WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Giovannitti, Kidd, Tedeski.  Absent:  Haynes, Giovannitti, Morina and Borough Clerk VanScoy.  

 

     Mayor Burzichelli called the meeting to order.

 

     Mayor Burzichelli read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     Michael Lucas, representing Jaunted Productions, LLC, who are a film production company located in Paulsboro, stated they plan on filming a feature film here this summer starting in July.  It is going to be a graphic horror film.  He introduced several individuals that were with him which are:  Councilman Myers from Penns Grove; his buddy, Scott and one of his partners in this project and a New Jersey State Trooper; and Michael is a school teacher and owns the company.  He thinks Paulsboro is an amazing town and he has lived in Paulsboro for five years.  He is glad to be in Paulsboro and he loves Paulsboro.  His wife has lived in Paulsboro her entire life.  They will also be filming in Penns Grove as well.  They are at the “location finding stage”.  They have started casting, they have a majority of their budget in and they will be shooting with top of the line equipment.  He is basically looking for support and what suggestions Mayor and Council may have for them or things they may need to do that they are overlooking in town.  He gave out his business card to everyone so that if anyone has a problem or concern they can call or email him.  Michael also introduced Katie as she is the production supervisor, Samantha Sunder as she is the casting director.

 

     Councilwoman Tedeski asked how many people will be on the set.

 

     Mr. Lucas stated between 15 – 25 people depending on the type of day that they have.

 

     Mayor Burzichelli stated Paulsboro is a production friendly community and Council welcomes their colleague from Penns Grove as well, a sister community, that handles a lot of the same issues as Paulsboro.  Mayor Burzichelli suggested that if a street is needed, to coordinate with the Police Department and they will make sure you get all the help that is needed and Council will help with that as well.  He wished them well.

 

     Councilwoman Tedeski questioned how long they will be in Paulsboro shooting the film.

 

     Mr. Lucas stated they are starting July 19 and will be filming for at least 30 days on set and will have a span of about six weeks.  His office is located in Paulsboro and they do the editing in Paulsboro.  There will be at least seven or eight people working in Paulsboro until the end of the year or January.

 

     Mayor Burzichelli thanked them for coming to the meeting to inform the Council of their intentions.  

 

     Shirley Chandler, 1014 Spruce Street, stated the police presence is better in the area but the drug trafficking is terrible and they are so brazen they will sell right in front of your face with no shame and they don’t try to hide anything.  She further stated that she doesn’t mind anyone having church but on Friday night services were let out around 12:00 a.m. and the children were screaming and running up and down the street at the church across the street from her.  There was a lot of noise.  It was like it was at noon.  There were about 20 cars parked on the wrong side of the street and blocking their driveways.

 

     Mayor Burzichelli suggested Mrs. Chandler speak with the Chief.

 

     Ann Good, 1101 Spruce Street, questioned when someone was going to tear down the burnt house on Jefferson Street.  There is similar activity going on at that location.

 

     Mayor Burzichelli stated the Administrator informed him that the property is on the list and the Borough is waiting on Glassboro to provide the machine.

 

     Mayor Burzichelli stated he just sent Council President Haynes an email to see if he is attending the meeting and asked Administrator Salvatore to page Councilman Morina as well as there is a Bond Ordinance on the meeting to be voted upon and Council will be one vote short if they are not present.  The Bond Ordinance has to be adopted in order to keep the façade program going. He is holding item #6 which is second reading and public hearing on the Bond Ordinance until there are sufficient votes.

 

     Administrator Salvatore stated Council could still hold the public hearing.

 

     R. #76.10:  RESOLUTION PROVIDING FOR THE PAYMENT OF BILLS OUT OF THE 2010 TEMPORARY BUDGET.  Giovannitti moved and Tedeski seconded to pay all bills properly signed and adopt R. #76.10.  Roll call:  Ayes:  Giovannitti, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     SECOND READING AND PUBLIC HEARING:

 

     O. #06.10:  BOND ORDINANCE AUTHORIZING THE COMPLETION OF PHASE II OF THE PAULSBORO STREETSCAPE PROJECT IN THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY; APPROPRIATING THE SUM OF $425,090 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE BOROUGH OF PAULSBORO, COUNTY OF GLOUCESTER, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $425,090; MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING.  Kidd moved and Giovannitti seconded to open the meeting to the public.  All were in favor of the motion. 

 

     There wasn’t any public participation.

 

     Kidd moved and Tedeski seconded to close the meeting to the public.  All were in favor of the motion.

 

     Mayor Burzichelli stated Council will hold on the vote as there are four (4) votes needed to adopt the Ordinance.

 

     Received Amusement Games License Application from the Rocking Stone      Irish Pub & Grill for four games (all inspections have been completed).  Kidd moved and Tedeski seconded to receive, file and approve the amusement games licenses.  All were in favor of the motion.

 

     Memo from Dawn Cooper, Gloucester County Department of Health and Senior Services, requesting transportation for the Senior Citizens to the annual “Golden Follies Entertainment Show” on May 12, 2010 at Auletto Caterers in Almonesson, NJ from 11:00 a.m. to 3:00 p.m.  Kidd moved and Tedeski seconded to receive, file the memo, approve the request and notify the proper departments.  All were in favor of the motion.

 

     Letter from Robinia Phoenix, Camcare Health Corporation, requesting the use of the Parking Lot at Buck and Delaware Streets to hold a Health Fair on Saturday, June 12, 2010 from 9:00 a.m. to 3:00 p.m.  Kidd moved and Giovannitti seconded to receive, file the memo and approve the request. 

   

     Councilman Kidd questioned if this year the Borough can make sure the lot is cleaned as last year there was broken glass and debris.

 

     Administrator Salvatore stated that last year the Borough required a hold harmless indemnification agreement as well as an Insurance Rider.

 

     Mayor Burzichelli stated it would still be required and that it is easy to do.

 

     All were in favor of the above motion including supplying the additional information as to the agreement and insurance rider.

 

     Letter from Daniel Yacovino, Arora and Associates, P.C., regarding Railroad Crossing Rehabilitation Proposed Detour Routes Jefferson and Commerce Street.  Kidd moved and Tedeski seconded to receive and file the letter.

 

     Administrator Salvatore suggested turning this matter over to the Police Department as well as the Guardian Angels School.

 

     All were in favor of the above motion including notification to the Police Department and the Guardian Angels School.

 

     Letter from Joan Stetser, Guardian Angels Regional School, requesting permission to hold a walk-a-thon on Friday, May 21, 2010 at 10:30 a.m. as well as assistance from the Police Department.  Kidd moved and Tedeski seconded to receive, file the letter and approve the request.  All were in favor of the motion.

 

     Letter from Peter Mercanti, Gloucester County Department of Purchasing, regarding Shared Service Agreement for use of the County’s Vehicle Wash Facility. 

 

     R. #77.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING A SHARED SERVICES AGREEMENT WITH THE COUNTY OF GLOUCESTER FOR USE OF THE COUNTY VEHICLE AND EQUIPMENT WASH FACILITY.  Kidd moved and Giovannitti seconded to adopt R. #77.10.  Roll call:  Ayes:  Giovannitti, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     Councilman Giovannitti discussed the shuttle bus and the elimination of all but one (1) mall run as the numbers for the use of the shuttle bus have been low.  The one (1) mall run will be to the Deptford Mall on the fourth Wednesday of the month.  He felt the bus driver could be utilized better working with the Public Works Department.

 

     Councilman Kidd questioned if Councilman Giovannitti has reached out to the Senior Citizens about this change.

 

     Councilman Giovannitti stated he hasn’t but he will reach out to them.

 

     Councilman Kidd felt before this is changed that Councilman Giovannitti should reach out to the Senior Citizens.

 

     Councilman Giovannitti suggested implementing the change the first of June to once a month to the Deptford Mall.

 

     There was further discussion regarding the shuttle bus and the elimination of the mall runs except the Deptford mall run.

 

     Mayor Burzichelli stated he will meet with the Senior Citizens to see if he can generate any interest and the change will take effect June 1st.

 

     Giovannitti moved and Tedeski seconded to authorize the shuttle bus route change to have one mall run on the fourth Wednesday to the Deptford Mall and have a representative of Mayor and Council approach the Senior Citizens to inform them of the decision.  All were in favor of the motion except Kidd.

 

     Councilman Giovannitti stated the department heads will be notified of another newsletter and placing items in the newsletter.

 

     Councilman Giovannitti discussed the liquor establishments having their doors open. 

 

     Mayor Burzichelli suggested Chief Grogan notify the liquor establishments to have their doors closed at all times.

 

     Chief Grogan stated the email program is working again.  The new hire began on Monday and they got all their paperwork done in order for that.  The property on South Commerce Street is quiet and the neighbors seem much happier.  The individual is in jail and was the primary problem.  He sent an email today regarding an operation on May 4th which the Police Department will be observers as it is independent of the Police Department.  It will be relatively on a small scale.  He further reported that right now the Police Department is working a security assignment for a ship that is docked at NuStar.  There are a couple of officers stationed there 24/7 for one (1) day.  It is typical when the Coast Guard gets involved in a ship that they have concerns about of who is onboard.  They have the Police Department standby there and it is a first for this department.  It is a rare occasion. He reported the LAPR systems in the cars are technically operational and they have an upgrade coming in the next day or two, it will be on the street by the end of the weekend and will definitely see some results from that.  He explained the jurisdictional boundaries of NuStar between the Borough and West Deptford. 

 

     Administrator Salvatore stated the county map shows the dock being in West Deptford but it is wrong.  He started about six (6) years ago with former Chief Ridinger that jurisdiction with Police and Fire that the dock is located in Paulsboro as well as the front gate. 

 

     Chief Grogan stated he will get the jurisdictional boundaries with NuStar resolved.

 

     Chief Grogan reported that the Police Department has more police officers out in the areas that Mrs. Chandler and Mrs. Good has discussed.

 

     Mayor Burzichelli questioned bike patrols?

 

     Chief Grogan stated it hasn’t been done in a few years but he wanted to see it out there.  He has to see how the money goes and there a couple of grants going on that they are still trying to process through but there is one that gives a little bit of money for overtime that perhaps that money could be dedicated to.

 

     Councilwoman Tedeski discussed how the shifts were broken down as the Borough proceeds into the summer months.

 

     Chief Grogan stated it is very hard to keep an officer assigned to a zone but if there is the manpower then there is one officer who is assigned to that zone.

 

     Administrator Salvatore discussed the position of the Fire Code Official.  The State is getting more active in getting down and inspecting the local enforcing agents.  They came and inspected Paulsboro in the fall.  The Inspector pointed out that the incumbent’s term had expired years ago, the Borough’s Ordinance had a lot of deficiencies in it and there were some things accounting wise that all fines and fees had to go into a separate account (a dedication by rider).  Administrator Salvatore stated the Borough hasn’t ever fined anybody.  He asked for a thirty day extension and gives the Borough until May 6th to appoint someone to the position and amend the Ordinance.  He stated the Mayor and Council have to pass an Ordinance by title to introduce and appoint someone as the Fire Code Official.  He has spoken to Phil Zimm who was in agreement that he would take the interim at no fee.  He recommends that Phil Zimm be appointed as the Fire Official. 

 

     Councilman Kidd felt the present Inspector should be contacted that he would not be re-appointed and why.

 

     Councilman Morina telephoned at 6:10 p.m. to vote on several issues.

     INTRODUCTION AND FIRST READING:

 

     O. #07.10:  ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO RE:  AN ORDINANCE AMENDING CHAPTER 34A “ENFORCEMENT OF FIRE PREVENTION CODE” AND CHAPTER 35, “FIRE WORKS AND FIRE ARMS” OF THE CODE OF THE BOROUGH OF PAULSBORO.  Kidd moved and Giovannitti seconded to adopt O. #07.10 on introduction and first reading and schedule the second reading and public hearing on May 4, 2010 at 7:00 p.m.  Roll call:  Ayes:  Giovannitti, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     At this point, Councilman Morina concluded his telephone call.

 

   

     R. #78.10:  RESOLUTION OF THE BOROUGH OF PAULSBORO APPOINTING PHIL ZIMM AS FIRE OFFICIAL.  Giovannitti moved and Tedeski seconded to adopt R. #78.10.  Roll call:  Ayes:  Giovannitti, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     R. #79.10:  RESOLUTION AUTHORIZING AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Kidd moved and Giovannitti seconded to adopt R. #79.10.  Roll call:  Ayes:  Giovannitti, Kidd, Tedeski.  Nays:  None.  Motion carried.

 

     This Executive Session was called to discuss potential litigation in regards to TA Operating and Verizon Tax Appeals.

 

     At this time, 6:04 p.m., Mayor and Council went into Executive Session.

 

     Kidd moved and Giovannitti seconded to open the Executive Session meeting at 6:11 p.m. All were in favor of the motion.

 

     There wasn’t any further Borough business.

 

     Kidd moved and Giovannitti seconded to adjourn the meeting at 6:12 p.m.  All were in favor of the motion.
