL COMMISSION” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Haynes and Hamilton seconded to open the meeting to the public.  All were in favor of the motion. 

 

     There wasn’t any public participation.

 

     Haynes moved and Hamilton seconded to close the meeting to the public.  All were in favor of the motion.

 

     Haynes moved and Hamilton seconded to adopt O. #09.07 on second and final reading.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.     

 

     Received new Taxi License Application from Jaime J. Estrada to        commence January 1, 2008.  (Already received recommendation from        Police Department.)  Haynes moved and Hamilton seconded to receive, file the application and approve the above taxi license.  All were in favor of the motion. 

 

     Letter from William Jaekel, Matrix Service Industrial Contractors, Inc.,   regarding Use of Fort Billings Parking Area.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor and Council discussed Matrix Service Industrial Contractors, Inc. using the Fort Billings parking area.  It was felt that they should provide liability insurance, payment or instead of re-stoning the parking area, to pave the parking area in lieu of payment.

 

     Haynes moved and Hamilton seconded to authorize Administrator Salvatore to negotiate with Matrix Service Industrial Contractors, Inc. regarding the above concerns.  All were in favor of the motion.

 

     Memo from Chief Ridinger regarding recommendation for 2 alternate   crossing guard positions.  Haynes moved and Hamilton seconded to receive, file the memo and approve Chief Ridinger’s recommendations.  All were in favor of the motion.

 

     Memo from Michael Reed, AFSCME, Local 3303-C, regarding approval of   contract.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     R. #178.07:  RESOLUTION AUTHORIZING A COLLECTIVE        BARGAINING AGREEMENT BETWEEN THE AMERICAN        FEDERATION OF STATE, COUNTY, MUNICIPAL EMPLOYEES (AFSCME) LOCAL 3103 AND THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #178.07.  Roll call:  Ayes:         Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     A discussion was going to be held regarding the purchase of 210-212 East Broad Street that was held over from last meeting but Administrator Salvatore was not present to give an update. 

 

     Mayor Burzichelli stated he did try to contact the Attorney twice to indicate the Borough’s interest but that he hasn’t heard back yet.  This matter will continue but there would be no action at this meeting.

 

    Mayor and Council discussed the Police Administration salaries.

 

     Chief Ridinger stated the Police Administration salaries were being overrun by the Sergeant’s salaries and there is an imbalance.  He respectfully asked for reconsideration just for the 2007 year.

 

     Haynes moved and Tedeski seconded to allow the increase amount to what the Sergeant’s receive, which is the Budget option #2.

 

     There was further discussion regarding the Police Administration salaries.

 

     Council asked to convene in Executive Session to discuss this matter further.

 

    

     R. #179.07:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Giovannitti seconded to adopt R. #179.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     At this time, 7:30 p.m., Mayor and Council convened in Executive Session to discuss personnel.

 

     Haynes moved and Giovannitti seconded to open the meeting to the public at 7:35 p.m.  All were in favor of the motion.

 

     Mayor Burzichelli stated there is a motion on the floor to adjust the Police Administration salaries to the Budgeted option #2.  Roll call:  Ayes:  Haynes, Giovannitti, Kidd, Tedeski.  Nays:  Hamilton.  Motion carried.

 

     Chief Ridinger gave his Police Chief’s report.  He stated it is quiet on store break-ins.  There was one arrest made in Woodbury.  The numbers are falling but theft is up.

 

     There was discussion regarding the break-ins at Heritages, Oven Door and the Texaco Station.

 

     There wasn’t any further Borough business. 

 

     Giovannitti moved and Tedeski seconded to adjourn the meeting at 7:50 p.m.  All were in favor of the motion.
