REGULAR MEETING

 

Council Chamber:

 

     Mayor Burzichelli presided at the regular meeting of Council held on the above date and place.

 

     Mayor Burzichelli recited “Harry Truman’s Prayer for the opening prayer.

 

     Mayor Burzichelli asked all those present to join in the salute to the flag, which was conducted by Borough Clerk VanScoy.

 

     Mayor Burzichelli called the meeting to order.

 

     Borough Clerk VanScoy read the opening statement regarding the Open Public Meetings Act.

 

     Members present were:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Absent:   None.

 

     Mayor Burzichelli introduced guests Lisa and John from Valero who made a presentation of a donation to the Borough of Paulsboro for Public Celebrations such as the concerts in the park in the amount of $2,000.

 

     Mayor Burzichelli thanked Lisa and John for the generous donation which will go a long way and was very much appreciated.

 

     Mayor Burzichelli opened the floor to the public.

 

     Erva Macauley, 26 West Monroe Street, her child was jumped and taken to the hospital.  She went to the Police Department to check the status and has been to the Police Department since five or six times.  She was told someone would be contacting her and she hasn’t heard from anyone yet.  There was another child jumped in front of the Post Office.  She has never been afraid to live in this town until recently.  This has not been the first time.  The changes are only going from bad to worse.

 

     Mayor Burzichelli stated he wished Mrs. Macauley had called him.  He further stated that Chief Ridinger and Captain Grogan are present and would speak with her in the hallway.  He then asked Chief Ridinger and Captain Grogan to speak with Mrs. Macauley.

 

     Joan Lutz, 209 Huff Avenue, stated she was aware that the Borough drafted an ordinance to take basketball off of the streets.  The kids are playing another very dangerous game where they stand on each side of the road and pass the ball back and forth to try to hit the cars going by.  The kids are taking over this town and something has to be done.    

 

     Mayor Burzichelli stated Mrs. Lutz should call 911 when she sees this occur.

 

     There wasn’t any further public participation.

 

     Minutes of a Regular Meeting held on May 6, 2008 at 7:00 p.m.  Haynes moved and Giovannitti seconded to receive, file and adopt the above minutes.  

 

     Councilman Kidd stated that at the above mentioned meeting he discussed high grass and wants it included in the minutes.  When he discusses something he wants it in the minutes from now on.

 

     Kidd moved and Haynes seconded to amend and adopt the minutes to reflect Councilman Kidd’s statement in the minutes.  All were in favor of the motion.

 

     Minutes of a Work Session Meeting held on May 20, 2008 at 7:00 p.m.  Haynes moved and Hamiltion seconded to receive, file and adopt the above minutes.  All were in favor of the motion.

 

     R. #88.08:  RESOLUTION PROVIDING FOR THE PAYMENT OF      BILLS OUT OF THE 2008 TEMPORARY BUDGET.  Haynes moved and Hamilton seconded to pay all bills properly signed and adopt R. #88.08. Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #89.08:  RESOLUTION PROVIDING FOR THE CANCELLATION OF CERTAIN BALANCES ON WATER AND SEWER ACCOUNTS.  Haynes moved and Hamilton seconded to adopt R. #89.08.  Roll call:  Ayes:    Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #90.08:  RESOLUTION CANCELLING PROPERTY TAXES AND       AUTHORIZING REFUND FOR TOTALLY DISABLED VET.  Haynes moved and Hamilton seconded to adopt R. #90.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     R. #91.08:  RESOLUTION PROVIDING FOR DISALLOWANCE OF A SENIOR CITIZEN DEDUCTION.  Haynes moved and Hamilton seconded to adopt R. #91.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Summary of reports and copies of minutes of meetings.  Haynes moved and Hamilton seconded to receive and file.  All were in favor of the motion.

 

     Request For Proposals:  Rehabilitation Management Services:

 

     1.  Joseph T. Kenney

 

     Haynes moved and Hamilton seconded to receive and file the request.  All were in favor of the motion.

 

      R. #92.08:  RESOLUTION AUTHORIZING THE BOROUGH COUNCIL TO ENTER INTO AN AGREEMENT FOR REHABILITATION MANAGEMENT SERVICES FOR THE BOROUGH OF PAULSBORO.  Haynes moved and Hamilton seconded to adopt

R. #92.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried.

 

     Letter from Robert Keller, Post Quartermaster, George D. Patton, Jr., Post 678, Inc., requesting their annual donation to offset expenses for Memorial Day event.  Haynes moved and Hamilton seconded to receive, file the letter and grant the request if available in the budget.  All were in favor of the motion.

 

     Letter from Karen Berenato, Scibal Associates, regarding Gallenthin Realty Development, Inc. v. Borough of Paulsboro, et al.  Haynes moved and Hamilton seconded to receive and file the letter.  All were in favor of the motion.

 

     Memo from Patty Farrow, Recreation Committee, regarding resignation.    Haynes moved and Giovannitti seconded to receive, file the memo and send a letter of thanks.  All were in favor of the motion.

 

     Letter from Councilman Hamilton requesting permission to hold the annual Block Party on Paul Avenue on August 2, 2008 from 4:00 to 8:30 p.m.  Haynes moved Tedeski seconded to receive, file the letter and grant permission.  All were in favor of the motion.

 

OLD BUSINESS:  There wasn’t any old business at this time.

 

 

MAYOR AND COUNCIL REPORTS:

 

     Councilwoman Tedeski stated there wasn’t anything new but to keep an eye on the newspaper and the newsletter for all community events.  She also thanked Valero for their donation.

 

     Councilwoman Tedeski congratulated Councilmen Kidd and Morina on their democratic election victory.

 

     Councilman Morina did not report anything at this time.

 

     Councilman Giovannitti thanked Valero for their generous donation and their commitment to the community.

 

     Councilman Giovannitti stated he was sorry to hear about the two kids being beat up.

 

     Councilman Giovannitti thanked Borough Foreman Charles Tinder, the Street and Highway employees and Chief Ridinger for helping on their time off with Memorial Day.

 

     Councilman Kidd stated he just signed off for $66,000 in legal fees.  Council better watch with the community events as the Budget hasn’t been done yet.  He further stated he appreciated the donation from Valero but when the Budget comes out the Borough may not be able to afford the community events.

 

     Councilman Kidd discussed the Recreation Committee changing from a Commission to a Committee.  The volunteers are leaving slowly.  The problem has to be corrected.

 

     Councilman Hamilton received a copy of the letter from the Keegan family regarding a 911 call.  He wanted to also thank Patrolpersons Jen Zubec and Rodney Richards for helping with the 74 year old grandmother.

 

     Councilman Haynes did not report anything at this time.

 

     Mayor Burzichelli stated to Joan Lutz to please call 911 when she sees the problem again with the kids throwing the basketball and the Police Department will tighten up with her daughter’s problem.

 

     Mayor and Council recessed at 7:25 p.m.

 

     Mayor and Council reconvened at 7:33 p.m. in the Conference Room.

 

     Solicitor Pierson discussed the deed that was transferred to the Boys and Girls Club of Gloucester County with the restriction that the property couldn’t be encumbered unless monies are used for the Boys and Girls Club.  The Boys and Girls Club is looking to use the property for a line of credit.  They would use the line of credit to meet the operating expenses.  They are looking to use the property as collateral for the line of credit of $50,000.

 

     Mayor Burzichelli stated it is not unreasonable to allow a small line of credit but suggested the $50,000 is to be used only at this location to help them out and not to exceed $50,000.

 

     R. #93.08:  RESOLUTION OF THE BOROUGH OF PAULSBORO AUTHORIZING A LIEN AGAINST THE BOYS AND GIRLS CLUB NOT TO EXCEED $50,000.  Haynes moved and Giovannitti seconded to adopt

R. #93.08.  Roll call:  Ayes:  Haynes, Giovannitti, Hamilton, Kidd, Morina, Tedeski.  Nays:  None.  Motion carried. 

 

     Administrator Salvatore discussed the 2008 Budget as he put something together so that everyone has an idea.  The State has eliminated $365,000 in Municipal Aid.

 

     Administrator Salvatore discussed the rental housing ordinance.  The Ordinance is too cumbersome.  He felt Phillipsburg had a really good ordinance.

 

     Chief Ridinger discussed and explained Mrs. Macauley’s problem and felt her display at the Council Meeting was unwarranted.

 

     Chief Ridinger also discussed the hot dog cart on West Broad Street.  The owner informed him that he had site plan approval.

 

     There wasn’t any further Council reports or public participation.

 

     Haynes moved and Hamilton seconded to adjourn the meeting at 8:55 p.m.  All were in favor of the motion.
