REGULAR MEETING
Council Chamber:
Mayor Burzichelli presided at the regular meeting of Council
held on the above date and place.
Mayor Burzichelli recited “Harry Truman’s Prayer for the
opening prayer.
Mayor Burzichelli asked all those present to join in the
salute to the flag, which was conducted by Borough Clerk VanScoy.
Mayor Burzichelli called the meeting to order.
Borough Clerk VanScoy read the opening statement regarding the
Open Public Meetings Act.
Members present were:
Giovannitti (arrived at 7:05 p.m.), Hamilton, Kidd., Morina (arrived at
7:05 p.m.), Tedeski. Absent: Haynes (excused).
Mayor Burzichelli also stated that Administrator Salvatore was
not present due to family issues.
Mayor Burzichelli opened the floor to the public.
There wasn’t any public participation.
Proclamation: Boys and Girls Club. Mayor Burzichelli stated a representative from the Boys and Girls Club is not present and would wait to present the proclamation.
Minutes of a Work Session Meeting held on March 18, 2008 at 7:00 p.m. Kidd moved and Hamilton seconded to receive, file and adopt the above minutes. All were in favor of the motion.
R. #65.08: RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2008 TEMPORARY BUDGET. Kidd moved and Hamilton seconded to pay all bills properly signed and adopt R. #65.08. Roll call: Ayes: Hamilton, Kidd, Tedeski. Nays: None. Motion carried.
R. #66.08: RESOLUTION PROVIDING FOR DISALLOWANCE OF SENIOR CITIZEN DEDUCTIONS. Kidd moved and Hamilton seconded to adopt R. #66.08. Roll call: Ayes: Hamilton, Kidd, Tedeski. Nays: None. Motion carried.
R. #67.08: RESOLUTION PROVIDING FOR DISALLOWANCE OF A SENIOR CITIZEN DEDUCTION. Kidd moved and Hamilton seconded to adopt R. #67.08. Roll call: Ayes: Hamilton, Kidd, Tedeski. Nays: None. Motion carried.
R. #68.08: RESOLUTION PROVIDING FOR DISALLOWANCE OF SENIOR CITIZEN DEDUCTIONS. Kidd moved and Tedeski seconded to adopt R. #68.08. Roll call: Ayes: Hamilton, Kidd, Tedeski. Nays: None. Motion carried.
At this time, 7:05 p.m., Councilmen Giovannitti and Morina arrived for the meeting.
R. #69.08: RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS. Kidd moved and Hamilton seconded to adopt R. #69.08. Roll call: Ayes: Giovannitti, Hamilton, Kidd, Morina, Tedeski. Nays: None. Motion carried.
R. #70.08: RESOLUTION APPROVING PARTICIPATION WITH THE
STATE OF NEW JERSEY IN A SAFE AND SECURE COMMUNITIES PROGRAM ADMINISTERED BY
THE DIVISION OF CRIMINAL JUSTICE, DEPARTMENT OF LAW AND PUBLIC SAFETY. Kidd moved and Hamilton seconded to adopt R. #70.08. Roll call:
Ayes: Giovannitti, Hamilton,
Kidd, Morina, Tedeski. Nays: None.
Motion
carried.

Hamilton seconded to receive and file. All were in favor of the motion.
SECOND READING AND PUBLIC HEARING:
O. #04.08: AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT SALARY ORDINANCE OF THE BOROUGH OF PAULSBORO. Giovannitti moved and Hamilton seconded to open the meeting to the public. All were in favor of the motion.
There wasn’t any public participation.
Giovannitti moved and Hamilton seconded to close the meeting to the public. All were in favor of the motion.
Giovannitti moved and Hamilton seconded to adopt O. #01.08 on second and final reading.
Councilman Kidd questioned a couple of the salaries for some positions.
Mayor Burzichelli stated Councilman Kidd should get clarification from the Administrator. The Salary Ordinance was introduced with the same percentages that were given to the union employees.

Letter from Robert W. Parks, Paulsboro Little League, requesting permission to hold their annual Opening Day Parade on April 12, 2008. Giovannitti moved and Hamilton seconded to receive, file the letter, grant them permission and to notify the proper departments. All were in favor of the motion.
Councilman Kidd stated he would contact Conrail to make sure the train does not interfere with the parade.
Received Place-To-Place Transfer application for a Plenary Retail Consumption License to expand the premises for PPN Investment Corporation #0814-33-016-007 t/a Rolling Stone Grill and Bar. Giovannitti moved and Hamilton seconded to receive, file the application and turn it over to the Police Department for review and recommendation for the next meeting. All were in favor of the motion.
Received Taxi Cab License application to renew license from Joseph Bidenti. Giovannitti moved and Hamilton seconded to receive, file the application and approve the above taxi license. All were in favor of the motion.
Received Raffle License Application, #RA-519, from Ducks Unlimited for an on premise merchandise raffle.
Received Raffle License Application, #RA-520, from Ducks Unlimited for an on premise merchandise raffle.
Received Raffle License Application, #RA-521, from Ducks Unlimited for an on premise merchandise raffle.
Received Raffle License Application, #RA-522, from Ducks Unlimited for an on premise 50/50 raffle. Giovannitti moved and Hamilton seconded to receive, file the applications and approve the above four raffle licenses. All were in favor of the motion.
Received the following amusement games license applications (all inspections have been completed):

Giovannitti moved and Hamilton seconded to receive, file and approve the above amusement games licenses. All were in favor of the motion.
Letter from Kris Kolluri, State of New Jersey, Department of Transportation, regarding NJDOT Municipal Aid and other grants and SAGE (System for Administrating Grants Electronically). Giovannitti moved and Hamilton seconded to receive and file the letter. All were in favor of the motion.
Mayor Burzichelli stated the Borough would have to see what they could apply for and direct the Office of Economic Development Office to apply.
OLD BUSINESS: There wasn’t old business at this time.
MAYOR AND COUNCIL REPORTS:
Councilwoman Tedeski stated the committees are getting underway for the different public events. She asked if anyone was interested in serving on one of the committees or if know anyone who would be interested to let her know.
Councilman Morina apologized for being late but it was Parent Night at the High School.
Councilman Morina stated he was involved with the Boys Scouts this weekend and the Organization in Paulsboro almost has diminished. There were eight kids who camped out this weekend and if boy was interested in the Boy Scouts they meet every Sunday in the building behind the Billingsport Fire Association.
Councilman Morina stated he misses the Resource Officer that used to be at the High School.
Councilman Morina stated the Strike Force Committee met last month. They are staying on top of some issues. He asked Council if could appoint someone to randomly pick five or six Landlord Licensing applications to make sure they are filed correctly and make sure there aren’t any code violations.
Mayor Burzichelli stated Councilman Morina could due this through the Committee. He must make sure it does not target anyone and that it is truly random.
Councilman Giovannitti also apologized for being late as he was with Councilman Morina at the High School.
Councilman Giovannitti stated he agreed with Councilwoman Tedeski to have anyone interested in the public events to get involved. There will be more discussions on the speed humps. There will be another newsletter coming out and asked the Department Heads to submit anything for the newsletter. He is looking for donations to hold the summer concerts. He welcomed everyone to spring time.
Councilman Kidd questioned when Council would be sitting down to discuss the Exxon tax appeal. He felt the budget had to be done earlier especially because the school is looking at raising taxes 22 cents. Council will have to look at the budget as it will effect every department. He felt the budget should be looked at closely. He is worried about how it will affect the taxpayers, especially the senior citizens.
Councilman Hamilton stated the Paulsboro Police Department executed a search warrant and arrested five individuals.
Councilman Hamilton stated the Paulsboro Police Department received praise from the Gloucester County Emergency Medical Services for responding to a medical call. Once the EMS arrived, the Police Department was able to supply the person’s medical history and other things.
Mayor Burzichelli stated Exxon Mobil has been in the newspaper lately regarding an alternative tax. It is a bill in the assembly and he is optimistic it can be pieced together. He is hoping to have a draft budget for the next Work Session Meeting. The Governor stated there may be restoration of municipal aid which will be a little bit of help. The Borough is looking at a $365,000 hit from Exxon Mobil.
There wasn’t any further Council reports or public participation.
Giovannitti moved and Hamilton seconded to adjourn the meeting at 7:26 p.m. All were in favor of the motion.
