WORK SESSION MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at a Work Session Meeting of Council held on the above date and place.

 

     Members present were: Haynes, Giovannitti, Hamilton, Kidd, Morina (arrived at 7:20 p.m.), Tedeski (arrived at 7:20 p.m.). 

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Mayor Burzichelli opened the floor to the public.

 

     There wasn’t any public participation.

 

     Minutes of a Regular Meeting held on April 1, 2008 at 7:00 p.m.  Giovannitti moved and Hamilton seconded to receive, file and adopt the above minutes.  All were in favor of the motion.

 

     R. #71.08: RESOLUTION PROVIDING FOR THE PAYMENT OF     BILLS OUT OF THE 2007 TEMPORARY ACCOUNTS.  Haynes moved and Giovannitti seconded to pay all bills properly signed and adopt R. #71.08. Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd.  Nays:  None.  Motion carried.

 

     Memo from Chief Ridinger regarding recommendations for Place-to-Place       Transfer for PPN Investment Corp. t/a Rolling Stone Grill & Bar.  Haynes moved and Hamilton seconded to receive and file the memo.  All were in favor of the motion.

 

     R. #72.08:  RESOLUTION OF THE BOROUGH OF PAULSBORO       GRANTING THE PLACE-TO-PLACE TRANSFER APPLICATION OF PPN INVESTMENT CORP. T/A ROLLING STONE GRILL AND BAR, PRCL #0814-33-016-007.  Haynes moved and Hamilton seconded to adopt

R. #72.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd.  Nays:  None.  Motion carried.

 

     R. #73.08:  RESOLUTION OF THE BOROUGH OF PAULSBORO      SUPPORTING THE CLICK IT OR TICKET MOBILIZATION OF MAY 19 – JUNE 1, 2008.  Haynes moved and Hamilton seconded to adopt

R. #73.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd.  Nays:  None.  Motion carried.

 

     INTRODUCTION AND FIRST READING:

 

     O. #05.08:  AN ORDINANCE TO CREATE THE POSITION OF       RCA ADMINISTRATOR FOR THE PURPOSE OF ADMINISTERING THE BOROUGH OF PAULSBORO’S AFFORDABLE HOUSING PROGRAM AND REGIONAL CONTRIBUTION AGREEMENTS PURSUANT TO THE FAIR HOUSING ACT.  Haynes moved and Hamilton seconded to adopt O. #05.08 on introduction and first reading and schedule the second reading and public hearing on May 6, 2008.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd.  Nays:  None.  Motion carried.

 

     Letter from Miss Ann Hart, 100 West Buck Street, requesting permission to put up temporary tents at Fort Billings Park for a wedding.  Haynes moved and Hamilton seconded to receive, file the letter and approve their request.  All were in favor of the motion.

 

     At this time, 7:20 p.m., Councilwoman Tedeski and Councilman Morina arrived for the meeting.

 

     Letter from Gloucester County Board of Chosen Freeholders regarding Regional Retail Recruitment Strategy.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

    

     Letter from Rodney A. Groff, Gloucester County Parks & Recreation,   regarding Mosquito control aerial surveillance activities notification.    Haynes moved and Hamilton seconded to receive, file the letter and approve the Mayor executing the agreement.  All were in favor of the motion.

 

     Letter from Augusta J. Pistilli, Esq., Holston, MacDonald, Uzdavinis,   Eastlack, Ziegler & Lodge, regarding Camcare Health Corporation, Block 94 Lots 15 and 2.01.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     The above matter was to be discussed in Executive Session.

 

     Councilwoman Tedeski discussed using the Fort Billings Park on April 22, 2008 from 5:00 to 7:30 p.m. for Earth Day.  She requested trash bags and a Borough worker. 

 

     Tedeski moved and Giovannitti seconded to approve the request for the use of Fort Billings Park as well as trash bags and a Borough worker.  All were in favor of the motion.

 

     Administrator Salvatore stated that Council did not adopt a Resolution in support of the Regional Retail Recruitment Strategy Program as asked by the County in item #11 of the Agenda.

 

     R. #74.08:  RESOLUTION OF SUPPORT REGARDING THE COUNTY OF GLOUCESTER’S REGIONAL ECONOMIC PLANNING PROGRAM PHASE TWO IN THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #74.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #75.08:  RESOLUTION PROVIDING FOR AN EXECUTIVE SESSION OF BOROUGH COUNCIL OF THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt R. #75.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Items to be discussed in Executive were:  personnel and pending litigation. 

1.      Internal Affairs Investigation

2.      Camcare Tax Matter

3.      Solid Waste Collection Contract

 

     Mayor Burzichelli called for a break before going into Executive Session at 7:45 p.m.

 

     At 7:50 p.m., Mayor and Council went into Executive Session.

 

     Haynes moved and Hamilton seconded to open the meeting to the public at 9:00 p.m.  All were in favor of the motion.

 

     R. #76.08:  RESOLUTION OF THE BOROUGH OF PAULSBORO

EXTENDING CONTRACT WITH CASWORTH ENTERPRISES, INC. FOR THE COLLECTION OF SOLID WASTE.  Haynes moved and Hamilton seconded to adopt R. #76.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Morina, Tedeski.  Nays:  None.  Abstained:  Kidd.  Motion carried.

 

    

    

     Haynes moved and Kidd seconded to adjourn the meeting at 9:02 p.m.  All were in favor of the motion.
