Council Chamber:
Mayor Burzichelli presided at the Regular
Meeting of Council held on the above date and place.
Mayor Burzichelli recited “Harry Truman’s
Prayer” for the opening prayer.
Mayor Burzichelli asked all those present
to join in the salute to the flag, which was conducted by Borough Clerk
VanScoy.
Mayor Burzichelli called the meeting to
order.
Borough Clerk VanScoy read the opening
statement regarding the Open Public Meetings Act.
Members present were: Haynes, Giovannitti (arrived at 7:05 p.m.),
Hamilton, Kidd, Morina, Tedeski. Absent:
None.
Mayor Burzichelli opened the floor to the
public.

Mayor Burzichelli stated he would talk
with her after the meeting about this matter.
Barry J.
Corradetti,
Mayor Burzichelli stated it wasn’t anyone’s particular decision as it is just secular and he agreed with Mr. Corradetti.
Mr. Corradetti stated he is proud to be a Christian and everyone is trying to appease the few that are not.

Mayor Burzichelli stated the Federal Emergency Management Agency has performed a re-evaluation and Mr. Corradetti is able to go on the FEMA website or contact Construction Official Zimm to look at the new Flood map which would determine if flood insurance is required.

Letter from John
J. Vinci, Sr., Executive Director, GCUA, regarding public hearing on GCUA
proposed rate schedule. Haynes moved and
Mayor Burzichelli stated the rate will increase 8%.
Councilman Kidd questioned if the Borough was going to discuss this increase with the GCUA and oppose it.
Mayor Burzichelli stated the Borough should send a letter expressing their concern and opposition as the increase is excessive in these economic times and ask the Administrator to help the Borough Clerk prepare the letter.
Haynes moved and Kidd seconded to send the above letter to the GCUA. All were in favor of the motion.

Received Raffle License Application, RA-535, from Guardian Angels Regional School PTA for an off-premise merchandise raffle on January 26, 2010 at 8:00 p.m. Haynes moved and Hamilton seconded to receive, file the application and approve the above raffle license. All were in favor of the motion.

The subjects to
be discussed in Executive Session are tax appeals in regards to NuStar and Pacific Atlantic Terminals and contract
negotiations in regards to the PBA Paulsboro Local 122 bargaining unit.
OLD BUSINESS: There wasn’t any old business at this time.
MAYOR AND COUNCIL REPORTS:
Councilwoman Tedeski discussed the gate on Riverview Avenue was open and she would like Borough Foreman Tinder to have it closed.
Administrator Salvatore stated the owner is responsible for the gate.
Mayor Burzichelli suggested Borough Foreman Tinder stop and talk with someone regarding the gate.

Tedeski stated the
Councilwoman Tedeski further stated the Holiday Tree Lighting Ceremony will be held on Saturday, December 5, 2009 at 5:30 p.m. and the parade at 6:00 p.m. She thanked NuStar for decorating the tree and thanked Marc Kamp, Glenn Roemmich and Councilman Giovannitti for their help during this event on Saturday and requested the Department Heads prepare as they normally would.
Councilman Morina stated the High School Christmas Party will be held on December 12, 2009 at 10:00 a.m. in the High School Auditorium.
Councilman Giovannitti stated he was sorry he was late but he has lost two family members and had to stop to deliver a cake to another family who lost a family member.
Councilman Giovannitti thanked the Street and Highway Department for the leaf collection and he thanked the residents for their cooperation during the leaf collection.
Councilman Kidd questioned if the Mayor was the only one meeting with the GCUA regarding the discharge of the wells or is any other member of Council going. He felt it should be the Mayor, the Engineers, someone else on Council and the Water and Sewer Superintendent.
Councilman Haynes stated he would be going as well.
Mayor Burzichelli stated the meeting will be the first of several meetings.
Councilman Kidd hoped everyone would be informed on this matter and further felt the Water and Sewer Superintendent should be attending the meeting.
Councilman Kidd questioned whether someone could apply for a job with the Borough. He was told by a resident that he could only apply when the position was advertised. He felt someone could apply at any time.
Chief Grogan explained that the Police Department accepts resumes’ but not applications because the application is about 60 pages long.
Councilman Kidd stated upper management of the Police Department should be telling the residents not a patrolman.
Councilman Kidd stated it concerns him that one oil refinery in Gloucester Council has closed up and another across the river. He felt it was time for Council to take this matter a step further and push concern with the State and Federal Legislators.
Councilman Hamilton informed the residents that the Police Department has been doing raids and he felt most of the raids are on rental properties. He further felt the Borough should bear down more on the Landlords.
Councilman Hamilton wished everyone a Merry Christmas.
Council President Haynes wished everyone Happy Holidays.
Mayor Burzichelli stated Allen McBride who was a longtime resident of the Borough of Paulsboro and former Board of Education member has passed away.
