REGULAR MEETING
Council Chamber:
Mayor Burzichelli presided at the regular
meeting of Council held on the above date and place.
Mayor Burzichelli recited “Harry Truman’s
Prayer” as the opening prayer.
Mayor Burzichelli asked all those present
to join in the salute to the flag, which was conducted by Borough Clerk
VanScoy.
Mayor Burzichelli called the meeting to
order.
Borough Clerk VanScoy read the opening
statement regarding the Open Public Meetings Act.
Members present were: Haynes, Giovannitti,
Hamilton, Kidd, Tedeski. Absent: Morina as he was excused.
Mayor Burzichelli opened the floor to the
public.
Barry Corradetti,
Mayor Burzichelli stated that the Borough gets the crews ever once in a while. He further stated the budget will be no where near last year’s figure.
Joyceline Gaines,
Mayor Burzichelli thanked Mrs. Gaines and
Mr. Shaw for cleaning up
Shirley Chandler,
Mayor Burzichelli stated he did not know but that he would talk with Chief Grogan about the sign.
Mrs. Chandler discussed the “Press” newspapers that are distributed throughout the town. They are just tossed out even if there isn’t a house to toss it to.
Councilwoman Tedeski stated she is working on this matter and is in contact with the Times to get them to stop delivering this newspaper.
Mrs. Chandler also questioned Mayor Burzichelli on his statement that a portion of the Water and Sewer bill was free for Senior Citizens.
Mayor Burzichelli stated the Senior Citizen deduction is driven by an income level and if the Senior Citizen qualifies then ¼ of the taxes are paid.

Mayor Burzichelli stated the bus stops have been moved twice due to complaints regarding littering, urination, etc.
Barry Corradetti,
1820 Overbrook Avenue, on behalf of the Neighborhood Watch Association,
informed everyone that there will be a neighborhood clean up called “Make a
Difference Day” at 9:00 a.m. on Saturday, April 25th which will
encompass the center of town. They will

stated the tax appeal that occurred with Citgo has been resolved. It will cost a total of $12.5 million but

Councilwoman Tedeski suggested a stipulation in the approval letter that so many Senior Citizens would be riding the bus as there were only two people who used it for the last event and it took away from the normal run for that day.
Borough Clerk VanScoy stated there was already a policy in place that there had to be ten senior citizens who would need to ride the bus.

MAYOR AND COUNCIL REPORTS:
Councilwoman
Tedeski stated the Easter Egg Hunt will be held on April 11th at
10:00 a.m. at
Councilwoman Tedeski also stated there have been people using the park for parking and they are going to help sod, seed and asphalt the entrance to the park for the Borough allowing them to park there.
Councilwoman Tedeski thanked the Neighborhood Town Watch Association for holding “Make a Difference Day’ which is the clean up Mr. Corradetti was talking about.
Councilwoman Tedeski discussed the Senior Citizen Bus.
Mayor Burzichelli suggested having a “Litter Free Day”.
Councilman Kidd stated that Mrs. Gaines asked to send a thank you letter to Mr. Shaw from the Borough.
Mayor Burzichelli felt it was a good idea.
Councilman Kidd discussed the Senior Citizens’ using the bus and he stated someone from the Senior Citizens’ always contacts someone about the bus. If that is done then it can be resolved.
Councilman Kidd discussed the bus stops.
Councilman Giovannitti discussed the bus stops and thanked everyone who was involved for coming. There are 24 bus runs for the 402 and 455 routes and about 50 people use the bus. There was an enormous amount of complaints about the previous bus stops. It wasn’t an easy decision to move them and Council did the right thing. If those stops do not work out, then Council can move them again.
Councilman Giovannitti congratulated Mayor Burzichelli and former Mayor Hampton on being honored by the New Jersey Conference of Mayors.
Councilman Giovannitti thanked Councilwoman Tedeski, Solicitor Pierson and the Code Office for looking at the Ordinance and Licensing.
Councilman Giovannitti thanked Borough Foreman Tinder for keeping the town clean.
Councilman Giovannitti stated the ExxonMobil Earn and Learn Program will be continuing this year.
Councilman Giovannitti also discussed the Senior Citizen bus.
Council President Haynes discussed the new well project. The Borough is waiting on water tests. There will be two test pilots, one with green sand filter and one with green sand filter with ion. The Borough will be preparing request for proposals for the above.
Council President Haynes stated the water tower project will take two to three months after the pre-application for approval. It will cover 80% of the funding.
Council President Haynes suggested having the weekend man for the Water and Sewer Department pick up the bags from “Make a Difference Day”.
Councilman Hamilton thanked the Chief and the Department on their movement against the gangs.
Councilman Hamilton stated he is getting complaints from the residents about the sneakers on the wires.
Mayor Burzichelli suggested getting the Borough workers to take them down.
Councilman Hamilton stated the Gloucester County Clean Communities awarded funding in the amount of $500.00 to all organizations and are qualified as long as they have a Federal I.D. They can call #856-478-6045 extension 14 for more information.
Councilwoman Tedeski stated Gibbstown Fire Company has a ladder truck and maybe could assist the Paulsboro Volunteer Fire Association with removing the sneakers.
Mayor Burzichelli stated that Loretta Savidge has resigned from the Gill Memorial Library Board of Trustees and he recommended Virginia Scott to fill the unexpired term.
Giovannitti moved and Haynes seconded to appoint Virginia Scott to the Gill Memorial Library Board of Trustees. All were in favor of the motion.
