WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council, held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:  Borough Clerk VanScoy due to the School Election.

 

     Mayor Burzichelli called the meeting to order.

 

     Administrator Salvatore read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     R. #73.07:  RESOLUTION PROVIDING FOR THE PAYMENT OF THE BILLS OUT OF THE 2007 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #73.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Gloucester County Division of Senior Services requesting permission to utilize the Shuttle Bus to transport the Paulsboro Senior Citizens to the annual “Golden Follies Entertainment Show” on May 7, 2007 from 11:00 a.m. to 3:00 p.m.  Haynes moved and Hamilton seconded to receive, file the letter, approve their request and notify the proper department.  All were in favor of the motion.

 

     Letter from Chief Ridinger regarding receipt of letter of intent to retire.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Letter from Sgt. Leroy P. Ranton regarding intent to retire.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Mayor Burzichelli stated the VFW contacted him to request a coin drop.

 

     Haynes moved and Hamilton seconded to approve the VFW holding a coin drop.  All were in favor of the motion.

 

     Councilman Giovannitti discussed the trash and recycling rules and regulations.  The Committee is putting together a new pamphlet and he will pass out the proposal.

 

     Councilman Giovannitti discussed the curfew, the possibility of changing the time and a possible day curfew during school hours.

 

     Councilman Giovannitti discussed doing a dog census.  He stated Al Giampola has offered to do a dog census at a stipend.  He will address this when Council holds the budget discussion.

 

     Councilman Morina discussed the Fire Code Official’s duties.  He would like to have this position done through the Code Office, which would be Mr. Zimm and Mr. Hogle.  He will discuss this at the budget discussions.

 

     Councilman Morina discussed getting bid specifications for a trash truck and splitting the recycling day into two days a week.

 

     R. #74.07:  EMERGENCY TEMPORARY RESOLUTION PRIOR TO ADOPTION OF THE BUDGET.  Haynes moved and Tedeski seconded to adopt

R. #74.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Mayor Burzichelli introduced Todd Gelfand who is the attorney representing the Borough with a Police Officer matter.

 

     R. #75.07:  RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Kidd seconded to adopt R. #75.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     At 5:30 p.m., Council convened the Executive Session.

 

     This Executive Session was called to discuss pending litigation.

 

     Giovannitti moved and Tedeski seconded to open the meeting to the public at 5:45 p.m.  All were in favor of the motion.

 

     R. #76.07:  RESOLUTION OF THE BOROUGH OF PAULSBORO DETERMINING DISPOSITION OF DISCIPLINARY CHARGES REGARDING PATROLMAN MICHAEL KAPPRE.  Haynes moved and Hamilton seconded to adopt R. #76.07.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Morina, Tedeski.  Nays:  Kidd.  Motion carried.

 

     Chief Ridinger discussed the status of the Police patrols.

 

     There wasn’t any further Borough business.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 5:50 p.m.  All were in favor of the motion.
