REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the Regular Meeting of Council held on the above date and place.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer” for the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Absent:  Morina who was excused.

 

     Mayor Burzichelli officially swore in Officer Jason Bish as Sergeant.

 

     Sergeant Bish thanked Mayor and Council, Chief Grogan, Lieutenant Wachter and everyone he works with.

 

     Mayor Burzichelli opened the floor to the public.

 

     Patrick Schubert, 117 East Washington Street, suggested Mayor and Council save money next year by not accepting a salary.

 

     Mayor Burzichelli stated they would take it under advisement.

 

    Minutes of a Regular Session Meeting held on November 5, 2008 at 7:00 p.m.  Haynes moved and Hamilton seconded to receive, file and adopt the above minutes.  All were in favor of the motion. 

 

    

     R. #174.08:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2008 BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #174.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #175.08:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #175.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #176.08:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).  Haynes moved and Hamilton seconded to adopt R. #176.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #177.08:  RESOLUTION PROVIDING FOR THE INSERTION OF A SPECIAL ITEM OF REVENUE IN THE BUDGET IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY PURSUANT TO N.J.S. 40A:4-87 (CHAPTER 159, P.L. 1948).   Haynes moved and Hamilton seconded to adopt R. #177.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #178.08:  RESOLUTION PROVIDING FOR CHANGE ORDER NO. 3 IN CONNECTION WITH WELL NOS. 8 & 9 AND OBSERVATION WELL CONSTRUCTION IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #178.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #179.08:  RESOLUTION PROVIDING FOR THE TRANSFER OF FUNDS FROM CERTAIN ACCOUNTS TO OTHER ACCOUNTS IN THE 2008 BUDGET.  Haynes moved and Giovannitti seconded to adopt R. #179.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #180.08:  RESOLUTION AUTHORIZING CONTRACT WITH MAJESTIC OIL COMPANY FOR THE SUPPLY AND DELIVERY OF    UNLEADED GASOLINE #87-$0.0460, WINTER BLEND $0.719 AND DIESEL FULE $0.0539 WITH THE DELIVERY CHARGE PER GALLON OVER AND ABOVE THE POSTED JOURNAL OF COMMERCE PRICE OF FUEL BASED ON THE PHILADELPHIA COST AS PER PD#08-066 FOR THE PERIOD COMMENCING OCTOBER 1, 2008 AND TERMINATING ON SEPTEMBER 30, 2010.  Haynes moved and Hamilton seconded to adopt

R. #180.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     Letter from Kris Kolluri, New Jersey Department of Transportation, regarding NJDOT’s Municipal Aid Program.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Memo from Ella Dally, 332 Greenwich Avenue, regarding Handicap sign.  Haynes moved and Giovannitti seconded to receive, file the memo and turn it over to the Police Department for their review.  All were in favor of the motion.

 

     Letter from Anna Marie Donofrio, Gloucester County Utilities Authority, regarding Fiscal Year 2009 Operating Budget and Rate Schedule.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     OLD BUSINESS:  There wasn’t any old business at this time.

 

     MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski informed everyone that the Holiday Parade will be held on Saturday starting at 5:30 p.m. at the Municipal Building and Santa Clause will start the parade at 6:00 p.m. at the Fire House to the Municipal Building for pictures and hot chocolate.  She stated other holiday events will be advertised in the “Weekender” section of the Gloucester County Times.

 

     Councilwoman Tedeski questioned when the Landlord Licensing Hearing would be scheduled for the properties at 242-244 West Washington Street.

 

     Mayor Burzichelli stated there were still some underlying issues and that the hearing would be set soon.

 

     Councilwoman Tedeski wished everyone happy holidays.

 

     Councilman Kidd wished everyone happy holidays.

 

     Councilman Kidd stated someone has passed away that was 106 years old and suggested automatically recognizing anyone who is aged 100 years or more or to send something to the family.

 

     Mayor Burzichelli stated it is not in order and he was not sure what would be the dignified thing to do.

 

     Councilwoman Tedeski stated this person was honored during the Borough’s 100 year celebration.

 

     Mayor Burzichelli stated he would take “a run on something”.

 

     Councilman Kidd discussed cheaper ways to do asphalt paving.

 

     Mayor Burzichelli suggested Councilman Kidd bring his ideas to the attention of the Engineers.

 

     Councilman Kidd suggested changing the Work Session Meeting in January to the 19th due to the Presidential Inauguration.

 

     Councilman Giovannitti stated the Borough is able to do more street work on Billings Avenue and he asked the Administrator to explain.

 

     Administrator Salvatore explained that the Phase I work will need to be done by this summer but he has received a price to do both Phase I and Phase II at once.  He recommended Council authorize the Engineers to begin the engineering work as per the RFP from design to bidding not to exceed $20,000 as he can budget it this year instead of next year.

 

     R, #181.08:  RESOLUTION AUTHORIZING THE ENGINEERS TO BEGIN THE ENGINEERING WORK ON PHASE I AND PHASE II OF BILLINGS AVENUE.  Giovannitti moved and Haynes seconded to adopt R. #181.08.   

 

     Councilman Kidd questioned the asphalt work that he suggested earlier.

 

     Administrator Salvatore stated that part of the work would be done during the bid specifications.  He would like to see it go out to bid early March or April.

 

     Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Councilman Giovannitti wished everyone happy holidays.

 

     Councilman Giovannitti thanked Glenn Roemmich in getting the ladder truck from Deptford to put up the lights and all the work that the Emergency Management Coordinator did during the Valero spill.

 

     Councilman Giovannitti stated the Engineer from Sickels does keep Borough Foreman Tinder and himself informed on any work that is being done.  He also stated that Councilpersons Morina and Tedeski are working together with the Construction Office and the Chief with the Crime Free Housing Committee.

 

     Council President Haynes did not have a report at this time but wanted to thank, on behalf of his niece and nephew, Traci and Chris Pettit whose son went missing during a hunting trip, the Paulsboro Fire Association, Chief Licciardello, Emergency Management Coordinator Glenn Roemmich, Chief Frank Grogan and his crew and the many Borough residents who brought food and drinks and the Gibison family for opening their yard to the Emergency crews.

 

     Councilman Hamilton congratulated the new Sergeant.  He thanked the residents for coming out to the meetings to inform the Mayor and Council of what was going on in their neighborhoods.

 

     Councilman Hamilton wished everyone happy holidays.

 

     Mayor Burzichelli stated he has just learned from Solicitor Pierson that the technical issues with the Landlord Licensing Hearing have been taken care of and the hearing can be scheduled on December 16, 2008 at 5:00 p.m.

 

     Haynes moved and Hamilton seconded to schedule the Landlord Licensing Hearing on Tuesday, December 16, 2008 at 5:00 p.m.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli appointed Joan Lutz to the unexpired term on the Environmental Commission.

 

     Mayor Burzichelli wished everyone a happy and safe holiday.

 

     There wasn’t any further Council reports or public participation.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 7:37 p.m.  All were in favor of the motion.
